Education plays a crucial role in providing opportunity for citizens and advancing American society. Most education policy is made at the state and local levels, which restricts the federal government's role in education to providing supplemental funding for educational programs. At some point, however, the federal government expanded its role by setting requirements for schools to meet certain standards in order to receive federal financial support. Using your knowledge of how federalism affects policy making, develop an argument on whether the federal government's role in education should be expanded. The federal government should require states to meet its standards in order to receive federal financial support as it establishes an educational standard across states, which ensures that students have opportunities. As each school district is financed by its community along with the state government, school districts with higher income levels tend to have more opportunities due to more funding. Education funding is very scarce when relying on state funding as states have limitations in socioeconomic levels as well as population. However, the federal government can overlook these issues as they are simply local problems. Congress, which is a part of the federal government has the power to distribute funds from the national economy to all the states (Article I, Section 8 of the Constitution, Clause 1). Thus, when congress grants states funds towards education, all states disregarding population size, or economic status will receive benefits that are the same. As the

federal government must ensure that their requirements are achievable for every state and district, the government is limited as to what it can set as a requirement across the nation. Madison’s argument for wanting a stronger central government in Federalist 10 emphasizes the power that the federal government has, and how it can affect states and local governments as it equates to more influence. In federalist 10, Madison claims that the more representatives that are present in the states, will contribute to more laws being passed by the federal government. Thus, the state is more dependent upon the federal government and since the federal government has a larger budget towards education, following their standards would allow states to be more funded and provide students with funding for classes, technology, hot meals, and more. Many claim that the federal government has no right setting requirements for schools on a national level because schools are controlled by the state on a more local level. This argument depicts that the federal government has no reason to interfere with education as it is not in the federal government’s jurisdiction. However, the role that the federal government has been allowed is seen in Federalist 10, that the federal government can create laws that apply to all states so that every state can follow. As a result, the federal government should require states to meet its standards in order to receive federal financial support.

A federal system divides power between the states and the federal government. This division of power is intended to ensure a balance is met between the needs of society on a larger scale and the interests of citizens at a local level. Take a position on the success of the framers' federalist design and whether that balance has achieved those goals, or whether an alternative system should have been considered. The framers' federalist design was created with the intention of ensuring that power is balanced between the federal and state governments. As a result, the federalist design created by the framers was successful as it achieved the goal of ensuring a balance between the interests of citizens, preventing the government from gaining sole power, and becoming tyrannical.

The system of federalism within the American government created a balance for powers granted to national and state governments. However, before this system was put in place, questions had to have been answered, starting with how the republic would reduce the effects of factions and mobs (Federalist 10). The problem behind this goal was that factions were selfcentered, so Madison believed the best way to handle them was to have each representative selected by many voters, which lowers the chances of having an unworthy representative chosen (Federalist 10). This is still seen today, as state level representatives are picked by the vote of the people, and this has led to politicians being choices that align with the point of views of the people in that state. The federal system in America was further proved effective as the tenth amendment was created by anti-federalists. As the tenth amendment stated that any power that the constitution does not specifically give to the federal government is reserved for the states, (Tenth amendment), it helped maintain the balance of power between the state and federal governments, as it ensured states that they still had the freedom of creating certain laws, and allow states to maintain power, and prevent the federal government from being tyrannical and obtaining too much power. The United States was able to create a system for balanced powers while allowing state and federal governments to have their own powers and authorities. With documents such as the constitution and Federalist 10 setting the foundation for the basis of the U.S government, the federalist design created by the framers was proved to be successful as it successfully ensured a balance between the interests of citizens, preventing the government from gaining sole power, and becoming tyrannical....
