CSB340 Lecture – Week 1 Welcome, Assignment and SMID summary.

Staff – Lisa, Mark and Peter Unit is about preparing yourself for major incidents. Think about it as an introduction to disaster management – sits under public health. Psychological impact important as well. PPRR framework – use for assignment. Disaster management – all about an effective response by the health system Course materials – websites & journals on blackboard. Exam – answered from lectures, not much from readings. Assignment – readings helpful Textbook: Major Incident Medical Management and Support: The Practical Approach at the Scene, 3rd Edition. Advanced Life Support Group Manchester UK; December 2011, BMJ Books • Not really necessary but good to have for future reference even when working, used in UK as well.

Assessment Item: Case study assignment. • Students will undertake an examination of a case study. A commentary of the event should be prepared including: • A description of the event. • An analysis of how the management of the event accorded with best practice principles (The comprehensive approach) PPRR • A discussion of how the lessons learned from the event may be applied in the future. – can make this bit up. Doesn’t need to be referenced. Can come up with own ideas. • The assignment should demonstrate your analytical abilities, an understanding of the basic principles and the ability to address the issues. Students should undertake this task individually, although it is recognised that individual students may elect to examine the same event. Students may select their own events or seek advice from the lecturers and Unit Coordinator. • • • • •

High level assignment Have to think of a disaster in last 20 years and write about it Framework is PPRR Can be from anywhere in the world World trade centre – too overwhelming as lots written about it

Explanation of PPRR and choose to write about one or two of those areas, Eg planning & response Ok to reference grey literature – eg newspaper, Wikipedia, websites, news article. But use journals where you can. 5-10-year limit doesn’t apply. Pandemics OK Anything you are interested in can choose Academic honesty - Don’t plagiarise – even yourself – have to reference yourself. Emails and questions – Lisa QAS SMID - READ link in readings - QAS State Major Incident and Disaster Plan • Outlines the responsibilities and accountabilities for officers involved in major incident management and /or disasters • Outlines essential command, control and co-ordination structures necessary for effective leadership and management • Talks about disasters, major incidents and special events • Discusses who attends and roles of each • Event plans are necessary before a major event. • What to do if things escalate • Activation of the SMID • Incident management of command • Structure allows for plans being flexible and scalable and to be able to adjust to situations • Discusses initial crew on scene responsibilities. o Sitrep 1 = windscreen, o Sitrep 2 = METHANE – will fill out a report. • Scene management – eg herringbone parking of ambulance – good access and egress, doesn’t block other emergency services. • Leave keys in ambulances – have someone in charge of looking after them • Main interest is casualty management for paramedics. o Triage system – documentation record o Priority for treatment and transport o Consider children – smart tape takes emotion out of it to triage. o Labelling indicates that patient has been looked at o Need to keep a record of what patient went where o How many patients can each hospital take? • Consider – o Transport o Communication o Documentation o Recovery • Communication is most often the thing that is done poorly – get tunnel vision and forget to report or let others know what’s going on. • COMS open up a separate channel...
