There are no required texts for this course. However, there are a series of readings that will be posted on Blackboard Other reference materials: Blackboard at http://bb.macewan.ca has additional readings, supplementary class materials, marks, news, and more. Please check your Blackboard email regularly for communications from the instructor. Software/hardware requirements: Students must have access to spreadsheet, word processing, presentation and web browser software. It is preferable to use the Microsoft Office® suite. Most of the software you will be using while attending classes can be purchased through the MacEwan bookstore at significant savings over retail. Students are expected to use technology as part of the learning outcomes of the course. The course is presented from the perspective that the computer is a tool

to aid in solving business problems. The use of technology within this course is intended to allow repetitive tasks to be performed quickly and accurately just as it is in business. In addition, technology facilitates the collection, manipulation, presentation, storage and transmission of large amounts of data.

DESCRIPTION:

Students examine accounting system needs, design, implementation and maintenance in a variety of organizational settings with the aim of providing the information necessary to support strategic initiatives and statutory reporting requirements. Students design, construct and use a computer based model to test a variety of assumptions regarding the quality of accounting information.

EVALUATION:

Demonstrate knowledge about context in which NFP and Government financial information is provided in Canada. Students will be able to identify the nature of public sector organizations and their objectives including control in the public and NFP sector. Describe and reference Public Sector Accounting and Auditing Standards as they relate to NFP, municipal, provincial and federal financial statements. Prepare financial statements using fund accounting. Differentiate between and recommend different financial accounting techniques. Discuss the revenue and expense recognition issues related to NFP and Government financial statements. Describe budgeting and the related governance processes. Recognize and describe the issues related to capital assets and long-term obligations. Understand Crown Corporations, Special Operating Entities and For Profit enterprises as they are used by government and NFP organizations. Prepare Endowment Fund financial statements. Distinguish between internal and external auditing in the public sector. Recognize audit issues particular to the NFP sector. Have an awareness of non-financial performance measures in Government and NFP organizations including understanding maintaining charitable status with the Canada Revenue Agency.

The final grade will be based on a total of 100 points allocated as follows:

Midterm exams will be marked and results made available to students within two weeks under normal circumstances. Results will be posted in the My Grades section of Blackboard. If you miss the midterm exam for health reasons, you are required to contact the instructor within two days of the exam. Verification of illness supported by a health professional’s note will be required. Medical notes must include: the date you were examined by a doctor, a clear statement indicating that due to the severity of the illness you were unable to write the exam on the scheduled date, and the signature of the doctor. These medical notices must be received no later than two days following the exam date. Scanned or photographic copies of the medical notes are acceptable but must be followed by the original note. Exceptions will be made in the case of debilitating illnesses which preclude you from submitting the medical note, with proper documentation of the debilitating circumstances. Following consultation with the instructor, a deferred exam may be granted at the discretion of the Department Chair, and must take place at MacEwan Exam Services within two weeks of the original exam, unless the medical condition precludes you from writing. No other accommodation will be provided except in extraordinary circumstances. A student who is unable to write a final exam at the scheduled time for a compelling reason such as illness, domestic affliction, or religious conviction, must apply to the instructor for a deferred exam. The student must normally apply for the deferred exam not more than two days after the missed final exam. Again, relevant supporting documentation is required. Approval for a deferred final exam rests with the department chair. The approved Deferred Examination Request Form, along with the exam will be forwarded to the Exam Services Centre in Room 6-224. Exam Services will work with the student to schedule the exam during the newly-arranged writing period. A $50 deferred exam fee will be applied to the student’s account after writing the exam. Ensure fees are paid via myStudentSystem or at the Office of the University Registrar following the exam. Your university grade will be determined using the following scale:

WITHDRAWALS:

Students should go into the Student Services Centre and click on the calendar icon beside the courses they are registered in to determine the add/drop and academic withdrawals dates. Non-attendance does not constitute a withdrawal nor does simply notifying your instructor. Failure to officially withdraw will result in a failing grade. Course withdrawals should be completed online through MyStudentSystem on or before the deadline.

In order to remain in good standing, a student must have an overall Program GPA of 2.0. A GPA of less than 2.0 may result in academic probation or withdrawal from the program. It is the responsibility of each student to monitor their GPA and the number of times they have repeated a course.

TEACHING/LEARNING STRATEGIES: For this course, a combination of lectures, class discussions, group work, and in-class workshops will be used. A policy paper will develop research and business writing skills. Policy paper: Students will write a policy paper during the course. The assignment’s objectives are to increase your awareness and knowledge of current issues and to apply your research and writing skills. Late assignments will not be accepted unless prior approval is granted for exceptional circumstances. Financial Assignment: Students will review a set of government financial statements and report on various facets of those statements.
