ENGLI SH LANGUAGE PROFI CI ENCY LEVELS The definit ions of t he five lim it ed- English language proficiency levels, as well as Level 6, one of t wo fully- English language proficiency levels, are from PI 13.08( 3) ( 1) - ( 6) , Wisconsin Adm inist rat ive Rule. Level 7, t he ot her fully- English language proficiency level, is used for purposes of st at e report ing/ st at e t est ing. Level 1—Beginning/ Preproduct ion [ WI DA level = Ent ering] : A pupil shall be classified level 1 if t he pupil does not underst and or speak English wit h t he except ion of a few isolat ed words or expressions. Level 2—Beginning/ Product ion [ WI DA level = Beginning] : A pupil shall be classified level 2 if all of t he following crit eria are m et : ( a) The pupil underst ands and speaks conversat ional and academ ic English wit h hesit ancy and difficult y. ( b) The pupil underst ands part s of lessons and sim ple direct ions. ( c) The pupil is at a pre- em ergent or em ergent level of reading and writ ing in English, significant ly below grade level. Level 3—I nt erm ediat e [ WI DA level = Developing] : A pupil shall be classified level 3 if all of t he following crit eria are m et : ( a) The pupil underst ands and speaks conversat ional and academ ic English wit h decreasing hesit ancy and difficult y. ( b) The pupil is post - em ergent , developing reading com prehension and writ ing skills in English. ( c) The pupil’s English lit eracy skills allow t he st udent t o dem onst rat e academ ic knowledge in cont ent areas wit h assist ance. Level 4—Advanced I nt erm ediat e [ WI DA level = Expanding] : A pupil shall be classified level 4 if all of t he following crit eria are m et : ( a) The pupil underst ands and speaks conversat ional English wit hout apparent difficult y, but underst ands and speaks academ ic English wit h som e hesit ancy. ( b) The pupil cont inues t o acquire reading and writ ing skills in cont ent areas needed t o achieve grade level expect at ions wit h assist ance. Level 5—Advanced [ WI DA level = Bridging] : A pupil shall be classified level 5 if all of t he following crit eria are m et : ( a) The pupil underst ands and speaks conversat ional and academ ic English well. ( b) The pupil is near proficient in reading, writ ing, and cont ent area skills needed t o m eet grade level expect at ions. ( c) The pupil requires occasional support . Level 6—Form erly Lim it ed- English Proficient / Now Fully- English Proficient : A pupil shall be classified level 6 if all of t he following crit eria are m et : ( a) The pupil was form erly lim it ed- English proficient and is now fully English proficient . ( b) The pupil reads, writ es, speaks and com prehends English wit hin academ ic classroom set t ings. Level 7—Fully- English Proficient / Never Lim it ed- English Proficient : The st udent was never classified as lim it ed- English proficient and does not fit t he definit ion of a lim it ed- English proficient st udent out lined in eit her st at e of federal law....
