What agency created “The Program?” President Bush personally approved the administrative order for "The Program." Why was it created? The declared purpose was to identify terrorists before they were identified and monitoring their actions more thoroughly. What was the basic point of “The Program?” Stop terrorism before it starts, by watching every movement of the suspicious individuals. What all did The Program monitor? Texts, Emails, Skype calls, all online and offline activities. What was illegal and unconstitutional about The Program? The collection of private communications. How did the NSA and the president justify doing so regardless? The Program is within the authorities of the President as described in the Constitution What had happened in the past that had caused the government to put in place restrictions on spying on Americans? A backlash from the Watergate scandal. When people inside the NSA (Thomas Drake, Bill Binney) found out about The Program/Thin Thread and tried to raise questions, what happened? The government warned them and advised them to keep silent. How did that work out for them? Not all of them kept silence, which cause conflicts. What risk did Edward Snowden run by telling journalists about The Program? Going to prison, and being wanted in the USA Why was he willing to do so?
