QUALITY MANGEMENT PLAN

INTRODUCTION This Construction Quality Control Plan (CQCP) will be implemented to ensure preparation and construction procedures are performed in compliance with the plans and specifications. From being the procurement approach of the project is design build (DB); Preliminary plans and specifications are prepared by Flintstone Engineering under the terms of references (TOR) that describe the Tanzanian National Housing Corporation interest. Accordingly please note that if there is any modification or change on plans and specification during discussion and negotiation period this CQCP will incorporate the changes and its final version will be submitted before commencement of the work. This CQCP will provide a means to maintain effective quality control for the design build project going to implement in Dar Es Selma, Tanzania at Victoria and Kalenga Site. The quality control measures as presented herein include Site description, quality control

organization; methods of performing, documenting, and enforcing quality control operations of both the construction team of Flintstone Engineering and their subcontractors, includes inspection and testing to be performed; and protocol describing

corrective actions.

Overall management of the CQCP will be the responsibility of the Flintstone Engineering’s Quality Control Manager (QCM) to be assigned on site. The QCM will have the authority to act in all construction quality control CQC matters and will be responsible for ensuring that all materials and work comply with the contract specifications. All inspection and testing firms will be at the disposal of the QCM to ensure that all aspects of work are compliant with the contract. The QCM will report any deviations from the CQCP independently to the On-site Project Manager. The resume of the Contractor’s designated QCM will be submitted for approval prior to mobilization to the Site.

1. PROJECT ORGANIZATION Flintstone Engineering is an ES ISO 9001-2008 ECASE Cert., certified since 2008and always strive for change and best performance accordingly its quality certificate renewed continuously to date by the ECASE CERT of the Ethiopian Conformity Assessment Enterprise. Accordingly its project organizations are all the same among all projects except some adjustments to the specific nature of the project. This helps the company to facilitate its internal activity, easy of reporting system and communication and which results in timely delivery of quality products for clients. Therefore the project organization for Victoria site and Kalenga site could became the same as the one we implement for Africa Union Peace and Security Building located in Addis Ababa, Ethiopia inside the compound of Africa Union Head Quarter. The very similar nature of this project with the one we are now bidding is its being Design Build contract signed based on FEDIC yellow book. As well the contract is signed with foreign currency (Euro) different from Ethiopian birr. Please find conceptual project Organizational Charts in Appendix…A. The resumes of key personnel, along with their job titles related to the conceptual organizational chart are also included in the bid document. In addition to the organization chart of the specific projects Flintstone will also establish country office in Dar Es Selma, Tanzania which will become supervisory and functional party of quality control team. The functional responsibilities of key technical personnel are summarized as follows.

1.1 HEAD OFFICE PERSONEL  FLINTSTONE CHIEF EXECUTIVE OFFICER (CEO) AND GENERAL MANAGER (GM)

resources to ensure that the project is successfully executed. They will be kept informed of the project's progress and maintain that the project is meeting its goals. The CEO and GM will resolve problems that cannot be resolved by the On-site Project Manager or country representative of the company.  FLINTSTONE DEPUTY GENERAL MANGER, OPERATIONS MANAGER (DGM –OPERATIONS MANGER)

The Contractor’s DGM-Operations Manger will oversee the project at the corporate level and report directly to General Manager (GM) of the company. He will communicate with the On-site Project Manager regarding all aspects of the project including, but not limited to, project problems, progress, payments, schedules, administrative duties, and QCM oversight. He will also resolve problems that cannot be resolved by the On-site Project Manager and will periodically visit the site and be acquainted with personnel and procedures.  FLINTSTONE DEPUTY GENERAL MANGER, CONTRACT & MARKETING MANGER (DGM –CONTRACT AND MARKETING MANGER )

The Contractor’s DGM-Contract and Marketing will oversee the project at the corporate level and report directly to General Manager (GM) of the company. He will communicate with the On-site Project Manager regarding all aspects of the project including, but not limited to, project contractual matters, Project Supplies, Approvals and testing results, documentation, quality of work, cash flow of projects, variations and supplementary agreements. He will also resolve Contractual and Supply problems that cannot be resolved by the On-site Project Manager and will periodically visit the site and be acquainted with personnel and procedures.  FLINTSTONE HUMAN RESOURCE ADMINISTRATION DEPARTMENT HEAD (HRD HEAD ).

The Contractor’s Human Resource department head is responsible for corporate level human resource administration issues, Quality Management System (QMS) and Projects Occupational Health and safety agendas. She will communicate with the On-site Project

Manager and Human resource administrator regarding all human resource administration issues including but not limited to Maintain overall responsibility of Site safety, the preparation, implementation, and enforcement of the site-specific Health and Safety Plan, Review and comment on the regularly (monthly) collected site safety reports that includes all safety and occupational health issues, Ensure that all activities are carried out in compliance with the approved site Health and Safety Plan. She is also responsible for assigning Site Safety and Health Officer. She deals with legal issues related to HR administration which are beyond the capacity of On-site Project Manager. She will periodically visit the site evaluate and comment on the quality management system of the projects.  FLINTSTONE FINANCE DEPARTMENT HEAD (HRD HEAD).

The Contractor’s Finance department head is responsible for corporate level financial administration, Internal Auditing, Stock Accounting and Cash transfer to projects; He will communicate with the On-site Project Manager and Finance Head regarding all financial issues including but not limited to Revenue Collection, Stock Balance, Tax issues, Payroll and Regular collection of financial documents for internal and external auditing purpose. He also made regular site visit for evaluation of projects finance department performance on stock accounting, procurement, documentation and other finance related procedural activities.

1.2 SITE OFFICE PERSONEL From the past trend the establishment of site staff is also more or less the same as that of the head office and it mainly contains the following five main functional units.  

 FLINTSTONE ON-SITE PROJECT MANAGER (PM).

The Contractor’s On-site Project Manager, will be the primary contact person at the site with whom the Tanzanian National Housing Corporation will interact with on a daily basis under this contract. The PM in Flintstone Engineering has the primary responsibility of planning a particular construction job and overseeing its progress along the way. The PM will ensure that: I.

Planning

At the beginning of a project, the project manager with its key staff prepares a plan that details the steps required, and then calculates the material, labor and equipment costs and personnel needed to complete the project. He prepares a timeline to show when each stage must be completed with the required quality to meet the final deadline. The project manager determines the permits necessary and ensures that they are obtained. He reviews the contract in detail and prepares a detailed that includes the cash flow schedule to meet the required target. Interpret and explain plans and contract terms to administrative staff, workers, and clients, representing the owner or developer. II. Administration of the project  Develop and implement quality control programs

 Understanding, Interpreting and managing contract

 Communications of issues, and coordination of activities

 Follow up the plan of individual working departments and its implementation  Conduct weekly meeting with own staff  Document control

 Ensure appropriate resources are allocated to the project and balanced to ensure timely and quality product delivery. (Site logistics another important task is 

generally organized by the superintendent) All cost tracking and reporting is carried out in a manner compliant with Flintstone Engineering working procedures and formats.

 Ensure implementation of Contract Management Procedures.

 Ensure all tasks are conducted in accordance with the site occupational health and safety procedure and project specifications.

 The Contractor’s field personnel should rely on home office support throughout

the course of the project. The Contractor’s DGM-Operation Manager and on-site Project Manager will become and remain personally involved until each problem is resolved and appropriate corrective measures are implemented. They will typically communicate at least once a week on the progress of the project.

 The On-site Project Manager is responsible for implementation and support of the Contractor’s CQCP and will oversee all aspects of work under this contract for remediation at the site, including:

 Ensure selection of qualified subcontractor resources are assigned to the project and balanced to ensure jobs are aligned with project needs.

 Ensure the site is maintained and secure.

 Ensure sub-contractor coordination.

 Maintaining charge of all field operations.

IV.

Cost control management

As if Flintstone Engineering is profit making entity the ultimate responsibility of onsite cost control towards avoiding material wastage, ideal labor and equipment cost could become the responsibility of PM. This intern ensure for timely delivery of quality product.

V.

Reporting

The project manager must review sign and send regularly and occasionally prepared reports for the country office/Head office of Flintstone Engineering and clients. Items typically included in these reports include Progress, actual execution labor, material & equipment cost, overhead cost, variation orders and any cost overruns, workplace injuries, issues with trade unions or the causes of construction delays, Pictures of current status. Other reports that might be needed include incident reports if a worker is injured. The report might be prepared and compiled by subordinate staffs but it must be thoroughly reviewed by the PM. VI.

Training of trade foreman’s.

Flintstone Engineering have a trained to train trade foreman’s to fill their knowledge and skill gap on the subject matter for safe, quality and timely execution of each type of new activities. Ensuring the organization implementation of these procedures could become the responsibility of the PM. The project manager is typically responsible for explaining worksite policy, project goals and safety procedures to workers. VII.

Project close-out

 Ensure achieving substantial completion

 Ensure aggressive punch list completion

 Submission of recoded drawings, maintenance manuals & Warranties  FLINTSTONE ON-SITE CONTRACT MANAGER (CM).  Primarily responsible for administering the contract.

 Develop and implement site specific quality control programs.

 Responsible for Construction quality control plan (CQCP) implementation.

 Schedule the project in logical steps and cash flow required to meet deadlines

 Inspect and review projects to monitor compliance with building and safety codes, and other regulations.

Prepare contracts and negotiate revisions, changes and additions to contractual agreements with architects, consultants, clients, suppliers and subcontractors.

 Prepare requisition for supplies and materials to complete construction projects

 Negotiating with vendors and suppliers to obtain the best price and delivery schedule.  Responsible for design and approval of shop drawings and any changes on site.

 Preparing monthly work progress plan, cash flow plan, revision of master schedule and compiling reporting’s.

 Construction projects do not always progress according to schedule. Bad weather, delays in receiving supplies, accidents, and building inspectors who are behind schedule can play havoc with the manager’s initial plan. In these cases, he must

revise his schedule as needed, reordering tasks or assignments so that the final deadline can still be met.

 Conduct approvals, tests, certification and documentation.  FLINTSTONE - QUALITY CONTROL MANAGER (QCM)

 The Quality Control Manager will report directly to Contract Manger and/or the On-site Project Manager with matters concerning quality control. He will have both the authority and the duty to halt any operation appearing to be out of compliance with contract specifications.

 The QCM is responsible for keeping and maintaining all records related to personnel, supplies, equipment use, and equipment calibration and sampling. His function will be to ensure compliance with the contract plans and specifications. QCM responsibilities include:  Performing and documenting field inspections. 

Preparing daily Quality Control Reports.



Maintaining the Submittal Register.

 Scheduling, reviewing, certifying, and managing project submittals.

Providing coordination of required quality control testing, reviewing results, and submitting. Coordinating, documenting, and tracking preparatory, initial, and follow-up inspections.

 Tracking construction deficiencies and ensuring timely corrective action. 

Coordinating field sampling activities (as required).



Preparing addenda to the CQCP as necessary when additional phases of work

 Reviewing calibration of test equipment (as necessary). are added.

 Maintenance of as-built drawings.



Coordinating responses to vendors’ requests for information and technical issues.

 Serving as main point of contact at the site for Tanzanian National Housing Corporation (NHC) questions and discussions on quality and technical issues.

 Delegating duties to alternate QCMs and notifying NHC to whom what duties have been delegated.

 The QCM or an alternate will be on-site when work is being performed.  FLINTSTONE ON-SITE CONSTRUCTION MANAGER (CNST . M).

 Evaluate construction methods and determine cost-effectiveness of plans.
