1. Introduction

1.1 Background of the Study Disaster-ridden places are often riddled with power outages as electric power poles and lines are taken down with the high velocities of wind. Evacuees are then placed on evacuation centers which are usually crowded and in need of food, water, and necessary electric appliances such as lighting systems and electric fans to battle with the prickly heat during the afternoon. The portable AC-output battery bank can provide immediate aid to those who were stricken by disasters and can provide power for multiple appliances and electronics. The device can store electrical energy and be recharged via solar panels or directly through a wall outlet. It outputs both AC & DC current and includes protection functionalities. Previous studies have already expounded on Redundant Battery Protection and a Battery Management System by using a microcontroller. The hybrid battery bank can be acquired by the government for emergency services to distribute to disaster stricken parts of the Philippines. The device should be fully charged when distributed to provide prompt relief to those stricken and can be used for powering mobile phones for emergency communication purposes. As soon as the disaster has settled, the solar panels can now be set-up to act as a generator that provides a continuous electrical power source.

1. Introduction

1.2 Problem Statement During power-outages in emergency situations, gas fueled generators are usually used as a temporary power source for electrical appliances. In most situations, electrical systems found in households are often prioritized according to need as there is a limit in the capacity of a certain generator can supply. In disaster management, these large generators are often provided in evacuation centers, but these produce pollution which contribute to global warming in the long run. Also, these might even contribute to the declining health of the evacuees as they are usually crowded in these places. A proposed solution to this problem is by using an environmentally-safe and renewable energy source such as a solar hybrid high-capacity battery bank which can output both DC and AC waveforms as an alternative to fossil fuel-based generators that contribute to global warming. It can power lighting systems, important communication systems such as mobile phones, and ventilation systems for the comfort of evacuees.

1. To develop a battery bank that can be recharged via the wall outlet and the solar panel; 2. To design a low cost charge controller for regulating the charges coming from the solar panel; 3. To implement a battery management system that prevent untoward incidents such as fire and explosion; 4. To construct an inverter circuit that effectively converts DC Power from the battery to AC Power output;

1.4 Significance of the Study During power outages, it is convenient to have a backup power source to keep your electrical appliances running. It can keep essential appliances running such as the refrigerator to keep food from spoiling, lighting systems to provide visibility in dark places, and HVAC systems to provide comfort in extreme temperatures. Solar panels have become more popular in these past few years as they are renewable energy sources that is more environmentally friendly unlike fossil fuel energy sources which produces greenhouse gases and pollution. Solar panel technologies have also improved over the years in terms of efficiency and storage. With this, the idea of replacing fossil fuel generators with renewable energy sources becomes a possibility in the future. The solar hybrid battery bank can also be used in disaster management and distributed to evacuation centers for powering essential electrical appliances. 4...
