Consent by accession
States may also consent, through a process called ‘accession’, to be bound by a treaty that has already been finalized.
Accession is frequently used when States join an existing international organization, such as Guyana’s accession to the OAS in 1991, Cambodia’s accession to ASEAN in 1999, or Albania’s accession to NATO in 2009.
Accession is only possible if the treaty is open for non-parties to accede, and certain conditions may be set.
Amendment and modification of treaties
Amendment, the more formal procedure, requires the consent of all the parties to an agreement, and all the formalities that would have accompanied the original conclusion of the treaty.
There are several procedural steps to be taken to amend a multilateral treaty. First, all proposals must be circulated to all parties, all of which have the right to decide whether to participate in negotiations to amend the treaty, or to opt out of an amending agreement and thus remain bound by the existing terms....
