PREFACE Libraries in today's world are one of the most significant information centres. Academic library and Public library, both are equally significant for the development of a society. They can be called as social institution as both works for the upliftment of the society in their own respective levels. Academic library is the pulse of an educational institution where as public library is the swift medium to make progress of the knowledge society. In a comparative study of both, it is difficult to judge their parameters. Only thing can be said that in terms of services, goals, and organizational structure, there may some differences between the two.

However, the point is that public libraries need special treatment as they sometimes may find difficult to stand proudly due to lack of support from government or any other organisations. But academic libraries have always the backbone of the academic institution where it stands. Therefore in comparison to academic libraries how the public libraries stand, how they survive, is discussed throughout the study. It will give a detail analysis of how important the public libraries are for the growth of the society, for the expansion of knowledge of the human being.

For regions like North-East India, specifically Assam, public libraries are mostly needed organisations that must be flourished rapidly. Thus, the study is done on such area to attract the attention towards the importance of public libraries in regions like Assam. However, throughout the study, analytical method is used to fulfill this aim. Questionnaires are used and interviews taken from librarians' of both academic and public libraries belonging to some selected districts of upper Assam. Outcome of the study through survey and analysis are intended only for research purpose.
