BACKGROUND

IRR 1.1

The 8th PICPA National Accounting Quiz Showdown (NAQDOWN) is an annual academic event of the National Federation of Junior Philippine Institute of Accountants (NFJPIA) in collaboration with Philippine Institute of Certified Public Accountants (PICPA) as part of the celebration of the National Accountancy Week.

IRR 2.0

OBJECTIVES

IRR 2.1

To promote academic excellence among the members of the organization.

IRR 2.2

To help the members to deepen their knowledge with the different CPA board exam subjects.

IRR 2.3

To allow members to test their knowledge through a friendly, fun and competitive competition.

IRR 2.4

To help the participants discover their strengths and be aware of their weaknesses in different board-related subjects.

IRR 2.5

To promote camaraderie and sportsmanship among the participants from the different local chapters nationwide.

IRR 2.6

To increase the involvement and participation of regional council and local chapters in NFJPIA activities.

GENERAL GUIDELINES

IRR 3.1

The 8th PICPA NAQDOWN is a national inter-school quiz bee competition which covers the following CPA board subjects: 

IRR 3.2

This year’s NAQDOWN shall be conducted simultaneously in 4 major areas of the country namely Luzon, Visayas, Mindanao and NCR.

IRR 4.0

QUALIFICATIONS

IRR 4.1

The contestant must be a bona fide member of the NFJPIA and is currently enrolled in BS Accountancy and any other accounting-related course (e.g., BS Accounting Technology) for the academic year 2015-2016.

IRR 4.2

For schools changing their academic calendar, the National Vice President for Academics shall allow representatives from such schools to participate in the 8thPICPA NAQDOWN, provided, that the requirements stated in IRR 5.1.3 and IRR 5.1.4 shall be submitted on or before July 10, 2015. Otherwise, the participant’s representation to the NAQDOWN shall be considered null and void.

IRR 4.3

The list of schools that changes their academic calendars shall be submitted by the Regional Presidents to the National Vice President for Academics on or before July 1, 2015. The list shall be confirmed with the Commission on Higher Education.

IRR 4.4

Each local chapter can only send one (1) participant for this event.

IRR 4.5

Participant should be at least a 3 rd year student of a 4-year course or 4th year student of a 5-year course.

IRR 4.6

Change of contestant representing a school shall not be allowed during the day of the competition. Only pre-registered delegates will be allowed to join the competition.

IRR 5.0

REQUIREMENTS

IRR 5.1

Each contestant must comply with the following requirements: IRR 5.1.1

Duly accomplished application form from NFJPIA

IRR 5.1.2

Endorsement Letter certifying that he is the official representative of his school duly signed by the dean of their respective college, countersigned by the Local chapter President and Local chapter adviser

IRR 5.1.3

Scanned copy of Certificate of Registration or Letter from his respective school certifying that he is currently enrolled in their school’s current semester or term

IRR 5.1.4

Scanned copy of school ID for the current semester

IRR 5.1.5

Waiver signed by the contestant and his parent or guardian

IRR 5.1.6

Each contestant shall pay a registration fee amounting to P300.00. However, contestants who can register early can avail discounted registration fee. Please see table below:

Walk-ins shall be allowed as long as the local chapter has communicated with the National Vice President for Academics, through text message or email, their intention to join before the day of the competition. However, only a maximum of 15 walk-ins shall be allowed per area. They may submit their requirements through email on or before the day of the event and shall pay the registration fee of P300 plus a penalty of P200.

IRR 5.2

Softcopy of all requirements must be compressed in one file (.zip or .rar) and shall be sent to [email protected] on or before July 5, 2015 (for early registration – free registration) and on or before July 9, 2015. Requirements shall be accepted until July 9, 2015, subject to the

provision of IRR 5.1.7. The filename format to be used shall be NAQDOWN_Name of School.zip/rar Example:

IRR 5.3

The contestant must present their school ID and their waiver upon registration during the NAQDOWN proper. Failure to present such should mean a penalty of P100.00.

IRR 5.4

Failure to comply with the given requirements until July 9, 2015, other than what is provided in IRR 5.1.7 and IRR 5.3 would mean disqualification from the competition.

IRR 5.5

The official list of participants (except for walk-ins) shall be published in NFJPIA’s official fan page July 11, 2015.

IRR 6.0

GENERAL CONTEST RULES AND MECHANICS

IRR 6.1

Contestants are advised to be at the designated place at least 30 minutes before the time schedule.

IRR 6.2

Contestants must be properly registered and must sign the attendance sheet before proceeding to the competition proper. Certificates of participation shall also be distributed upon registration.

IRR 6.3

Contestants must strictly wear corporate attire (no maong pants, rubber shoes, slippers, casual wear, etc.). Noncompliance of the proper attire shall not be allowed to join the competition

IRR 6.4

Late contestants are still allowed to join the competition. However, he/she shall no longer be allowed to answer the questions he/she have missed.

IRR 6.5

The Committee for Academics shall be composed of National Vice President for Academics, Education and Research Committee Chairperson and Committee Members while NFJPIA Council shall be composed of the

National Executive Officers of the NFJPIA which shall serve as the monitoring personnel and question distributors (QD). IRR 6.6

For the purpose of presenting an independent and intelligent decision, members of the Board of Judges shall consist of a Certified Public Accountant. For Business Law and Taxation, Lawyers shall be allowed to be part of the Board of Judges.

IRR 6.7

Any member of the Board of Judges and NFJPIA Council shall be vested with the power to give sanction to any contestant he/she has witnessed violating any of the said provision in this IRR.

IRR 6.8

The Board of Judges shall have the exclusive authority to clear or answer any protests and/or clarifications made by the contestant or the respective adviser. Any question raised shall be discussed within 5 minutes to protect the proceedings of the time of the contest. The Judge/s’ decision is final and irrevocable.

IRR 6.9

Each school is only allowed to have one adviser only. The adviser must register and sign in the provided registration sheet by the Academics Committee before the start of competition. Once the quizmaster starts reading the 1st question in the elimination round, the registration for advisers shall be closed. Therefore, the Board of Judges will no longer entertain any concern, protest, or clarification made by unregistered advisers.

IRR 6.10

The contestant and the registered adviser are the only persons who have vested rights to raise concern, protest, and/or clarification.

IRR 6.11

All questions shall only read once whether the question is a theory or problems requiring computation. Any request to repeat a question shall not be entertained unless there is an approval from the National Vice President for Academics.

IRR 6.12

Contestants are only allowed to manipulate their calculators after the quiz master says “GO”. Warning shall be given for the 1st offense; 2nd offense shall mean disqualification from the particular question while and the 3 rd offense entails disqualification of the contestant from the competition.

IRR 6.13

The contestants should have written their answer before the time allotted has elapsed. The contestants must raise their answer board once the quizmaster declares so. Any contestant who fails to comply will receive a warning and his answer may be forfeited depending upon the decision of the Board of Judges.

IRR 6.14

Contestants should write their answers clearly and legibly on the provided answer boards.

IRR 6.15

Abbreviations are highly discouraged to be used unless specifically allowed by the Board of Judges in a particular question.

IRR 6.16

Contestants who shall insist in writing the answers ambiguously, abbreviated or illegibly may still claim points for correct answers only upon the discretion of the panel of judges.

IRR 6.17

Before proceeding to the next question, contestants shall be given an allotted time of 10 seconds to raise a protest/clarification, to request for new marker or scratch paper, to change their calculator if item encounters a technical problem, or other concerns. After the allotted time has elapsed, the quizmaster shall read the next question. Hence, protest, clarification, or any concerns shall no longer be entertained. Contestants should not erase their answers during the 10-second time allotment to allow validation of their answers when protests/clarifications have been raised for that particular question.

IRR 6.18

Any contestant caught cheating shall be disqualified from the competition.

IRR 6.19

In case of a tie at the end of the three rounds, tie breaker questions shall be asked until the deadlock is broken. Tie breaker question/s shall have NO bearing on the cumulative score of the contestants. Whoever gets the right answer and raises his answer board first shall advance to the next round or otherwise be declared the winner.

IRR 6.20

After reading the contest rules and mechanics, contestants are given the chance to raise questions/clarifications regarding the said rules and mechanics.

IRR 6.21

In case of any concern, clarification, or protest which is not governed by the Implementing Rules and Regulations (IRR) of the said provision, the Chairman of the said competition shall have the absolute power to decide, upon consultation to NFJPIA and/or National Adviser, on matters which he deems necessary to preserve and protect the integrity of the event. His decision is final and irrevocable.

IRR 7.0

CONTEST RULES & MECHANICS - ELIMINATION ROUND (PER AREA)

IRR 7.1

The 8th PICPA NAQDOWN is comprised of three (3) rounds namely: Elimination Round, Semi-Final Round, and the Final Round. Elimination Round is composed of three (3) sub-set rounds namely: Easy, Average, and Difficult. Time allotment, number of items and corresponding points are as follows: EASY

The Board of Judges or the National Vice President for Academics may extend time depending on the complexity of the question. IRR 7.2

Contestants are provided with a copy of the question for every item. The contestants are not allowed to flip the copy of the question until the quizmaster gives the signal to do so. After the quizmaster announces the question number, the contestant may start reading and answering the question provided. Any contestant who violates the said provision shall

be given a warning for the 1 st offense. On the 2nd offense, the contestant shall be given sanction of accumulating only 50% of his/her total score garnered in all rounds. Violation of this provision for the 3 rd time shall mean disqualification of the contestant from the competition. IRR 7.3

The contestants should answer each question within the allotted time. When the bell rings signaling the lapse of time allotted, all contestants should stop answering and must immediately raise the board which corresponds to their answer. Contestants who violate this provision will not be given any point even if he/she got the correct answer.

IRR 7.4

The top 10 contestants accumulating the highest points during the Elimination Round in each area shall advance to the Semi-Final Found.

IRR 8.0

CONTEST RULES & MECHANICS – SEMI-FINAL ROUND (PER AREA)

IRR 8.1

The Semi-Final is a buzzer-type quiz bee intended to get the five finalists who will participate in the 8th PICPA NAQDOWN.

IRR 8.2

All points during the Elimination Round shall revert to zero.

IRR 8.3

Contestants shall be allowed to manipulate their calculator at any moment they opted to, provided, only when the quizmaster reads the first word in the problem.

IRR 8.4

Contestants may answer the question at any moment even if the quizmaster is still on the course of reading the question. Provided that before he presses the buzzer, his/her answer must be written already on the answer board. Otherwise, his answer shall be deemed null and void.

IRR 8.5

The first contestant who pressed the buzzer shall be given the chance to answer the question. During the Semi-Final Round, one chance of steal for each question shall be given to other contestants, otherwise, if still incorrectly answered, the quiz master shall move on to the next question.

IRR 8.6

For the semi-final round, it will be a correct minus wrong basis. Each question will have corresponding points depending on the difficulty of

each question. If the contestant answers it correctly, points will be added to him/her. However, if the contestant answers it wrong, points from that question shall be deducted to his/her total points. IRR 8.7

IRR 8.8

Special questions shall be given to a contestant who answers 5 questions consecutively. If the contestant answers it correctly, he/she shall be given a chance to deduct 5 points from his/her opponents’ total score. If the contestant answers it incorrectly, there will be no changes to his/her total scores.

IRR 8.9

Since it is a correct minus wrong system; negative points shall be awarded to contestant who receives 0 point and consistently answers questions incorrectly.

IRR 8.10

The game ends when a player reaches 100 points (or more) and that player shall be declared the champion. The 2nd to 5th placers shall be determined based on the current points of the players the moment a player already reaches 100. The player nearest to 100 points shall be declared as the 2 nd, 3rd, 4th and 5th respectively. In case of a tie, a clincher question, which is good for 30 seconds, shall be given to the contestant to break the tie.

IRR 8.11

Only a maximum of 50 questions shall be asked in this round. In case of no individual reaches 100 points after the 50 questions, winners shall be determined based on the current points of the players after the last

question. The player nearest to 100 points shall be declared as the 1 st, 2nd, 3rd, 4th and 5th respectively. IRR 8.12

Winners in the NAQDOWN shall receive medals, books and certificate from event sponsors. All contestants shall receive certificate of participation.

IRR 9.0

CONTEST RULES & MECHANICS - FINAL ROUND

IRR 9.1

The top five qualifiers from each area (Luzon, Visayas, Mindanao and NCR) shall advance to the Final Round which shall be held during the 18th National Mid-Year Convention (NMYC).
