LAW MAKING PROCESS:

Malaysia practicing bicameral chamber legislative where it consists two chamber, Dewan Rakyat and Dewan Negara. A bill might come from anybody. However, a bill come from the government or legislative body merely get more attention or to be put as the priority rather than citizen bills. The Bill must go several reading procedures before get passed by the Parliament. The first step is "first reading." At this point, before a minister has presented a bill, he must give early notice to the clerk of his plan to carry the bill forward to the members. This is the formality stage where the Minister clearly presents the "Short" or "Long Term" to the delegates. The delegates are not yet permitted to debate and discuss the bill, which will be noticed by the Minister when he will be presenting the bill for the second time. Next stage is the important "second reading" stage. At this stage, the representatives are allowed to debate and discuss the bill after the Minister has presented it for the second time. The Minister will give a detailed account of the bill and let the representative discuss the general detail. The bill will be printed out and given to all members of Dewan Rakyat. The third procedure is, "Committee stage." At the committee stage, the representatives will be grouped into several committees to discuss the bill in more formal detail. The representatives are not allowed to discuss the general details which were discussed in the second reading. After discussion, the bill is reported to the Dewan Rakyat asking for their approval. If there is no objection then there will be no debate again. After the first three stages, the bill went through the "third reading" process. At this stage, the Minister will tell the member of Dewan Rakyat that the bill has gone through the first three stages, either without any change or change. The representative is not allowed in this formality stage and, if there is no objection, the bill is ready to be handed over to Dewan Negara. The bill will undergo four stages in the Dewan Negara, as it should be discussed in both Houses. Next, when the senate has no complaint about the bill, the bill will be sent to Yang Di- Pertuan Agong to obtain his consent. According to Article 66, clause 4, Yang Di-Pertuan Agong must give his consent within 30 days, if not, the bill is directly implemented without his consent....
