National Cooperative Development Corporation (India) The National cooperative development cooperation ( NCDC) is a statutory Corporation set up under an Act of Indian Parliament on 13 March 1963. The objectives of NCDC are planning and promoting programmes for production, processing, marketing, storage, export and import of agricultural produce, foodstuffs, industrial goods, livestock and certain other notified commodities and services on cooperative principles and for matters concerned therewith or incidental thereto. The role of National Cooperative Development Corporation NCDC is involved in planning, promoting, coordinating and financing of cooperative development programmes at the national level. It provides financial and technical support to cooperative institutions of farmers and other weaker sections associated with agriculture and allied rural economic activities. Function of NCDC The core functions of NCDC include: Prevent, detect, and control diseases of public health importance. Coordinate surveillance systems to collect, analyse and interpret data on diseases of public health importance. Support States in responding to small outbreaks, and lead the response to large disease outbreaks. Planning, promoting and financing programmes for production, processing, marketing, storage, export and import of agricultural produce, food stuffs, certain other notified commodities e.g. fertilisers, insecticides, agricultural machinery, lac, soap, kerosene oil, textile, rubber etc., supply of consumer goods and collection, processing, marketing, storage and export of minor forest produce through cooperatives, besides income generating stream of activities.

NCDC will now be able to finance projects in the rural industrial cooperative sectors and for certain notified services in rural areas like water conservation, irrigation and micro irrigation, agri-insurance, agro-credit, rural sanitation, animal health, etc. Corporation can also go in for direct funding of project under its various schemes of assistance on fulfilment of stipulated condition. Loans and grants are advanced to state government for financing primary and secondary level cooperative societies and direct to the national level and other societies having objects extending beyond one state Organization and Management The Management vests in 51 member widely represented General Council to give shape to its policies and programmes and Board of Management with 12 members to cater to day-to-day activities. Besides its Head Office, NCDC functions through 18 Regional/State Directorates. The Managing Director is the Chief Executive. Various functional divisions look after the programmes. The field offices play an important role in project identification/formulation & oversee its implementation. NCDC is endowed with in-house technical and managerial capabilities in the

(5) The powers and functions of the Corporation shall be exercised or discharged, as the case may be, by the General Council, and references elsewhere in this Act to the Corporation shall, unless the context otherwise requires, be construed as references to the General Council. (6) Notwithstanding the expiry of the prescribed term of his office, every member of the General Council shall continue to hold office as such, until his successor in such office has assumed charge of such office. (7) Members of the General Council, other than the managing director, shall be entitled to receive such sitting fees as may be specified by regulations made by the Corporation under this Act, for attending any meeting of the General Council, Board or any committee of the Corporation: Provided that no official member shall be entitled to receive any sitting fee. 4. Disqualifications for being a member of Corporation.—A person shall be disqualified for being chosen as, and for being, a member of the Corporation— (i) if he is, or at any time has been, adjudicated insolvent or has suspended payment of his debts or has compounded with his creditors; or (ii) if he is or has been convicted of any offence involving moral turpitude and sentenced in respect thereof to imprisonment for not less than six months, unless a period of five years has elapsed from the date of expiry of the sentence; or 5. Term of office of members of Corporation.—   (1) The term of office of members of the Corporation and the manner of filling vacancies among members shall be such as may be prescribed. (2) Any member of the Corporation other than an ex officio member may resign his office by giving notice in writing to the Central Government and on such resignation being accepted, he shall be deemed to have vacated his office. 6. Removal from office of member, etc.—The Central Government may, at any time, remove from office any member other than an ex officio member of the Corporation after giving him a reasonable opportunity of showing cause against the proposed removal....
