CHAPTER ONE 1.1 Introduction The chapter will provide information that will help with understanding this research study. It will offer an impression of the state of affairs for persons with disabilities in the globe and in the country. This in turn will help open up ideas on how and why they should be included in development initiatives at community and national level. The chapter will highlight issues concerning Community Based Rehabilitation (CBR) and its contribution as an approach for community growth. This chapter outlines study objectives, limitations and delimitations. 1.2 Background More that I billion persons in the universe are believed as having some kind of disability and constitutes about 15% of the World`s population that's according to the World Bank, World Health Organisation and the World Disability Report of 2011. The World Bank (2006) report also states that about 2.2% of the global population (110 million people) has very severe functional difficulties. Coleridge (2006) estimates that about 80% of the disabled live in Third World countries and are believed not to be benefitting from the health, socio-economic and developmental activities meant to benefit the disabled. In Zimbabwe, Ministry of Health and Child Care carried out a survey in 2013 to establish the living conditions among persons with disabilities and they estimated that about 7% (914 287) of the people in the country have some disability and at least 26% of all households in the country have at least one person with a disability. It also reported that about 2.9% and 12.4% have severe and moderate disabilities respectively. The same are shared by the Zimbabwe Population Census (2012) that estimated the prevalence of disability to be around 7% of the population. A vision created through the Primary Health Care during the Alma Ata Conference and Declaration of 1978 provided for health problems and communities to be promotive, preventive, curative and rehabilitative. The declaration stated that all persons do have a right to participate as an individual or as a group when planning and taking part in health service provision (Mannam and Turnbull, 2007).
