THE PROBLEM AND ITS BACKGROUND

Introduction Today, the world is facing the threat of a pandemic affecting every country on the globe (Picker, 2020). Numerous quarantine facilities are present in every place. Transportation, local trade, and employment have been on pause (Insider, 2020). Education has transitioned from the traditional setting to an online class platform (Friedman, 2020). Many are frightened as the virus quickly spreads and infected beings cannot be easily treated (GPMB, 2020). The world is experiencing a pandemic, the Coronavirus Disease 2019 pandemic. Hence, the global outbreak of COVID19, a highly contagious novel type of continues to offer unprecedented challenges.

On March 16, 2020, the President of the Republic of the Philippines has declared Luzon-wide “Enhanced Community Quarantine” in a televised address from Malacañang (Lopez, 2020). As the number of cases continues to increase, the only solution that the people have is prevention. Treatment is still unavailable and in no time will it be. Thus, to slow down the rate of active cases and death tolls, health protocols and quarantine are being implemented. In accordance with the preventive practices, transportation services, employment, offices, and businesses have been on hold. COVID-19 health protocols are then strictly instigated.

In response to the coronavirus pandemic the government has introduced public health regulations with unprecedented reach into our everyday lives. The scope of the regulations suddenly made potential

offenders out of large numbers of otherwise law-abiding people who were willing to bend or flout the rules. With the coronavirus, the government with the help of the Philippine National Police needed to implement and administer the guidelines set by the Department of Health. The individual refusing to comply is an active and ongoing threat to fail to comply some of the guidelines. While the former understood that by intentionally violating guidelines, they are creating risk for others, the latter deny it, at times adopting an “it won’t happen to me” attitude. There are additional health protocols that must be followed and the people must adjust to whatever the circumstances that may happen. People of authorities became more-strict on applying the rules to the community.

The powers to restrict the free-movement of individuals in public spaces would be almost unthinkable in almost any other context. However, the nature of the virus and its dysphoric effect on the public’s levels of ‘threat perception’ has created many unique challenges for policing services worldwide (Clark et al., 2020). The police have been put in the unenviable position of balancing the needs of a population with a dichotomy of opinion: some believing the pandemic specific regulations to be an overextension of policing powers and a ‘threat to freedom’, with others believing them to be essential in order to ‘beat the virus’ (Grace, 2021). In short, the pandemic has made it very challenging for the police to maintain ‘public trust and confidence’ across large sections of the population—which is central to their ability to maintain legitimacy (Jones, 2020).

As a future police officers, it is high time to know and analyze the Level of Effectivity and Visibility of Police Officers in the implementation of New Normal Health Protocols in the Municipality of Solano, Nueva Vizcaya.

Statement of the Problem This study will be conducted to assess the Effectivity and Visibility of Police Officers in Implementing New Normal Health Protocols in the CovidPandemic. Specifically, the study will seek to answer the following questions: 1. What is the profile of the respondents in any barangay in the Municipality of Solano Nueva Vizcaya in terms of the following: a. Sex

b. Age c. Affiliation (Barangay)

Conceptual Framework The study seeks to know the profile of the respondents in any barangay in the Municipality of Solano, Nueva Vizcaya. The independent variable comprised of the profile variables that includes the Sex, Age, and Affiliation. The dependent variables are the Effectiveness and Visibility of Police Officers in Implementing Covid-19 Protocols which would be measured through a questionnaire. Finally, the arrow represents how the independent variable would affect the dependent variable.

Scope and Delimitation/Limitation The main thrust of this study is confined with the Effectiveness and Visibility of Police Officers in Implementing Covid-19 Protocols. The study does not attempt to determine all other factors that may contribute to the Effectiveness of Police Officers in Implementing Protocols during Covid-19. The study was carried out at selected barangays of Bayombong and the respondents were identified to provide information in order to attain the objectives of the study. Moreover, the study encompasses the profile of the respondents in any barangay in the Municipality of Solano Nueva Vizcaya on their Sex, Age, and Affiliation.

Significance of the Study This study can contribute to the fields of Criminology. The results will provide awareness and valuable information to people about the Effectiveness and Visibility of Police Officers in Implementing Covid-19 Protocols. To the students, this will give a deeper understanding on what factors they have to focus on in terms of the Effectiveness and Visibility of Police Officers in Implementing Covid-19 Protocols. Citizens of Solano, the outcomes and findings could help determine problems in when it comes to the administration of PNP and could be a form of recommendation for better police system. To PNP and LGU, this study will serve whether their implementation of protocols is effective or not. The outcome and findings of the study could

help them determine the problems and give recommendations to improve their work or job. To the future researchers, this will serve as their basis in relation in this study, in case they will chooses a similar study about pandemic.
