Lifestyle and health of population is very closely related issue with its social welfare. Human health causes him/her life to be changed completely and partly, which impacts him/her social life. Illness is a patological process of symptoms and signs showing the changes in human organism occured at exact or continuous time. Such a patological process occuring in human body is observed with the change of both physical and mental states. Usually, physical illnesses are exposed with the worry, injure, harm and bitter in the internal and external organs of human body but at mental diseases it is exposed with the stress, agression and abnormal human behaviour. Sometimes, people suffering lingering physical illnesses also exposed to the emotional impact of the disease resulting with the change in life outlook and relation which makes definite difference in character. In order to provide special social service in such circumstances, social workers are engaged with them in all hospitals besides medical personnel in developed countries. Non-governmental organizations specialized in services of mental-medical aid are more common in social work sphere in our country. Non-speaking, introvert, speech deficient and Down syndrome children and their parents are provided with mental-medical services within these social services. Enclosing larger activity area under the name of public health in developed countries such a type of mental-medical service provide to preemt the diseases en masse by the assisting to people in giving up harmful habits and prevent terrible illnesses. health is more about educating people about the dangers of bad habits, sedentary lifestyles, tobacco use, the benefits of living in an environmentally friendly environment, the benefits of proper nutrition, and other healthy lifestyle. Meeting the social needs of the population, first of all, ensuring its healthy living conditions, high level of education, social security of groups requiring special sensitivity and life support of the elderly are the most important issues of social policy. These issues highlight the health status of the country’s population in preventing the spread of novel Coronavirus COVID-19, the number of public and private medical institutions and medical staff fighting against this infection, and the problems encountered in the limiting the spread of the pandemic. At the same time, it has a serious impact on meeting the vital needs of people’s health and those who seek help from social services, which are part of social policy. In order to improve the social welfare of employees of public medical institutions due to coronavirus-related working conditions the government (Azerbaijan) decided to increase their monthly salaries by 3-5 times by term. In general more than 250 million manats was allocated to the health sector to prevent and combat the pandemic and 20 new modular hospitals have been built and put into operation in a short period of time. At the same time the state tried to reduce the social problems of the population by providing one-time benefits of 190 manats to those who lost their jobs due to the closure of their work in the country due to the pandemic. Along with the government, non-governmental organizations, communities and charities also supported with one-time assistance packages to low-income families, lonely elderly people and the people with disabilities to solve the social problems of the population. Each society determines its social security arising from its system of national and moral values and in accordance with the law which implements the social policy of the state. The issue of improving the health, social welfare, protection and provision of the population has been studied by many scientists at different times. As the society is constantly developing dynamically, the types of guarantees and services in the field of social policy and social work have been formed in accordance with the requirements of each period. The Ministry of Labor and Social Protection of Population of the Republic of Azerbaijan carries out a wide range of social security, assistance and other service functions, also organizes the implementation of additional measures to further improve the health and social welfare of the population. At the same time, such social services are provided by a number of international organizations and foundations operating in our country. Although the number of these services is many regardless of the form and nature of the services provided by government agencies or international and local non-governmental organizations working to improve the social welfare of the population, they are short-term and scattered in all cases and this does not guarantee that society will live in sustainable prosperity. Social welfare should not be temporary, to a certain extent.

In general, the social programs and projects presented and proposed to the population by the MLSPP are a matter of serious dispute. The forms of assistance provided to lowincome groups did not justify themselves as intended. People have been unable to achieve the intended sustainable positive social change for years, even though they have benefitted from various aid, allowance and some funds in hope of improving their social welfare instead of working. Poverty, low-income and other social dependencies should not be viewed as laziness and irresponsibility of individuals. But on the other hand, the conservatives support the right of individuals to a minimum level of living in order to prove the presence of social welfare programs and if being low-income reasons beyond their control. The industrialization of its economy is a prerequisite for a prosperous and socially oriented state. Any social program that supports an individual’s employment means that he or she participates in the overall economic development of society. There is a common approach and idea adopted by conservatives and liberals in the developed countries of the world to improve the social welfare of the population. The approach to the development of social welfare “The integration of the economy in a period of dynamic development and the period of planned social change for the general welfare of the population”1 proposed by social researcher James Midgley is considered the best social planning proposal of modern times. According to this approach it is intended to increase relations between economic and social institutions and implement joint social program and projects. The development of life as a social element is, in fact, support for economic development, which leads to an increase in the active role of government in economic and social planning. Thus the overall social development, improving of the public welfare reduces the loss of funds allocated to increase social services and additional social programs, and as a result, economic and social interventions to improve the public welfare will maintain larger and generalized well-being. Human health is related to the ability to engage in regular productive activities, healthy and proper nutrition, normal rest and a high level of health care. The social protection sector needs a real partnership between economic institutions and the government to address the problems of the poor, the elderly, the physically and mentally handicapped and the growing needs of caregivers in the family. The most important thing for the success of social policy is to further strengthen economic opportunities, keep employment close to full capacity, improve working conditions and reduce the wage gap depending on the type of activity of able-bodied people. In this case, the development of society is possible through the fair regulation of social relations and the improvement of the public welfare.

Resume Research into popular social welfare have always been met with keen interest by the scholar and fellows of this field but it neither means the beginning nor the end of state social policy. Reality between popular social situation and official state indicators is clearly observed especially during emergency situations and pandemic caused by unpredictable diseases, just for that, if there occurs a common accordance among state social policy, social service subjects implementing it and its applicants then popular social welfare changes turn into positive. Most of population is doomed to poverty if the providing of needs that pivots the way into household, health, education, income, work and homelessness conflicts of family or individual are disregarded and turned a blind eye by social subjects, relatedly, poverty of the most of applicants and population actually requires the increase of social service centres, social service education and ideas and rules relating to this as social service is a public field which observes individuals in hard life circumstances, poverty and unequalities as well as it acts as a rightful advocate of low-income families doomed to live frugally and realizes the importance of social policy for that.
