PREFACE This book reports the Proceedings of the International Conference on “Animal Production of Southeast Asia: Current status and Future” which is organized by Vietnam National University of Agriculture (VNUA), in collaboration with Southeast Asia Network of Animal Science (SEANAS) from July 21 to 22, 2017. The purpose of this conference was to contribute to the improvement of education system and academic collaboration of higher education; present and discuss the research results in animal science; and establish linkages and collaboration between scientists and experts in Southeast Asia. The conference had about 90 participants from 5 countries including Indonesia, Thailand, Malaysia, Cambodia and Vietnam; and more than 20 papers have been submitted from universities and research institutes of different countries in order to be considered for presentation at the conference. The selection of papers included in this Proceedings was based on international and national peer review procedure. We acknowledge Académie de Recherche et d'Enseignement Supérieur (ARESCCD), Asia Nutrition Technologies Group Company, CJ Vina Agri Company and Japfa Comfeed Vietnam Company for their financial support; the invited speakers for their acceptance to give keynote lectures on their respective fields of expertise; the participants, especially those of you coming from abroad, for joining us and sharing your valuable experience and ideas. OVERVIEW OF INDONESIA DAIRY INDUSTRY Budi Guntoro, Ali Agus, Budi Prasetyo Widyobroto, Sigit Bintara, and Dyah Maharani Faculty of Animal Science, Universitas Gadjah Mada, J Fauna 3 Bulaksumur, Yogyakarta, Indonesia Email*: [email protected] ABSTRACT The need to develop the dairy industry in Indonesia is not only constrained to meet the domestic demand for milk but is also in line with the government’s objectives to increase farmers income; to spread the distribution of income; to create employment opportunities; to increase earnings; and to improve the nutritional status of the national population. The industry is also dominated by smallholder operations by which income distribution and employment opportunities are created. Furthermore, dairy farming has high multiplier effects on other industries because a large portion of the primary dairy products are used as raw material by other industries. Expansion of the dairy production is expected to reduce milk and milk products imports and lead to increased exports of processed dairy products from Indonesia. This requires however that the domestic production is high and is competitive in international markets. Because of this, the development of the dairy industry has become very important in terms of the balance of payments. This paper is discussing the overview of Indonesia dairy industry focus on important issues in dairy industry, general problems in dairy farming, improving the value chain for smallholder dairy farming, efforts to improve dairy production, and marketing constraints. It could be conclude that in a fast - changing business sector many other factors may potential limit smallholder participation including low market prices, an inadequate infrastructure, high quality standards, financial constraints, difficulties in accessing productive assets and lack of knowledge. Within this context, development practitioners are called upon to support the integration of small - scale and poor farmers into formal livestock markets as an important step towards reducing rural poverty. 1. INTRODUCTION In the context of Indonesia, the potential advantages of market - oriented smallholder dairy farming in improving the welfare of farm households and its multiplier effects on other sectors of the economy are well known (Walshe et al., 1991). First, it generates income for the farm households on regular basis which can be used for different purposes, e.g. purchase of goods for household consumption, school fees and medical expenses. Income generated from the sale of milk can also be used for productive investments in other farm or non - farm activities. Second, milk

from dairy production provides a highly nutritious food for people of all age groups and particularly for infants and lactating mothers. Thus, milk consumption may reduce the problem of malnutrition among rural households. Third, the value adding activities such as the processing, marketing and distribution of milk and milk products also create employment opportunities in the rural and urban sectors. It is also argued that in situations where the arable land is shrinking and where there is high population density, dairy farming may be one of the few agricultural activities that can support viable smallholder farming (Staal et al., 1997). In general, there are also

several other functions attached to livestock production such as manure production, store of wealth, risk mitigation, and display of social status (Moll et al., 2007). In 2016 Indonesian fresh milk production reached an estimated 852,951 tons. While milk consumption is about 11,8 liter/kapita/tahun including processed products which containing milk. Availabiity of milk and import milk about 14,85 kg/capita/year, with rate of growth increased 0,93% per year or 2.98 kg/capita/year. While from imported milk increased about 4,78% per year or 11,87 kg/kapita/year. Availability of milk in domestic consumption about 79,93% supplied by imported milk, while milk from domestic only contribute to 20,07% (Agustina and Indarti, 2016). Improved price incentives are normally assumed to encourage better farm mangement and thus, result in higher quality milk (Slette and Meylinah, 2010). Unfortunately, the dairy industry in Indonesia has not been competitive for all types of enterprises, but it has been one of the most rapidly growing parts of the livestock sector since its introduction in the 1970s. At thebeginning, the milk processing industry in Indonesia produced only sweetened condensed milk. Later the milk production of milk powder and liquid milk have developed more rapidly. Indonesia has started to improve the living standards of its more than 250 million inhabitants with a focus on increasing the consumption of animal products such as milk, meat, and eggs. The improvement of living standards as well as a better education of people resulted in a larger domestic demand of milk in the country (Adiarto, 2011). Study was conducted by Nurtini et al (2016) showed the total revenue in East

Java higher than those in Yogyakarta with 12,401,017.87 and 14,647,217 IDR/lactation, respectively. This condition influenced by the price of milk in liters and milk production of cows by each dairy smallholder. The government could collaborate with research institutions, universities, and industries to support the development of appropriate farm technology and to enhance the quality of animals and their products, knowledge with should be disseminate and applied by local farmers. A better market guarantee for the small scale farmers may also be very important. Improved market guarantees are one way to enhance bargaining position of farmers (Guntoro et al., 2016).
