INVENTORY OF PROJECTS AND PROGRAMS IMPLEMENTED BY THE SANGGUNIANG KABATAAN BATCH 2011-2013 IN SELECTED BARANGAYS IN MUNICIPALITY OF BOAC: IMPLICATION TO YOUTH DEVELOPMENT CHAPTER 1 THE PROBLEM AND ITS BACKGROUND Background of the Study President Ferdinand Marcos Presidential Decree 684 instituted by barangay youth officials composed of a chairman and six members aged 15 to 18 chosen by their peers. On July 25, 1987, Executive Order No. 274 issued creating Presidential Council for Youth Affairs (PCYA) and abolishing the Kabataang Barangay National secretariat. Issues of nepotism with some SK Chairmen and SK Councilor having blood ties to incumbent local and national officials. There were also an allegation and questioning their ability to handle large amounts of money, absenteeism from meetings, and lack of transparency with financial transactions being some of complaints. The Sangguniang Kabataan as an institution was also scored for unstained high-publicity and low-impact youth projects such as sports leagues, youth social engagements and tree- planting. Because of concerns that the SK is a breeding ground for political dynasty and exposing the youth to corruption and the practice of traditional politicians. Republic Act No. 10632 was enacted in 2013 to postpone the scheduled October 2013 SK elections until sometime between October 28, 2014 and February 23, 2015 and leave all the vacant SK positions until new set of officers are elected.
