2 ASSIGNMENT 1: TRAINING NEEDS ASSESSMENT

Introduction Equal Employment Diversity and Inclusion (EED&I) is part of a Department of Defense Federal Government agency. The main issue is there are several offices under this umbrella, so all the training is done in each individual office for specifically what each office does, so it is not consistent across EED&I for all the employees. There are approximately 50 employees between the four offices. One office handles discrimination and complaints, one office handles data tracking and analysis, one manages the 11 employee resource groups (ERG) which represent different ethnicities, veterans, and people with disabilities, and one handles reasonable accommodations for the disabled employees. The main office receives walk-ins and calls from people in need of help, but can only make an educated guess on which office to send them for help. A training needs to be designed that involves everyone learning about the four offices including processes and requirements so we all can provide better customer service since we are a service provider. The training needs assessment will be used to gather data and determine which training is needed and who needs the training (Brown, n.d.). Individuals Receiving Training EED&I provides training but only to each of the four teams. My goal is to provide consistent cross-training for the entire workforce based on a need analysis. Addressing employee weaknesses will help strengthen employee’s needs which makes the staff more knowledgeable (Frost, 2019). The 50 employees are all located in the same building but in four separate offices. Some of the employees are new and some have been in this department for 34 years. Some

3 ASSIGNMENT 1: TRAINING NEEDS ASSESSMENT employees are intake counselors, investigators, case workers, special emphasis program managers, diversity trainers, and data scientist. A need-based analysis will determine who needs to take which training which is the first step in creating a custom training plan (Simplify Compliance LLC., 2019). Training Issues The laws and policies keep changing especially in regard to the protected classes such as minorities, gender, LGBTA+ status, and age to prevent discrimination. The EED&I workforce needs to be trained on current policies and affirmative action guidelines. Currently deadlines are being missed since cases are never the same and some need the involvement of lawyers (that are not in our office) or the mediation office (which is not in our office), but my office is the one held to strict Equal Employment Opportunity deadlines by the Equal Employment Opportunity Commission (EEOC). The files get “lost” till they find their way back to my office and by then they are long overdue which is a violation of the law and the rights of due process for the person who submitted the case. I want to design a training that involves everyone learning about the four offices including processes and requirements so we all can provide better customer service since we are a service provider. Training Needs Assessment Questionnaire The training needs assessment questionnaire consists of 10 questions set up to determine which training is needed from each division from 1 to 3 (1=Not Need, 2=Moderate Need, 3=Great Need). Management and employees will take the same survey. The training needs assessment questionnaire will help determine who needs to be trained which is the second step in creating a custom training plan (Simplify Compliance LLC., 2019). Conclusion The questionnaire (Appendix A) will be utilized to determine the needs of both management and employees of EED&I to need training in the multiple divisions within our organization. If an employee does not need training in each of the 10 questions it will be revealed in the survey along with what training, they are deficient in. Based on the survey we can proceed to set up trainings for the employees based on need (Simplify Compliance LLC., 2019). The trainings would be structured trainings so that every employee is trained consistently (Frost, 2019).
