Aim This course aims to help you understand how to evaluate the impact of an economic policy by teaching you how to apply the econometric knowledge you have attained in HE2004/2005 to real world problems. The course aims to equips you with the basic skillset necessary qualify for a policy research position in the government or the private sector.

Objectives: Students are taught how to identify a plausible economics question and use the tools they have been exposed to argue their case in an economics setting. (1) Economic research writing (2) Framing an economics question (3) Analyzing an economics question (4) Understanding what is the contribution to the literature (5) Application of the general framework in 1-4: The underground economy and enforcement (6) Application of the general framework in 1-4: Identifying research topics in the underground economy (7) Application of the general framework in 1-4: Identify major components of an economics policy paper.

(8) Application of the general framework in 1-4: Presenting an economics proposal

Prerequisites At minimum, you have taken HE2004/2005. This course builds on students' background knowledge in economics and statistics. Although efforts will be made to keep the use of advanced mathematics to a minimum, knowledge of calculus is assumed and is crucial for the understanding of the course materials. Knowledge of STATA software is a must.

Requirements and Grading There will be weekly homework assignments and 5 quizzes. The course grade will be determined by the 5 quizzes. Each quiz is 20% of the total course grade. The weekly problem sets will be posted on blackboard. While the problems sets will

not be graded or collected. Their solutions will be discussed in tutorials and they are part of the material that you will be tested on for both examinations. You are encouraged to work in groups for the homework.

If you miss the midterm examination, please produce a medical certificate and submit it to the division of economics. Also notify me via email. In this instance, your final grade will be solely determined by your performance on the other quizzes. If you miss a quiz without a medical certificate that is acceptable to the division of economics, you will score zero points for the quiz. There are no exceptions to this rule.

Lectures It is expected that all students attend all lectures and the weekly discussion sessions. If you miss any classes for any reasons, it is your duty to get the required notes from your classmates. Please check the course blackboard website everyday for any class announcements.

Office Hours Students are encouraged to take advantage of the instructor’s office hours to clarify material covered in class and other matters related to the course. If you are unable to meet during regular office hours you should setup an appointment with me via email. The best way to contact me outside of office hours is via email. However, please be aware that I cannot reply to questions that require lengthy answers about material covered in the course. If you have such questions, please come to my office and I will be happy to help you. I will try to respond to your short questions within 72 hours. Please be aware that I do not respond to emails over the weekends.

Exam Schedule There is no final exam. The 1st to 4th quizzes will be held in class during the 3rd, 5th, 7th, 9th lecture respectively. The 5th quiz is your project and presentation slide deck. They are due at the start of your 12th lecture. Late submissions will not be accepted. All project presentations will be in class during the 12th and 13th lecture.

Academic Dishonestly/Misconduct All cases of academic misconduct and dishonestly will not be tolerated. They will be reported to the relevant authorities immediately. Please consult the economics division or your student handbook to find out more about what constitutes academic misconduct/dishonestly.
