INTRODUCTION AND RELATED BETWEEN SUPPLEMENT AND HALAL Halal means allowing or permitting anything in terms of food, clothing, and other daily items under certain conditions. However, halal refers more to food or drink because food and drink are things that we often do every day. Therefore, in Islam, there are some prohibitions that must be prevented such as avoiding eating illegal foods such as pork. This halal should also refer to the higher authorities such as JAKIM to ensure that the food is prepared according to certain conditions. Due to that, the seller needs to get a halal certificate and buy only halal goods. All the food, clothing, and medicine we use from then are very concerned with quality and quantity. However, we as Muslims are also very concerned if the goods we use and eat have halal certificate approval. Halal certification is very important because it is not only concerned with cleanliness and goodness in a particular form of goods. If the item is in the form of food, we must ensure that it has the approval of a certain party whether it is halal or not. As for medicine, we must ensure that it is approved by the halal certificate because we must know and pay attention to its contents. Halal certification is very important because most of the requirements that are the priority of customers are getting higher and sometimes difficult to obtain and made from natural materials such as plants. So, our industry is using another alternative way which is to use animal fat. That way, food products or supplements that are a priority will remain readily available. In this issue, we want to explain again what the relationship between supplements and halal is. Halal does not only depend on the daily food we take but also the medicines and health supplements we take also need to be emphasized on its halal. For example, supplements that we take that contain vitamins, minerals, and amino acids we also need to know about its halal. le. However, if we want to make a food or supplement, we must get the correct approval so that the food and supplement are clean and good for health.

QUESTION 1

Halal certificate is a certificate to show that the product the individual or organization had been selling is compliant with the shariah definition of Halal. There are three validation Halal deem which is product goods or food products, food or drink properties, and slaughterhouse. Applicants that are qualified to apply for the Halal confirmation certificate are producer or manufacturer, supplier or seller, sub-contract manufacturer, individual that provide packaging process, food premises as well as abattoir. To apply for the Halal confirmation certificate, Mrs. Syuhada must submit her application

http://www.halal.gov.my/. After submitting the application via online, she must also submit any supporting documents to JAKIM or JAIN. The supporting document includes a valid copy of registration license property, any description of the product to be sold, list of ingredients that is used to make the product, name as well as the address of the manufacturer as well as the suppliers. Mrs. Syuhada must also include map location of the factory that manufactured the product. Ingredients that are used to make the products must also have legit Halal status to avoid any confusion. If the product contained any disapproval ingredients, Mrs. Syuhada must also include that along other documents. She must also include the type of packaging used to pack all her products. Next is to submit a list of processes on how to make her products. Other relevant documents such as HACCP, GHP, ISO, GMP, TQM and others must also be submitted. Above all this, Mrs. Syuhada must create a profile named ‘Halal Confirmation Certificate’ for future reference if there is premise inspection to be done. If Mrs. Syuhada wants to renew her existing certification, she must submit her application at least three (3) months before her certification expiry to avoid any inconvenience. Any incomplete documents that have been submitted will be automatically rejected by MYeHALAL. For example, if the company is making and distributing any products that is deem non-Halal, contained hair dye, fertilizer, animal feed or any ingredients that does not involve in any of the processing, products that were not manufactured locally, or products that contained drugs or products that is classified as pharmaceutical by the Ministry of Health Malaysia. Upon complete submission, a letter requesting payments for the certification will be sent out to Mrs. Syuhada (JAKIM, 2015).

A related standard that Mrs. Syuhada should refer to is MS 2424:2012, Halal Pharmaceuticals-General Guidelines

pharmaceuticals industry. The pharmaceutical goods producer has met with the requirements laid out in the Halal pharmaceutical product production and handling standards and shall be confirmed by site inspections as the competent authority deems appropriate. The Pharmaceutical Inspection Cooperation Scheme (PIC/S): guidance to excellent manufacturing practice for medical goods is an important publication. For the local market, the halal confirmation certificate must be submitted directly to Jabatan Agama Islam Negeri (JAIN) or (MAIN), whereas for foreign markets, the certificate should be sent to the (JAKIM). The benefit of certification is that it increases competitiveness and aids in market penetration in international and global markets since Malaysia's halal emblem is highly regarded and widely accepted by Muslim nations. Mrs. Syuhada goods are halal and sharia compliant due to certain technical criteria for halal. Compliance with standards will offer a competitive advantage and enhance profitability (MITI, 2021). Other than that, Mrs. Syuhada can even check with MS 1SO 1900:2005, Quality Management Systems – Requirements from Islamic Perspectives . It is an organisation that has created a systematic method to instil quality in order to ensure that its goods are Syariah compliant and fulfil the needs of their customers. It means that the items are manufactured using quality-conscious methods, including halal elements of supplying products and services that do not meet product requirements. The advantage is that it reinforces the amount of effectiveness and efficiency since it necessitates the practise of universal good behaviour at the most basic levels of the organisation, which may result in an advancement in the level and quality of goods. Its purpose is to inculcate in her quality management procedures the principles of fairness, honesty, sincerity, and discipline. The degree of Shariah compliance and trust among Muslims and stakeholders will be raised, and a focus on ethical standards in corporate operations will be placed (MITI, 2021). An Act that Mrs. Syuhada can refer is: Poisons Act 1952 (Act 366) & Regulations

An act to control the importation, possession, manufacture, compounding, storage, transport, sale and use of poisons. During this Act, the context usually requires acetylating substances, animal treatment, compounding and contravention (Laws of Malaysia, 2006). Registration Of Pharmacists Act 1951 (Act371) & Regulations The formation of a Pharmacy Board and, as a result, the registration of pharmacists. There are 3 varieties of pharmacist registrations which are provisional, full, and temporary registration. In provisional registration, someone shall be entitled if she holds a qualification in pharmacy suitable for registration by the Minister after consultation with the Pharmacy Board. After that, in full registration, someone entitled if she gained experience required under Section 6A above (provisional registration training) or has been registered by any registration body chargeable for the registration of pharmacists recognized by Pharmacy Board. One and all who obtained full registration under Section 6B must serve with written notice requiring him to assume appointment as a pharmacist in such post in publicly service which is called as 1 year compulsory service upon fully registering. If one fails to accommodate with notice, they are liable on fine not exceeding RM50, 000. And therefore, the registration shall be revoked. Lastly is temporary registration, pharmacy board may upon application in writing, temporarily register someone who is registered as a pharmacist outside Malaysia. Pharmacy Board only allows non-citizen pharmacists who meet the subsequent criteria such as married to Malaysian citizens. They have to have a Degree in Pharmacy owned must be recognized by Pharmacy Board and that they must take and pass the Qualifying Examination to Practice Pharmacy and lastly it must be registered in the home country (Ancora Imparo, 2020). Medicines (Advertisement And Sale) Act 1956 (Act 290) & Regulations Its purpose is to provide the necessary information for the regulation of ads for medications, appliances, treatments, talents, and repair that are linked with medical and health claims. All ads concerning medical, health goods, and services are subject to the supervision of The Medicines (Advertisement And Sale) Act 1956, which requires permission from the Medicine Advertisements Board before any advertisement, notice, label, or other document is issued. Their primary role is to accept or deny applications for advertising in the mass media or other media containing medical claims for services,

medications, appliances, and cures. Furthermore, to withdraw or cancel any previously authorized advertising as and when required (GlobinMed).

QUESTION 3

Halal certification shall be issued by the Malaysian competent authority, as there are associated agencies or competent authorities engaged in the Halal certification procedure. Products must first be registered or reported with the Drug Control Authority (DCA) before they can be marketed. The Drug Control Authority (DCA) is a legislative organization established by the Control of Drugs and Cosmetics Regulations 1984, and its responsibilities, roles, and mandate are all outlined in the regulations. The primary objective of DCA is to guarantee that pharmaceuticals sold in Malaysia are safe, effective, and of high quality, as well as traditional medicines, health, and personal care products. To meet these objectives, the following measures are being taken such as pharmaceutical and cosmetic goods are required to be registered. In addition, licensing of warehouse and manufacturing facilities for importers, manufacturers, and distributors. Next, they need to keep an eye on the quality of goods that have been registered and placed on the market. Lastly, monitoring for Adverse Drug Reactions (Nurhidayah Baharuddin, 2021). Following approval by the Malaysian Drug Control Authority, each halal pharmaceutical product may be labelled with the Islamic authority's halal certification mark, which is widely recognized. The Halal Pharmaceutical Audits will be carried out by the Malaysian Department of Islamic Development (Jabatan Kemajuan Islam Malaysia, JAKIM) as a result of this. The Trade Description Act 2011, which established the by-laws of the Trade Description Order 2011, has conferred on the appointed government body principally the Department of Islamic Development Malaysia (JAKIM) and the State Religious Council (MAIN) the authority of issuing Halal certification (Section 27 and 28 of Trade Description Act 2011; Abdul Aziz N and et al. 2014). The preservation of conformity with Halal certification standards is within the purview of JAKIM, which has the authority to do so as part of its mandate. JAKIM is entrusted with extensive authority to carry out this responsibility, which includes legislative, executive, and judicial functions (Noriah Ramli et al., 2018). Any cosmetic product that has been certified and authorised Halal by the Malaysian Department of Islamic Development (Jabatan Kemajuan Islam Malaysia, JAKIM) or any Islamic Body recognised by JAKIM may display the Halal logo voluntarily on both the domestic and international markets (JAKIM, 2015).

CONCLUSION

To conclude, the objective of this paper is to discover the concept of halal on halal pharmaceutical products as well as provide training and consultancy to the client in order to get halal certification. The demand for halal pharmaceuticals is growing as more Muslims become concerned about the origins of their medications. This presents an opportunity for the pharmaceutical sector to investigate developing halal pharmaceutical products and position itself to become more competitive in reaching the global halal market. Pharmaceutical firms will not only provide an additional layer of security for the halal conscious consumer, but they will also protect the global population's health and safety with a dependable and globally approved halal certification system for pharmaceutical products. Halal pharmaceuticals is a significant sector that has developed into a commodity that has contributed to the acceleration of the country's economic development. Additionally, this business is essential to the Muslim community in that it helps to protect their freedom to practice their religion, which is to follow the Islamic dietary law. To ensure the continued viability of this sector, it must be created and updated to take into account the issues and difficulties that exist within it, such as the source of power for the governor, JAKIM, as well as the particular requirements of customers and pharmaceutical manufacturers.
