INTRODUCTION

On April 7, 2020 Tesco Stores (Malaysia) Sdn Bhd is looking for 600 people to recruit them as new employees in Tesco Store across Malaysia. The new employee in Tesco Stores across Malaysia will be recruit for the next eight weeks. The recruitment process had conducted two weeks ago. The action taken because of the unprecedented demand on their product from their customer. Tesco Stores (Malaysia) Sdn Bhd believes that the causes of demand are because of the Covid-19 pandemic. Also, it is because of the upcoming Ramadan and Hari Raya celebration that will be celebrate by the Muslim. The Tesco Head of People, Alvin Low said that in order to meet with the demand from their customer, Tesco will be serve them by ensuring the customers and their families have the access to the shopping items that they need. The spokesman of Tesco also said that the new hires will be placed in all the 60 stores nationwide. The placement of the new colleagues not only would be in Tesco hypermarket, however they also will be placed at Tesco grocery home shopping delivery service and Tesco Online. Since the introduction of the Movement Control Order (MCO), Tesco Stores (Malaysia) Sdn Bhd has seen a major influx in orders from Tesco Online. It is because of MCO rules states that the government and private premises will be closed down except essential service employee. Thus, many people affected from this rule and they can only stay at their house. Tesco Stores (Malaysia) Sdn Bhd initiative to recruit new employee not only because to help them serve the customer and meet the demand. However, by recruiting new employee, the existing employee would be able to get enough rest and maintain a healthier work-life balance during these difficult times. The requirements to apply the job position are a Malaysia who aged 18 to 60 with with a minimum of Sijil Pendidikan Malaysia (SPM). Tesco Stores (Malaysia) Sdn Bhd welcomed those who never had previous experience may also apply for full time, temporary or part-time roles. Also, as an employer with equal opportunities, Tesco also encourages people with disabilities to join their team. The job position that they offer such as store associates, cashiers, customer delivery assistants and Tesco online pickers. Since they already conduct the recruitment process about two weeks ago, they still hope that more applicants will come forward. Tesco Stores (Malaysia) Sdn Bhd conduct the interview through the phone after they have streamlined their recruitment system. The interview conducted through the phone because recruiter did not want the candidate to breach the MCO rule.

CONTENT WHAT IS THE ISSUE?

The heading of the article that we choose is about Tesco to recruit over 600 employees to meet unprecedented demand. The issue from this article is about in order to conduct a recruitment process, Tesco have to streamlined their recruitment system and the interview process will be conducted through the phone. This is because since Covid-19 pandemic outbreak, all the individual in Malaysia have to follow the standard operating procedure (SOP) that are made by the government. One of the SOP is about all the individual in Malaysia require to stay at home within a certain period of time that will be determined by the government except the individuals are working for the essential service or individuals who need to buy the basic necessities for their households. The purpose of this SOP is to flatten the curve of the number of patients who infected with virus from Covid-19. Since the rule came into force, Tesco face unprecedented demand from their customer on the Tesco Product. Thus, Tesco Stores (Malaysia) Sdn Bhd decide to recruit new employee in order to meet such demand because many households decide to buy the grocery using the delivery service. All Tesco Stores across the Malaysia offer the delivery service by using Tesco Online apps where the customer can pick the item that they need and add the item to the cart and pay it using online bank. After that, they only have to wait for their item to be send to them at their house. This could be the reason of why Tesco face such a high demand of their product from their customer. The upcoming Ramadan and Hari Raya celebration also one of the reasons that Tesco product become highly demand. Many Muslim will prepare many things such as food, clothes and decorating the house because the Ramadan and Hari Raya celebration are around the corner. Thus, they will purchase a lot of items in order to prepare for the events. Therefore, Tesco Stores (Malaysia) Sdn Bhd decides to recruits the new employee in order to meet the demand. However, the process of recruiting will be not conducted through face-to-face. It is because Tesco will conduct the recruitment process by using phone so that candidates will not have to violate the MCO order.

WHO IS INVOLVED?

In the article, there are a few groups who are involved in the article. First, Tesco Stores (Malaysia) Sdn Bhd. In this article, Tesco Stores (Malaysia) Sdn Bhd is a recruiter. According to Cambridge dictionary, recruiter means a person who persuades people to work for a company or become new members of an organization. These recruiters are looking for a potential candidate in purpose to hire them as a new employee. The recruitment is conducted in order to increase their business service. Since Covid-19 and upcoming Ramadan and Hari Raya celebration, Tesco all across Malaysia face an unprecedented demand from their customer on Tesco product. However, Tesco Stores (Malaysia) Sdn Bhd did not have enough workforce to manage the demand. Thus, Tesco Stores (Malaysia) Sdn Bhd decide to recruited new employee in order to meet the demand. Second group who involve in this article is employee. About 600 new employees will be selected and hired by the Tesco Stores (Malaysia) Sdn Bhd. According to Susan M. Heathfield, an employee is an individual who was hired by an employer to do a specific job. In this article, it states that Tesco will recruits 600 new employees to work for Tesco Stores. Before an individual become an employee, they called as job applicants. A job applicant is an individual who are applies for a job. According to the article, Tesco Stores (Malaysia) Sdn Bhd has receive many job applications. However, Tesco hope that more job applicants will come forward for the job positions. Next, in the article also stated about existing employee. These employees who are currently working at Tesco Stores. Another purpose to recruits a new employee is to give the current employee an enough rest. Thus, 600 new employees will be recruited to work for the Tesco Stores (Malaysia) Sdn Bhd. Third group who involved in this article is customer. According to Andrew Bloomenthal, customer means is an individual or business that purchases another company's goods or services. Based on the article above, the one who created a high demand on the Tesco product is the Tesco customer. Because of the unprecedented demand from Tesco Stores customer, they need to recruits 600 new employees. However, the decision that made by Tesco is a good decision because they can gain more profit from their customer.

WHEN THE ISSUE HAPPENED?

So, when’s the matter going on? The right way to respond to this is by saying that the rapid rise in demand for household goods and food is the key reasons why TESCO is hiring a large number of employees at the same time. This is largely a consequence of the Movement Control Order (MCO) as well as anticipation of the forthcoming Ramadan and Hari Raya Celebration. It all started when the first cases of COVID-19 pandemic in Malaysia were identified in January 2020 by foreign nationals that entering the country. While the first local case in Malaysia was found in late of February due to the Tabligh Jamaat incident, which began at Masjid Jamek Sri Petaling in Kuala Lumpur, was connected to a significant spike in both Malaysia and internationally. Almost two-thirds of the cases across the country were related to this accident from one phase. Then, the Movement Control Order (MCO) was declared on 16th of March, due to the first deaths in the country that were registered the following days. However, even though the number of active cases is decreased steadily, there were still several lockdown restrictions that society needs to follow in order to prevent the spread of COVID-19. Eventually this event lead to a sharp rise in demand for food and household goods for TESCO, as well as a massive increase in orders from TESCO Online. Essentially, MCO is simply a partial form of lockdown which means, for one, all learning centers started from kindergartens to higher education institutions will be closed during the duration of MCO. As well as all mass gatherings such as in the region will be postponed or cancelled. This is a simply a way by which the government is putting in a place a sort of prevention which called “a flattening of epidemic curve” that ostensibly to lower the chances of an increase in infected numbers that would overwhelm the health care system. Coincidently, during MCO period, which is at the end of April, the Muslim in Malaysia will celebrate Ramadhan and Hari Raya. Usually, families will begin to shop for new clothes, delicacies and sweet and furnish their homes with new furniture and decorations for weeks in order to celebrate it. Eventually, this condition causes all people to panic by buying and holding stock in the event of celebration or an emergency, such as sudden lockdown. In order to satisfy this excessive demand for food and household products, TESCO suggested to implement more vacancies to the company’s services.

WHERE THE ISSUE HAPPENED?

Next, this issue happened at the TESCO Stores (Malaysia) Sdn Bhd. Basically, Malaysia is a nation in Southeast Asia that made up of 13 states and three federal territories that divided by the South China Sea into two parts, Peninsular Malaysia and Borneo’s East Malaysia. Malaysia is also recognized as the 66th largest nation in the total land area, which connected to Singapore by a narrow highway and a bridge. Malaysia is relatively open state-based and newly industrialized market economy. It has a major but diminishing role to play in directing economic activity by macroeconomic plan. Malaysia also had one of the best economic records in Asia, with Gross Domestic Product rising at an average annual rate of 6.5% from 1957 to 2005. According to the Malaysian Department of Statistics, the nation’s population in 2010 was more than 28,000,000 making it the 42nd most populated country. The majority of people live in the Peninsular Malaysia, where 70% of the population are urban there. Kuala Lumpur is the capital of the largest city in Malaysia that situated in a state called Selangor. This is one of the reasons why TESCO decided to grow their company at Malaysia. The company launched its first store in Malaysia in May 2002 with the establishment of their first hypermarket in Puchong, Selangor. At this moment, about 49 separate stores are currently being run by TESCO Malaysia. TESCO Malaysia provides a variety of value, including their own branded range, electronic products, clothes and loyalty club card. In 2007, TESCO Malaysia’s Clubcard launched Green Club Points, making it the first foreign company to incorporate the Green Clubcard Point system. TESCO Malaysia introduced the Grocery Home Shopping Service in April 2013, which deliver products ordered over the Internet to consumers without a minimum purchase requirement. However, there will be a RM10 service fee for delivery and online customers can pick a delivery time slot every day from 10 am until 10pm an payment can be made via debit card or credit card. But customers need to know that this service only applicable for those customers that living withing 20 kilometers radius of nearby TESCO Malaysia outlets.

WHY IT ACTUALLY HAPPENED?

Moving about why this topic has actually happened. As I said earlier, TESCO had planned to add 600 more new employees to work in their stores for at least the next eight weeks due to the rapid, unprecedented demands. Since the Movement Control Order (MCO) has been placed in place, there has been a massive spike in orders from TESCO Online, because of that TESCO needs to increase its workforce in order to supports its customers demand as best as they can. The quarantine time during MCO has forced Malaysia citizen to go shopping for groceries and household goods because they would not able to have access to go out just like the situation before COVID-19 pandemic came and took their freedom. There are going to be a restriction in order for them to go out and purchase things, which means that occasionally it is going to be complicated. So, the easiest way to avoid it and go to buy the supply is by buying it over the internet. According to the economy, there are specific terms that they use for the situation that TESCO are currently facing, which is called a shortage. Which means that the quantity demanded is greater than the quality supplied. In this case, the demand for goods that TESCO able to supply for their customers is less than the supply that TESCO have due to the limited number of employees in the organization. However, this problem can be resolved by increasing the number of employees in the workplace not only at certain hot place but nationwide. That is the reasons why TESCO brings more new employees to work in its stores. Not to speak of TESCO noted that with new employees coming on board, TESCO’s existing employee would be able to get enough rest as well as maintaining a healthier work-life balance during these difficult times.

WHICH THEORY RELATED TO THE ISSUE?

From my point of view, the theory that applies to this issue is Chapter 5 and Chapter 6 of the Talent Recruitment and Talent subject: Staffing Activities, Recruitment. Recruitment is a mechanism that attracts potential workers who have knowledge, skills, ability and other characteristic to help the company to achieve its strategic objectives. In order to achieve the strategic objectives, each process must emerge from the foundation developed during the recruitment planning process. The foundation of an effective staffing framework is an effective recruiting process. If the recruiting system works, high-quality applicants will be drawn to the company, the best candidates will be eligible for selection and subsequent recruitment, and the organization will have a much easier time achieving its strategic hiring objective. In the other hand, if recruitment does not attract sufficiently eligible candidates, none of the other components of staffing structure will work properly because after at the end the company cannot employ people who do not ever apply for the application. In this chapter, it stated that there are two forms of recruiting, which is external recruitment and internal recruitment. When it comes to external recruiting, the company is seeking to sell itself to prospective candidates, so many marketing principles are applied to increase recruitment yield. While internal recruiting is the method of finding and attracting existing workers to available position. Based on this issue, TESCO applies the external recruitment system, which began the recruitment process about two weeks after the situation happens and received a number of applications immediately after that. TESCO also confirmed that it hoped that more would be expected to join them as soon as TESCO simplified its recruiting procedure which is they will interview the candidates via phone in order for applicants would not need to breach the MCO. TESCO also comes with open recruitment method since, with an open recruitment methodology, companies able to set up a large network to find possible candidates for particular job opening. This is a really good solution due to everyone is eligible for a vacancy, and anyone can apply for a position is assumed to be independent of their qualification. In the article, TESCO has stated that any Malaysian between ages of 18 and 60 with a minimum of Sijil Pendidikan Malaysia (SPM) may apply for the vacancies and as an equal opportunity employer, the organization also encourages those who are disabled to join the team.

HOW DOES THE ISSUE AFFECT ORGANIZATION’S PERFORMANCE?

As we know, the issue of this article is about the Tesco have to face the unprecedented demand from their customer on the Tesco Product. This issue effect the organizational especially the Tesco performance. Due to the Covid-19, the demand for the Tesco product is higher from usual and Tesco need to fulfill their customer need and also giving the best service for their customer. This issue has affected the Tesco which is they have less employee to fulfill the need or demand for their customer. Due to this Covid-19, the citizen cannot go out accept one person from the family to buy their basic necessities for their household. Most of the citizen make their choice to buy their household through online. This issue also effects the Tesco performance because they need much more employee to handle the online service. Not only the online service but also at the Tesco store because the demand from the customer is high. Therefore, Tesco need to recruit over 600 employees to make sure their company can fulfill the need and demand from their customer. This includes the delivery service for their online apps, cashiers, store associates and etc. With this number of employees, Tesco can improve their performance in order to give the best service and also fulfill the highly demand from the customer. This issue can affect the organizational performance because the productivity may be lower according to the less employer at the company. This is because the productivity that comes from the employees can affect the organizational performance. If they give the high productivity they can bring the company successful. According to this issue, the employees of the Tesco company cannot give the highest productivity for the company because they do not have enough employees. This issue also affects the organizational management because they might not have enough employees to manage the management. When the organizational management are not stable it can affect the employees because the receive the wrong or non-systematic orders from the top management. This will affect the whole performance of the organizational.

HOW DOES THE ISSUE AFFECT EMPLOYEE’S PERFORMANCE?

This issue not only effect the organizational only but also the employee. This issue will definitely can make the employee mental health also their physical health come to the lowest point. This is because according to the issue, this Tesco are lacking of employees to serve and fulfill the high demand from the customers. So, the employees that working at the Tesco store are mentally and physically tired because it is beyond their limit. This also will affect the organization performance also because their employees cannot give the best service for their customers. The employees also do not have much time to take break according to the high demand from the customers that purchase product from the Tesco. Their productivity is at the lowest point because they cannot give their commitment beyond of their limit. This can make the customer want to resigned because of they are tired. So, to overcome this issue Tesco make decision to recruit more employees to help the employees that have been working for the Tesco. This is also due to the online app that the Tesco have make the Tesco need more employees to handle the online service.
