-------------------------------------------------------------------------------------------------------------------------------------PARTICULARS As per criteria for the selection of Master Teacher positions based on MEC Order No. 29, s. 1979 and DECS Order No. 57, s. 1997, stating that Income Generating Project (IGP) must possess “over-all quality”, must be the prudent policy of this office that the following steps be observed: a. For IGP Project Proposal/Feasibility Study A project proposal/feasibility study (for the IGP/CBP) must be submitted to the Office of the School Head (Elementary / Secondary) and indorsed to the Schools Division Office c/o the Division Income Generating Project Evaluation Committee. The Division IGP Evaluation Committee will recommend the approval of the Project Proposal/Feasibility Study to the Schools Division Superintendent or his duly representatives (Asst. Schools Division Superintendents) if found compliant to the requirements/standard set by the schools division. (See attached IGP Proposal/Feasibility Study) b. For Scoring IGP An IGP with documentary evidence/proof of its impact on the family and/or community where the pupils/students/learners belongs and has been conducted and completed for at least a year the time of evaluation of documents, merits 20 points. An IGP which proves to bear an impact but has been conducted/completed for at least 9 months merits 18 points for at least 6 months merits 16 points

for at least 3 months merits 12 points. An IGP conducted for less than one (1) year shall be given points if Monthly Accomplishment Reports were submittted to the Division IGP Evaluation Committee. The District IGP in-Charge (Elem)/School IGP in-Charge (Secondary) shall be responsible in submitting the said Monthly Accomplishment Reports (A Consolidated Report) done by the teacher-proponents at the CID Office (Main). See attached template for the Monthly IGP Progress Report An IGP which is still on-going merits 10 points. An IGP which barely started (within a month) merits 6 points. An IG Project Proposal/Feasibility Study duly submitted and approved by the authority merits 4 points. An IG Project Proposal/Feasibility Study barely commenced merits 2 points. c. Monitoring and Evaluation of IGP Monitoring and Evaluation (M & E) shall be conducted by the School Head and IGP School Coordinator with their respective PSDS / EPS area concerned preferably two times during the conduct of the IGP (1st Semester and 2nd Semester Implementation). The results of the Monitoring and Evaluation shall be submitted to the Division IGP Committee c/o Division Chairman and the result shall be the bases of the Division Committee on IGP Evaluation whether to recommend the project implemented for the approval by the SDS or his duly representatives; or bases for the provision of Technical Assistance to achieve the goals/objectives of the IGP being conducted. (See attached M and E Template)

However, the Division Committee on IGP Evaluation may conduct the M and E if there are issues and concerns to be addressed. For school heads/coordinators’ expenses incurred on monitoring and evaluation of IGP shall be charged against school/local funds while travel and other incidental expenses incurred by the division suprvisors (Chief ES, EPS, PSDS) shall be charged against division funds. In light of the pandemic, M & E can be conducted virtually where physical presence is not allowed. d. Allowed Income Generating Projects and frequency of activities Income Generating Projects 1. e. For IGP Completion/Final Paper Proponent will submit the Completed/Final Paper of Income Generating Project conducted for at least one (1) year including the Monthly Progress Accomplishment Reports to the Division Committee on IGP Evaluation/Validation. The Division Committee will recommend for the IGP Final Paper’s APPROVAL to the Schools Division Superintendent or his representatives if required reports, documents and other MOVs (Means of Verification) are properly accomplished and reported by the proponent. (See attached parts of the Final Paper) A monthly schedule (preferably every 4th Tuesday of the month) shall be set by the Committee for the Final Review / Evaluation/Validation with the proponent. In light of the pandemic, a revalidation of IGP Final Papers with MOVs shall be done virtually via Google Meeting (Code: marqgfr-wxx). Proponents will prepare at least 3 minutes presentation with pictures/video of actual activities conducted. f.

Effectivity

This Division Memorandum shall take effect this SY 2020-21.
