CHAPTER I THE PROBLEM AND ITS SCOPE Introduction The use of module in the teaching and learning process has increasingly become important especially to students who wanted to take advantage of self-paced learning. One of the popular approaches to learning is the Problem-based Learning (PBL). It is an approach used mostly by medical students in their authentic application of the theories (Fisher and Frey, 2007). However, the use of the approach has extensively widened its coverage to education. In education, according to Tomlinson (1999), PBL allows students to seek additional information on the problem, define, and communicate better solutions to the problem. Hence, PBL provides better opportunity to students to become active in solving the problem. However, the researcher noticed that the modules in ALS do not offer the opportunity for the learners to improve problem solving skills and composition writing skill which are very important component in the Achievement and Equivalency (A&E) Test. In the 2012 A & E Test, the Division of Oroquieta has a passing rate of 64.29 percent. The rate, though more than half, is still far of the targeted performance rate of 75% or better. This is despite the strict policy of the division that only those students who have the potential of passing the exam are allowed to take the test....
