PERCEPTION ON TEACHING AND LEARNING OF SCIENCE AND MATHEMATICS IN ENGLISH TOWARDS STUDENTS’ PERFORMANCE.

PROBLEM STATEMENT

On 10 May 2002, Tun Dr Mahathir Mohamad announced the government will begin implementing the Teaching and Learning of Science and Mathematics in English (PPSMI) starting year 2003 enrolling students in Year 1 and Form 1 in primary and secondary schools, respectively. After several years of implementing it, PPSMI was abolished in stages in 2012 due to many objections among academics, politicians, and the public. Now, Malaysia once again shaken by the news of the re-implementation of PPSMI. On 31 January 2020, Firdaus Azil stated in Berita Awani that Tun Dr Mahathir Mohamad said the teaching and learning of Science and Mathematics in English (PPSMI) will be restored in the country's education system (BERITA AWANI January 31, 2020). Tun Dr Mahathir Mohamad also said that the Government has set up a sub-committee to look into the re-implementation of PPSMI but still considering and will decide according to the majority of cabinet members (BERITA HARIAN ONLINE February 6, 2020). This statement has received various responses in both positive and negative terms. According to Tun Dr Mahathir Mohamad, there are three races in Malaysia. If every races want to use their own language in teaching and learning of Science and Mathematics, they will have problems when they want to discuss about it among different races (THE STRAITS TIMES February 6, 2020). Syed Saddiq said at a press conference after attending the Luncheon Talk in conjunction with the Malaysia Future Leader School Tier 3 Program, he was one of the young genaration who was successfully educated through the system, causing him to support PPSMI even though it is not an easy thing. Plus, he said that his proficiency in English language was improved with the system (SINAR HARIAN February 2, 2020). However, PROF Emeritus Datuk Dr Nik Safiah Karim said the government should not repeat that policy which has been proven to fail. Teaching and learning in the mother tongue for the subject is better (BERITA HARIAN ONLINE February 7, 2020). According to Datuk Seri Ismail Sabri Yaakob, when PPSMI was introduced in schools in 2003, studies showed that student performance declined to 80 percent. Therefore, it is better to strengthen the English

language by strengthening the language proficiency among students and teachers. (SINAR HARIAN February 1, 2020). The findings of this study may help the Ministry of Education to improve the education system in Malaysia. Therefore, the perception on teaching and learning of Science and Mathematics in English towards students’ performance will be discussed by investigate through the opinions of some science and mathematics teachers in secondary schools.

RESEARCH QUESTIONS

a) How do science and mathematics teachers perceive the impact on teaching and learning of Science and Mathematics in English towards students’ performance? b) What are teachers views about the factors contributing to students’ performance in Science and Mathematics subject? c) What are teachers’ perceptions about the need of implementing teaching and learning of Science and Mathematics in English in Malaysia?
