1. Close-up forever summer concert tragedy (summary) In the open parking area of SM Mall of Asia in Pasay City, the "Close-Up Forever Summer Concert" happened. It was 22nd of May at 3 in the afternoon and the event was attended by around 14,000 people. Those people were permitted to drink and buy liquor from the different seller within the concert venue. After few hours of having fun, five people were found to be unconscious on the concert grounds in different locations namely Ariel Leal, Lance Garcia, Ken Migawa, Bianca Fontejon, and Eric Anthony Miller (CNN Philippines, 2016). They were all brought to some hospital nearby to check upon their conditions. Around 3am, the concert was ended, and those five unconscious people were announced dead as the hours passes by after the concert ended. May 31, 2016, five days after the incident, NBI forensic examination findings indicated that the two victims had traces of the illicit drug MDMA (popularly known as ecstasy) and the chemical "unfit for human consumption," methylene homolog. Two days after the examination of findings, it was confirmed by the NBI that MDMA methylene homolog in has one of the victim’s bodies. Closeup also released a message on their Facebook fan page apologizing to the public that there were still some casualties that caused five young lives, considering the strict safety measures they have introduced. The brand also extended its sympathies and condolences to the victim’s families. What should have been done to mitigate if not avoid the losses and damages? Even when the closeup company planned out a strict safety measures inside the venue before the event happen, there are still some casualties that put at risks. That means to say, the risk management plan that they organized is not effective as it results to risking 5 people on their event. As we tried to analyze the problem happened, we think that they lack on security on the site. No matter how the event, the setting, the arrangement, the performer’s confirmation, and the technical difficulties, was arrange properly by the risk managers, if one of those plans including the security of the people inside the event were failed, then they failed as organizers too. Risk mitigation is very important, as it will solve solutions anticipating the problems that could arise in every situation like what happened in closeup. There is no formula that can be used in any matter to determine the obligation to mitigate. In any case, in order to determine how damages should be awarded, it is necessary to understand mitigation and how it could be applied to the circumstances of each case.

2. Cancellation of the ASEAN Music Festival held at Ayala Triangle Gardens in Makati City (summary)

The ASEAN music festival held in Ayala Triangle Gardens, Makati was cancelled late Tuesday evening due to overcrowding."For reasons of public safety, the organizers have decided to stop the show," Police said in a televised report. "As of now people are already leaving the venue to go home. Organizers are very sorry for the inconvenience."Attendees of the free

concert tweeted photos and videos of the huge crowd present at the small venue. Twitter user Leann Magimot, a senior high school student, described people trying to cause a stampede and also throwing chairs. "During one of the songs of Parokya ni Edgar. People just went wild, there was a barrier separating the rest of the crowd from the ones who are seated," Magimot said in an online interview with Philstar.com. "When one got in, everybody followed and rushed to the stage. A camera operator standing on his elevated platform even fell down with his camera while this was happening," Magimot said.Magimot said that people carried the chairs to get them out of the way but others were throwing the chairs. "Some of the chairs were being thrown and not passed appropriately. Everybody was just pushing and shoving each other side to side just to get enough space to get out of the area," Magimot added.

What should have been done to mitigate if not avoid the losses and damages? Since it is a music festival and also a free concert, the huge number of people is expected to come and to avoid the losses and damages barriers and security personnel is a must not just at the entrance but they should also roaming around the area to make sure that everything is under control. Also there should be no people near around all the risky places like music and sound systems. Things that may cause hazard like chairs should be kept in a place where the crowds cannot use them.

3. Quirino Grandstand hostage-taking drama (summary) The Manila hostage crisis, officially known as the Rizal Park hostage-taking incident occured when a dismissed Philippine National Police officer took over a tourist bus in Rizal Park, Manila, Philippines on August 23, 2010. Disgruntled former senior inspector Ronaldo Mendoza of the Manila Police District hijacked a tourist bus carrying 25 people (20 tourists and a tour guide from Hongkong , and four Filipinos) in an attempt to get his job back. He said that he had been summarily and unfairly dismissed, and that all he wanted was a fair hearing and the opportunity to defend himself. Negotiations broke down dramatically about ten hours into the stand-off, when the police arrested Mendonza's brother and thus incited him to open fire. As the shooting began, the bus driver managed to escape, and was shown on television saying "Everyone is dead" before being whisked away by policemen. Mendoza and and eight of the hostages were killed and a number of others injured. The MPD's failed rescue attempt and gun-battle with the hijacker, which took around 90 minutes, were watched by millions on live television and the internet. The Philippine and Hongkong governments conducted seperate investigations into the incident. Both injuries judged

that the victims had been unlawfully killed, and identified the Philippine officials' poor handling of the incident as the cause of the eight hostages' deaths. the assult mounted by the MPD, and the resulting shoot-out, have been widely criticized by pundits as "bungled" and "incompetent", and the Hongkong government has issued a "black" travel alert for the Philippines as a result of the affair.

What should have been done to mitigate if not avoid the losses and damages? Hostage taking is not something uncommon especially in the south. In the incident many people were killed including the hostage taker and in these situations, the top priority is to secure the safety of the people. When we analyze the problem, the incident was live broadcast in the televisions and with that we can see that police officers and hostage response team have a failure response to the crisis. There are numerous missed opportunities of the response team which might have led to fewer losses and damages. Police officers and SWAT team should be ready in this type of emergencies because sometimes they are late when there are emergencies like this. We can also see in the videos that some police officer is firing and with that it can be more dangerous because the hostage taker might lose to control himself. Lives are greatly at risk at the hands of a depressed and suicidal individual. The resolution of a hostage crisis requires the use of every type of communications by a skilled psychologist as a backup negotiator. A skilled psychologist might be a big help in the situation because we all know that the hostage taker is depressed and he just wants justice. Crisis like this in our country is headed by the government, police officials and media people which might not help, specialist should have been needed in this type of situation.
