School of Health Technology and Management Health Science Program Fall 2021 HAN 300.05: Issues in Health Care Course Meeting Day/Time: Monday 6:00-9:00 PM, Lecture Hall 6 Professor: Matthew Weiss, MHA Contact: [email protected] Office Hours: By Appointment Only Description: This course provides students with an overview of the healthcare delivery system, including the roles of healthcare professionals and healthcare organizations. Through the use of didactic and experimental techniques, the students will explore issues regarding healthcare insurance, the uninsured and underserved, managed care, and changes in the healthcare marketplace. Overview of major diseases including epidemics, chronic and acute illness will be covered. It also discusses the role of health promotion, disease prevention, and the uses of alternative and complementary medicines. Goal: To establish an understanding of the multi-faceted issues that constitute our current and evolving healthcare system. Students will explore the impact of healthcare delivery in the United States and incorporate this information into their chosen field of concentration. Behavioral Objectives: Upon completion of the course, students will be able to: 1. Recognize the historical developments that have shaped the nature of the United State’s healthcare delivery system. 2. Demonstrate an understanding of the four key functional components of the healthcare delivery system. 3. Apply the concepts of health promotion and disease prevention to the delivery of health care. 4. Demonstrate comprehension of disparities in health care (i.e., racial, ethnic, underinsured, uninsured, special populations). 5. Examine the factors contributing to the shift from inpatient to outpatient care. 6. Recognize the various types of health services professionals and their training, practice requirements and practice settings. 7. Examine health care financing’s impact on the delivery of health care. 8. Compare and contrast different modes of health insurance. 9. Comprehend the concepts of long-term care and its main features. 10. Examine the impact of technology on various aspects of our health care delivery system. 11. Discuss the interrelationship between quality, access and cost in the delivery of healthcare. Required text: Shi, L. & Singh D.A. (2019). Delivering Health Care in America, 7th Edition, Massachusetts: Jones & Bartlett Learning. Additional readings: • TBA • Articles on current issues in health care will be assigned

Required assignment: Students are required to perform HIPAA training and upload their certificate of completion in Blackboard. Please check course outline/Blackboard for submission deadline. Evaluation: Midterm & Final (weighted equally) 60% Weekly Quizzes – see Blackboard 30% Participation 10% • In class activities, posted assignments, group discussions, submitting questions, other activities as noted in schedule and Blackboard. • Attendance is mandatory and will be reflected in your class participation grade. o Participation grades are at the instructor’s discretion and will be based, in part, upon class discussion and other noted activities. What’s Trending in the News Today? • Each week, at the beginning of class, we will be discussing health care issues that have recently been reported in the news. Students are encouraged to look for articles (in a reputable source) and facilitate a class discussion. Please send me an electronic link to the article at least a day prior to the class session in which you plan to discuss the article so it can be posted on Blackboard. If you are not comfortable facilitating a discussion on the topic, please send me the article and I will post it on Blackboard. • Substantive comments during class on the assigned readings as well as participation in clicker questions will count towards your participation grade • You are responsible for getting missed assignments and material from a classmate • You should be prepared to participate, on a regular basis, in large- and small-group discussions Tests Each test may cover any material, including text book readings, assigned readings, class discussion, class lecture material etc. covered to date • If you are late to class you will not be given additional time to complete the exam Make-up Examination A make-up examination will be given for students with an excused absence; the examination may be given in an alternative format

Examination policy- NOTE: UPDATES MAY OCCUR CHECK BLACKBOARD During exams via BLACKBOARD, please adhere to the following: •

Only one electronic device can be used to take an exam. All other electronic devices (i.e., cell phones, smart watches, step trackers, Google glasses, etc.) must be turned off and not be in the surrounding vicinity. If you are found with more than one electronic device on your person during an exam, it will be an automatic charge of academic dishonesty.



No wearing baseball caps or hats with brims.



All tests/exams/quizzes must be taken independently. Failure to comply will be an automatic charge of academic dishonesty.



During examinations there is no use of the internet, notes, powerpoints or books. Failure to comply during an exam will be an automatic charge of academic dishonesty.



It is advised by Blackboard that you check your system prior to beginning an exam/test/quiz. You can consult with a representative from the SINC Center should you have any questions.



Tests and examinations will begin on time. Any student arriving after the test/examination has started, will be able to take the test/exam within the remaining time allocated to the test/exam as long as no student has completed the test/exam and left the room. Any student arriving after at least one person has completed the test/exam and left the room will not be able to take the exam and will receive a grade of zero.



It is the student's responsibility to make sure that all test questions have been answered prior to leaving the examination area. Students cannot review or make changes to exams once they have left the room in which the examination is being given.



Students must complete the exam/test/quiz in the allotted time.



Please note there is no extra credit, extra assignments or additional work given or accepted to raise a student’s grade.

LockDown Browser + Webcam Requirement This course requires the use of LockDown Browser and may need webcam for computer based exams. The webcam can be the type that's built into your computer or one that plugs in with a USB cable. Watch this brief video to get a basic understanding of LockDown Browser and the webcam feature. Once Installed: • Start LockDown Browser • Log into Blackboard • Select Quizzes/test Note: You won't be able to access tests with a standard web browser. If this is tried, an error message will indicate that the test requires the use of LockDown Browser. Simply start LockDown Browser and navigate back to the exam to continue. • • • • •







iPad: Students can use LockDown Browser on an iPad, it can be downloaded from the Apple App Store. Go here for more details. Chromebook: LockDown Browser for Chromebook is available for most learning systems. LockDown Browser and Respondus Monitor are available for Windows, Mac, and iPad devices. For complete details, System Requirements (Students). Mobile Phones – LockDown Browser and Respondus Monitor aren’t available for use on mobile phones, such as the iPhone or Android phones. Online exams require a stable internet connection. Students will do a practice quiz so they can test their computer setup and bandwidth. Here are some tips for improving poor internet connectivity Help Center– This is available within Respondus Monitor itself and helps students troubleshoot technical issues (webcam, microphone, internet connection, etc.) and get technical assistance. 24/7 Live Chat for Students – Students having technical problems with Respondus Monitor can initiate a live chat with Respondus Support. This 24/7 service is available within Respondus Monitor and is accessed from “Help Center” and the “It’s Not Working” links that appear in the pre-exam startup steps. Additional resources for students are available here. Proctoring results, including the student video, are only available to the instructor from within the online course. Respondus staff do not watch or review student videos. The Respondus Monitor Terms of Use is the official word on privacy, but the following document (one page) answers most privacy questions asked by instructors and students: Data Privacy Overview

Attendance and Lateness Policy Please refer to the student handbook describing the School of Health Technology and Management BSHS Program policy regarding absences and lateness. All excused absences for students must be approved by Dr. Zelizer, not the course professor. Privacy of Course Material When participating in social electronic communication (Twitter, You Tube, Facebook, Email, Text Messaging, etc.): • A student assumes total responsibility for content (photos, comments, videos, etc.) and monitoring. • Students are prohibited from photographing or video or audio recording any part of Health Science coursework unless they have permission from the course instructor. • All academic materials (exams, assignments, student projects and presentations, case studies, lectures, etc.) are confidential and must not be disseminated in any way unless the student
