I. SLU’s VMO STATEMENT

V. RATIONALE:

With today’s global crisis, many businesses and manufacturing industries are being affected due to the COVID-19 that limits all activities in the world. Due to the shutting down of physical classes, the decrease in the production of paper is what may the industry perceive but in research from Liu et al. (2020) entitled “COVID-19: Challenges and perspectives for the pulp and paper industry worldwide” stated that there is a decrease in the demand of printing papers and office papers but it does not denote that there is a decrease in the paper production. In fact, a greater demand is recorded in the production of paper that is incorporated in the production of necessities this time such as face masks, tissue papers, boxes, paper bags, etc. Philippines has a great industry of paper wherein the richness of its ecological resources collides with the innovativeness of the Filipino people that certainly produces a globally recognizable contribution. Philippines was able to produce papers with a 95-100% recycled fiber content compared to the developed countries who are in the standard of 25-35% minimum recycled content (Department of Trade and Industry and Board of Industry, n.d.). In contrary, the downside of the progressiveness of the

Philippines in the paper industry is the cost of its production. According to Sanchez (2020) of Statista, the value added of the Philippines in 2009 and 2018 are 10.39 billion pesos and 19.32 billion pesos, respectively. With this information, we, the business people-Louisians, arrived on our Service-Learning Program (SLP) where it aims to help to at least reduce the value added/cost of paper production in the industry through recycling used papers, wherein it tackles not only the reduction of cost but also, the production of eco-papers. Humbled Eco-paper Learning Program (HELP) also aims to educate people that with their small humble and simple ways, they can provide help for people, and help for environment.

Together with the REPUBLIC ACT NO. 9163; “AN ACT ESTABLISHING THE NATIONAL SERVICE TRAINING PROGRAM (NSTP) FOR TERTIARY LEVEL STUDENTS, AMENDING FOR THE PURPOSE REPUBLIC ACT NO. 7077 AND PRESIDENTIAL DECREE NO. 1706, AND FOR OTHER PURPOSES.” Under SEC. 3. Definition of Terms. — For purposes of this Act, the following are hereby as follows:

(d) “Civic Welfare Training Service” refers to programs or activities contributory to the general welfare and the betterment of life for the members of the community or the enhancement of its facilities, especially those devoted to improving health, education, environment, entrepreneurship, safety, recreation and morals of the citizenry.

ln previous section provided information on the potential effects of alternative paper-making such in a particular government may need to formulate various policies and measures such as those applied by the Government in order to ensure the establishment of small paper mills. Depending on local conditions and circumstances, policies and measures may include the following:

- limited cash subsidies for small mills established in rural or backward areas;

- duty-free import of second-hand equipment for small mills; excise duty rebates which are a function of the size of the mill and of the type of raw materials used;

- exemption from excise duty on power consumption by small mills for a given number of years;

- favorable credit conditions for small mills; reduction of the proportion of the income assessable for tax, for a number of years after the start of the mill; and

- quotas on imports of some types of equipment.

According to the study of Britt, W. (n.d). Paper is one of the basic materials used for written communication. This paper and other types such as paper boards provides many others uses, such as for photography, wrapping,

insulting, toweling and for packaging. The word paper was obtained from the high and thin papyrus plant that usually grows near the Nile River in Egypt. The formation of felted or matted sheets are one of the process of paper making, it was made from cellulose fibers and water suspension that puts together on a wire screen. In ancient times they made it from the fiber of the papyrus plant came from its stem and arrange it layer by layer to create a sheet and then it was dampened and press until its dry. Upon drying the glue-like sap of the papyrus plant acts as an adhesive for its cemented layer. After completely defibering, this paper making process creates papyrus sheet that was most widely used as writing in ancient times. Still many papyrus writing records still exist in our time. By that demand for paper is a function of various variables, including the price of paper, educational expenditures, local customs and so on. Moreover, Statistics show that there is a very strong correlation between per capita income and per capita consumption of all types of paper products. Per capita consumption in most developing countries is lower than IO kg/year (e.g. 2. 7 kg/year for India and 0.4 kg/year for Ethiopia in 1980) while that of industrialized countries is closer, on average, to 20J kg/year (e.g. 276.2 kg/year for the United States and 191.3 kg/year for Sweden in 1980). As stated earlier, per capita income is the most important determinant of paper consumption. The papermaking process is essentially a very large dewatering operation where a diluted solution of pulp suspension with less than 0.5% fiber solid is used. The major sections of a paper machine consist of the forming section, press section,

and dryer section. In the forming section, the fibers present in the diluted pulp and water slurry form a paper web through drainage by gravity and applied suction below the forming fabric. In the press section, additional water is removed by mechanical pressure applied through the nips of a series of presses or rotating rolls, and the wet web is consolidated in this section. Most of the remaining water is evaporated and inter fiber binding developed as the paper contacts a series of steam-heated cylinders in the dryer section. Water removal from the wet web to the final moisture level between 6% and 7% is a critical step of papermaking. Furthermore, Logan, (2017) According to the U.S. Environmental Protection Agency, Americans use 85 million tons of paper and paperboard each year, recycling over 50 percent of discarded paper. This number leaves much room for improvement. According to Paper Recycles, a website of the Paper Industry Association Council, the paper industry has set a goal of 60 percent recovery by 2012. Meeting the goal will help conserve finite forest resources and reduce the release of harmful substances into the environment. while eight percent of paper thrown away eventually ends up in landfills, with the rest being incinerated. Due to that reducing the waste stream minimizes the release if methane and other pollutants given off by decomposing materials in landfills. Also, production of paper using virgin materials requires substantially more water. As such recycling paper can whitewash the footprints that papermaking process have on freshwater ecosystem. Thus, means recycling is limiting the amount of polluted wastewater entering the world’s freshwater

resources. Aside from recycling paper for its fiber requirements, production technique facilitates not only environmental sustainability and resourcefulness, but also inclusiveness in generating jobs for marginalized sectors.

Humbled Eco-paper Learning Program (HELP) is proposed due to the intention of the business people-Louisians to apply their learnings they acquired in NSTP CWTS-1. The same with the past students of NSTP CWTS-1 wherein based on the study of Balmeo et al. (2015) that was conducted in Saint Louis University, Philippines showed that there were great impacts of NSTP course to the students wherein the leadership skills were enhanced, the community involvement was established, and the VMO and the Core Values of the school were put into place. With that being said, this proposal aims to cultivate, flourish, and embody the VMO and the Core Values of SLU wherein the NSTP course as the springboard of this proposal will surely introduce and continue the legacy of true Louisians who do not only care for themselves, but for everyone through possessing the missionary nature of us. In the environmental Q and A forum that was provided by the NSTP CWTS -1 course, it was mentioned there that the production of recycled papers is already in place yet the budget and implementation of related laws are not firm. With this, we, the members of this proposal, thought of starting in a humble and simple beginnings in nurturing our nature, and we came up with Humbled Eco-paper Learning Program (HELP). Furthermore, introducing this program will suffice the SLU commitment with CICM and will add another campaign that is in line with the “clean and green”

projects of the school, and will follow the “greening” endeavors that SLU takes effort to implement in supporting DENR environmental campaign. Moreover, implementing this program could benefit not only the environment but also, our school to have that image of initiation of love for environment that adds fuel to the shine of our school for we are the Light of the North. Lastly, implementing this program does not only implements its means but also, implements, possesses, embodies, and promulgates the VMO and Core Values of SLU, and the inclination of the missionaries of SLU towards the benefits of all.

Paper production has been abundant nowadays, but as paper becomes widely used, paper disposal increases as well. Paper recycling has a lot of impact to the community. Recycling is a learning experience that is an important part of growing up. It gives us the skills in respect, empathy, patience, responsibility, and teaches about the consequences. It teaches young people about saving money by showing them how they can avoid waste. But it also teaches valuable lessons about sustainability and how we want to leave the world for future generations.

As for the business world, business men can adapt the paper recycling method so that they can efficiently use resources in a world with increasing consumer demand. Due to the nature of the recycled paper supply chain, in addition to facilitating a reduction in landfill, energy and carbon, recycled paper production creates a foundation of local jobs too. In fact, ten times more jobs are created on average by not sending waste to landfill, as collecting and sorting waste paper increases the manufacturing process.

Recycling helps to answer our growing concern about our impact on the environment by conserving natural resources, saving energy, and reducing

greenhouse gas emissions. Waste that is properly recycled isn’t ending up in the earth or in the ocean.
