November 2018 Professor McGovern Principal Organs of the United Nations There are six main organs of the United Nations. They are the General Assembly, the Security Council, the Trusteeship Council, the Economic and Social Council, the International Court of Justice, and the Secretariat. The General Assembly is the main organ of the United Nations and is made up of all Member States. Each one of these Member States must vote, no matter its size or influence. Decisions on international security and peace, the UN budget and the admission of new member states are decided by a ⅔ majority. The Security Council’s job is to maintain international peace and security, and does not hold regular meetings. However, it can be convened at any time, whenever international peace is threatened. The council has 15 members, including 5 permanent members. These permanent members are China, France, the Russian Federation, the United Kingdom, and the United States, because at the end of WWII, these 5 countries played key roles in the establishment of the UN. To pass a resolution, 9 out of 15 members of the Security Council must vote “yes,” but if any of the 5 permanent members votes “no,” the resolution does not pass. The Economic and Social Council is the main body for coordinating the economic and social work of the United Nations and the UN system. This council has 54 members who each serve a three year term, and voting in the council is by majority, with each member getting one vote. The Economic and Social Council has activities aimed at promoting economic growth in developing countries, supporting human rights, and fighting poverty, and coordinates the work of organizations such as the World Health Organization, the Food and Agriculture Organization, and UNICEF. The Trusteeship Council’s

job is to supervise the administration of 11 Trust Territories, which were placed under the International Trusteeship System. This system was created at the end of World War II to promote the advancement of the people living in those dependent territories. The Trusteeship Council is made up of the permanent members of the Security Council, with each member having one vote and decisions being made by the simple majority. The International Court of Justice settles legal disputes between nations, not individuals in accordance with the law. Since its formation in 1946, it has considered over 150 cases brought to it regarding issues involving economic rights, environmental protection, and rights of passage. It is presided by 15 judges elected for nine-year terms, each one from a different nation. Elections for these positions take place every three years and retiring judges may be re-elected. The Secretariat is made up of an international staff working at the UN headquarters in NY, as well as UN offices in its various locations around the globe. This staff carries out the day-to-day work of the UN, with their duties ranging from administering peacekeeping operations, mediating international disputes, and laying the groundwork for international agreements to organizing international conferences. The Secretariat is headed by the Secretary General, who is appointed by the General Assembly for a 5-year term.
