It sounds like Santos has moved to an apartment. It used to be a custom to visit neighbours with a small gift when you move into a new place. Traditionally (I mean long time ago), soba (buckwheat) noodle was the item which was given as a gift, but nowadays other gift items are much more common. Visiting new neighbours is also becoming rarer, especially in cities/towns, as they are no longer doing any duties together. There are fewer notions of older residents vs new residents as many places are newly built and all the residents are new. They, however, may introduce themselves or greet if they meet by chance. Mr Santos used his family name to introduce himself. Ichiroo Yamada is a Japanese name, and his family name is Yamada.
