Film Questions 1. What role did Judge Ciaverella play in the scandal? Did he believe he was guilty of anything? Judge Ciaverella would send juveniles to a private run juvenile center for money in return. At first, he didn’t believe he was guilty and denied his involvement. He then agreed and admitted to working with Judge Conahan. 2. What role did Judge Conahan play in the scandal? Did he believe he was guilty of anything? Judge Conahan was the president judge and excepted compensation while holding position as judge. He reached out to investors such as Powell and builders like Rob Mericle to gather the funding and materials to create the detention centers. Conahan and Ciaverella then contributed to the funding of the establishment of the detention centers known as a “finders fee”. Conahan admitted he was involved and made sure the county owned juvenile facility was closed down. 3. How did members of the community view the judges before and after the guilty verdicts of the two judges? The community thought the judges were noble people and they were praised amongst their community for their strong beliefs. The community was surprised once the scandal was released. 4. What types of crimes were the youth in the documentary found guilty of? The types of crimes the youth in the documentary were found guilty include being involved in a physical altercations in school, using profanity to adults, being associated with a stolen items, and creating a fake internet accounts. 5. Do you think the kids deserved to be punished for their behavior? Explain why or why not. I did not think the kids deserved to be punished for their behavior because their crimes were not as extreme as the punishments and sentences they received. The children should have gotten suspensions from school or community service instead of days spent in the juvenile detention center because their crimes were simple forms of acting out as a child. 6. Throughout the film, Ciaverella discusses his own childhood. Do you think his upbringing affected the decisions he made regarding the youth in his court? Explain your answer. Yes, because his parents raised him with such strict upbringing that has affected his attitude toward troubled young adults. I believe that his father was hot tempered and instilled fear in him resulting into the belief that young adults should be pushed to the fullest extent. Online Assignment: Information Literacy I researched the articles “Kids for Cash” and “Wives Need Their Own Lawyers When Their Husbands Are Accused of Tax Evasion and Other White-Collar Crimes”. To conduct the article search I used keywords “white collar crimes” and “kids for cash scandal”. The white collar crime included information such as Moore, Ginevere, Ware, Jenny Johnson, Wives Need Their Own Lawyers When Their Husbands Are Accused of Tax Evasion and Other White-Collar Crimes, August 2018, ABX Tax Times. A theory relating to white collar crime that would apply to the Kids for Cash scandal would be the Rational Choice Theory. Judges Ciaverella putting away juvenile offenders even unjustly, was the right decision in their eyes. In addition, the judges who organized the whole juvenile detention facility were receiving funding so their actions of sending the kids away were supported by the fact that they were collecting money. Another theory regarding white collar crime that applies to the article I discovered was Organizational Strain and Opportunity theory. Because many of the crimes committed by Paul Manafort ones such as mail fraud where the harm is not personally done to the victim.
