The healthcare information technology branch standards are set by the American Health Information Management Association and Public Health Data Standards Consortium. The collaboration between the two “offers opportunity to advance IT data in the healthcare industry while strengthening infrastructure of information. It also aligns data for public and clinical health. Both are committed to advancements of their professions through standards and IT (Tan, J. (with Olla, P. & Tan, J.), 2021)”. It is crucial to have this collaboration to succeed. Through the partnership they will have, clinical and public differences will help minimize disparities. When it comes to the clinical approach, it is more personal. The provider helps with personal health issues that affect you. For example, a patient has asthma. Their provider is the one that listens to them describing their symptoms. The provider then performs the necessary tests, makes a diagnosis, and prescribes the correct medication if needed. The patient then goes home feeling better (“Public Health vs. Clinical Health Professions: What's the Difference?”, 2020). Public health takes on the approach as a group setting. The group that they help is the public. Public health covers whole neighborhoods, cities, and states to figure out how many people have asthma and what their risks are (“Public Health vs. Clinical Health Professions: What's the Difference?”, 2020). If public and clinical health could share all their data with each other, it would help clinicians understand their patients' and what environment they are exposed too. It would also help the public by increasing education and the ability to understand the communities better. With their partnership, both associations will capitalize. Allowing themselves to set aside competition will increase their chances of understanding entire population, so they can live better. “This collaboration offers the opportunity to advance health IT (HIT) data standards. While advancing it is also strengthening the infrastructure of health information to align data

standards for clinical and public health. Both organizations have a commitment to the advancement of their professions through HIT. (Tan, J. (with Olla, P. & Tan, J.), 2021)”. Standards are extremely crucial to healthcare IT. Confidential information is at stake and needs to be managed cautiously. They will be able to figure out what information is vulnerable and find areas that need improvement. When building something with multiple layers, there must be a solid foundation first. Solid standards and guidelines will need to be implemented first. There are many tiers that are needed from administrative to novice users. Tier 1 begins with basic customer service. Tier 2 is basic service for data management or equipment. Tier 3 is entry level troubleshooting. Tier 4 is junior IT service and management. Tier 5 is senior management. An organization must have a customer service line for help to support standards for public and clinical health sectors. Under the hiring process there will be a signed contract that will allow consequences if they do not uphold confidentiality. Patients, public and private healthcare organizations, and healthcare practitioners would be affected positively by the collaboration of both of the associations. With the collaboration, during emergency situations, all information will be able to be accessed for both public and private sectors. For example, the current COVID-19 pandemic, providers having access to public health information about the spread and symptoms. This would increase diagnostic and treatment times for patients. This partnership will only strengthen the infrastructure of the healthcare industry. Hackers number one target is to take healthcare information. “In 2019 the healthcare sector saw 41.4 million patient records breached. Despite the COVID-19 crisis, breaches are continuing to hit the largest vulnerabilities (Davis, 2020).” Data breaches will never be stopped,

but they can be lessened with increased guidelines and procedures to protect the information. “CISA officials did not respond to questions and so it was unclear what the agency meant by a “grave threat” or by “critical infrastructure” possibly targeted in the attack that the agency says appeared to have begun last March (Fox, 2020)”. Ensuring that the team is trained and prepared for data breaches will increase the likelihood of the data breach being stopped faster. Data breaches can sometimes go months without being detected. With the skilled and trained team, they can be caught faster to ensure the safety of patient's records.
