COURSE DESCRIPTION This course is intended to provide you with a general overview of policy and policy change, with a focus on Canadian health care policy. We will study the history and current structure of Canada’s health care system, and analyze current debates about how Canadians access health care. The course is divided into four modules: 1. 2. 3. 4.

Introductions (weeks 1 and 2) Fundamentals of Health Policy (weeks 3-6) Indigenous and Non-Canadian Health Policy (weeks 7 and 8) Health Policy Reform (weeks 9-12)

Each week includes assigned readings, a pre-recorded lecture delivered by the course instructor, and asynchronous study in 6-7 student teaching and learning teams. For one of the weeks you will serve as the teacher in your teaching and learning team, which involves creating a teaching presentation, posting discussion questions, and facilitating discussion. Assessment activities include performance in your learning team, four multiple choice quizzes, and a short answer and essay final exam.

Teaching and Learning Team Activities You will be assigned to a teaching and learning team of 6 or 7 students. You will participate in an asynchronous text-based discussion in OnQ with your teaching and learning group on Wednesday and Thursday each week. Teaching In one of weeks 3-8, you will act as the teacher for your teaching and learning team. As teacher you will: 1. Create and upload a video teaching presentation on some aspect of that week’s topic (70%), 2. Write five multiple-choice questions based on your presentation and the week’s materials (15%), and 3. Write discussion questions for your teaching and learning team’s discussion (15%). Be sure to consult the assignment instructions and rubric for more details including how you will be assessed. Groups with 7 students will have 2 teachers for one of the weeks. Discussion forum participation On weeks when you are not the teacher, you should do the course readings, view the instructor’s lecture, and view your group’s teacher’s video presentation before participating in the discussion forum. Note that although there is no assigned teacher for weeks 10, 11, or 12, you will still participate in the discussion, prompted by questions the instructor or teaching assistant will post. Be sure to consult the assignment instructions and rubric for details including how you will be assessed for your discussion forum participation. Your final learning score will be calculated with only the top 8 scores out of 11 (the lowest 3 will be dropped).

Submit the multiple choice questions to the OnQ assignment folder only. Final Exam The final exam will consist of short-answer and essay questions, and you will have two hours to complete it. The Exams Office will schedule the exam in the exam period. The final will include material from all weeks of the course. I will provide you with more information about the final exam later in the term.

Your final course letter grade will correspond to the percentages in the Queen’s official grade conversion scale as shown below.
