Training Plan Template A1-A2. STATEMENT OF PROBLEM AND PURPOSE Alliah Construction has recently had three serious accidents on its job site. An OSHA report found that there were serious mistakes made by the Roofing Supervisor. Safety procedure were not followed and led to multiple accidents with injuries. The incident report pointed out the need for more training of the Roofing Supervisor. The purpose of the training program will be to train the Roofing Supervisor on completing the job correctly and safely. Once properly trained the information will be transferred to employees to allow them complete work up to standard, while also following the proper safety procedures. A3. TRAINING PROGRAM OBJECTIVES The objective of the training program will be to develop an environment that maximizes both productivity and safety. We will create a safety policy that that aligns with OSHA standards and includes an accident prevention program and equipment safety program. We will train supervisors on a safety first mentality that they will then use while managing their crews on the job site. We will implement a zero-tolerance policy with safety. This will demonstrate the importance that will are putting in to our safety program. Safety will be just as important as production and efficiency.

A5. LEARNING OBJECTIVES 

The Roofing Supervisor will be able to ensure the compliance with all OSHA requirements for proper usage of personal protective equipment. They will ensure all workers have on hard hats and eye protection on while on an active job site. They will also train the staff that they wear hearing protection any time power tools are in use.

The Roofing Supervisor monitors a safety tool checklist that must checked each day to ensure that tools are safe to use. The Roofing Supervisor will train all new employees on the proper usage of the fall protection systems. The Roofing Supervisor will be responsible for ensuring that all worker have a responsibility to keep surfaces clear of any hazards that could become fall hazards.

A6. BEHAVIOR CHANGES AS A RESULT OF TRAINING 







The Roofing Supervisor will now conduct a daily meeting before work that will ensure that all employees have all their needed personal protective equipment. This will allow him to reinforce any specific additional ppe requirements on the site for that day. The Roofing supervisor will create a checklist that the user must use to inspect the tools he is using before using. It will ensure that all safe guards are in place and users will sign off before use. Before any new employee is allowed to be on the roof they must be trained on the fall protection system in place. They will also have extra equipment available on site to make sure that each person has a system. They will also be required to give monthly refresher training to all employees. The Roofing Supervisor will assign a person each day to monitor and clean all paths that people walk on. It will still be the responsibility of each worker to keep their area of responsibility clean.

A7. PROGRAM DESIGN The program will be designed and created internally. We will design the program based on OSHA safety standards and best practices. We will create safety videos that demonstrate the standards we expect from all employee and the culture we want to have thru our company. We can bring experts in safety to help consult with us during the process.

A8. DELIVERY METHOD The first delivery method will be on-the-job-training. Since most job sites will have unique safety hazards and require different personal protective equipment. It would be most effective to train when you first get on the site before any work starts. The second delivery method would be blended between lecture and discussion learning. We would show different videos and power points to show proper use of the fall protection system.

A9. TRAINING FACILITY The on-the-job training would take place in a safe place on the job site. If there is a construction trailer on site, we will hold it in there. For the lecture and discussion learning will take place in classroom environment. This will allow us to use audio visual equipment to present our training and also give a quite environment to have any needed discussions.

A10. TRAINING FACILITATOR The safety officer will conduct the training. They will be the company expert in OSHA laws and will have the most experience. Since they are employed by the company, the training subject matter should be the same to all roofing supervisors. This will also be more cost effective then having to bring in a subject matter expert each time a roofing supervisor is hired.

A11. PILOT TEST PROCESS We would pilot test which is a small scale test with a group of current constructions supervisors. Since our program is designed for roofing supervisors much of it could also fall in line with other supervisors. We would limit it to 3-5 supervisors. We would look to see how much of the material is retained by the supervisors and then transferred to their employees. We would consider a 50% transfer rate as successful. We would have confidential interviews with employees to see how much information was passed on to employees. This would come 2 weeks after the initial training. With this info we would make adjustments to our training program to account for any deficiencies.

A12. INTERNAL COMMUNICATION STRATEGY We will communicate with out supervisors daily by email. We will send out a daily safety email highlighting one safety procedure that we would like them to focus on that day. We will give monthly and then a yearly bonus to the supervisor with the best training record.

A13. TRAINING EVALUATION 

  

This will be measured using level 2. This will be measured by unannounced visits the job site of the Roofing Supervisor. The inspector would check all employee for appropriate personal protective equipment. This will be measured using Level 3. The can do checks on the safety tool checklist. This will show that the information from the supervisor was passed on to the employee. This will be measured using level 2. We can measure how much was transferred to the employee by having each employee demonstrate how to use the fall protection system. The will be measured using level 3. This can be observed by visiting the job site and looking to see if there is a changed behavior with the employees. They should be taking more responsibility of their work space and walk ways keeping them free of debris.

A14. TRAINING TRANSFER 

The first example of behavioral change is the proper wearing personal protective equipment. Based on the last OSHA report there was a lack of proper ppe being worn. If we visit the site of the newly trained Roofing Supervisor, we would be able to measure the if the training was effective and the supervisor was able to transfer to the employees.

Another example would the use of the fall protection system. We could measure the amount of personal fall arrest systems on the site and the number of employees on site. Based on the training plan we should have extra onsite. This would be a measurable metric would could use to measure if the training was transferred.
