Evaluate the key risk factors in this project.

The patient protection and affordable care act was put in place to facilitate the sake of private health insurance place to U.S residents. Healthcare.gov launched on October 1st and right off the bat they encountered some detrimental problems. The main problems stemmed from a lack of communication, preparation and leadership. Which then caused Inefficient manual procedures, high error rate. The unexpected high volume of users caused the website to glitch which resulted in numerous software issues. The problems with the website caused the launch to be extensively more expensive “Reuters reported in mid-October 2013 that the total cost of building Healthcare.gov using contractors had tripled from an initial estimate of $93.7 million to about $292 million. Overall cost for building the website reached $500 million by October 2013. As of February 2014, the government had committed to paying $800 million for contracts for the site” There were many risk factors which caused health.gov to encounter numerous problems.

Classify and describe the problems this project encountered. What people, organization, and technology factors were responsible for these problems?

There are many parts and steps to creating a software. Many people are working together in order to achieve a common goal. For the creation of health.gov there were multiple outside contractors. The front end of the website was developed by the start-up Development Seed. The back end (was contracted to CGI Federal, a subsidiary of the Canadian multinational CGI Group. The problem was CMS set deadlines for the contractors, who were expected to attend meetings to hammer out the details of the specifications for the website, but the computer specialists skipped some of those sessions. Contractors for different parts of the system barely communicated with each other. Inadequate management oversight and coordination among technical teams prevented real-time decision making and efficient responses to address the issues with the site. Communication and leadership is such a large part of any system, in order for health gov to launch properly they had to take charge and work together in order to have success’s. From a technological standpoint there were many issues which again could have stemmed from the lack of communication, for one Software that assigned digital identities to enrollees and ensured that they saw only their own personal data was overwhelmed. Customers encountered cryptic error messages and could not log on to create accounts. Another problem was the website had not been thoroughly tested before it went live, so a number of software and hardware defects had not been detected. I think there are many people at fault but for a federal project the Obama administration needs to be responsible and make sure something like this does not occur in the future.

Describe the steps that should have been taken to prevent a negative outcome in this project.

First of all, in order to prevent negative outcomes I would nominate a single project leader to streamline decisions in order for there to be no miscommunications and the overall project to stay on track. I would also set realistic goals; I think a large part of health.gov initial failure was their unrealistic targets in such a complex system. I think the site had to be troubleshooted before hand and the overall preparation had to be enhanced. If there was preparation the site could have been ready for the high traffic volume. There were Between 50,000 and 60,000 had been expected, but the site had to handle 250,000 simultaneous users, this is due to a lack of preparation. In order to prevent negative outcomes for this project The U.S. Centers for Medicare and Medicaid Services (CMS) need to enhance their communication, preparation, organization and leadership.

I agree with you. I think Instacart will succeed and they shouldn’t event be companies with Webvan. Webvan was bound not to be successful, their business strategy was just unrealistic while Instacart has a good amount of backing. As long as there is still a need for online grocery shopping, I think Instacart will be more then okay.

I had multiple takeaways this week in chapter 12 one of the main concepts was the core problemsolving tactics for developing new information system. This is important because it gave me knowledge on basic ways to start. We also learned about alternative methods to building information systems which are extensive but helped me get a better understanding for all the different methods. Finally I learned about project management and this was this biggest takeaway for me because I felt as if I could connect to it more. I learned the value of project management and how a application of knowledge, skills, tools, and techniques to achieve targets within specified budget and time constraints contribute to a successful result.

In chapter 10 I learned that E-commerce involves digitally enabled commercial transactions between and among organizations and individuals. There are multiple unique features of ecommerce, digital markets and digital goods. I enjoyed reading about how e-commerce transformed marketing, I have a specialization in marketing so learning how internet marketers

provide new ways of communicating with a huge platform of costumers at a lower cost was incredibly interesting. I also enjoyed reading about M- commerce and how buying and selling foods and services though our devices is transforming our world today....
