Office of the Sangguniang Barangay CHILDREN IN CONFLICT with the LAW (CICL) / CHILDREN AT RISK (CAR) A Child in Conflict with the Law is a person who at the time of the commission of the offense is below eighteen years old but not less than fifteen (15) years and one (1) day old. Pursuant to the provisions of Republic Act 9344 Juvenile Justice Welfare Act of 2006, as amended by RA 10630. Listed hereto are the proposed plans, programs, and activities of the Sangguniang Barangay of Kaymisas, General Emilio Aguinaldo, Cavite to mobilize the community in crime prevention.
