1.1 PROJECT BACKGROUND

Education system in Malaysia from early 21st centuries has begun evolved from old style where only face to face teaching to new era where usage of internets and technologies are work together to achieve smooth and more efficient. (Dr Maszlee malik,2019) educator should always be prepared to face challenges presented by the Fourth Industrial Revolution (IR 4.0). Malaysia towards becoming a developed nation in 2020 has put education as a major force to spur the country to the objective. Minister of Education (MoE) under (National Education blueprints 2013 – 2025) also state that focusing to improve and leverage the ICT scale up quality learning in Malaysia. For the transformation of the Malaysian education system to be effective and sustainable, each participant must understand the critical role they play and the benefits that they will enjoy. It is envisaged that the programme defined in this Blueprint will lead to a collective set of desirable benefits, rights, and responsibilities for each group. Application of big data analytics in teaching and learning will shape future adoptive learning environment. Research in Austria (TU Graz, 2018) has shown that learning analytics can help teachers to see the success and failure of each student on each topic, provide them with early warning of knowledge gaps, and help them to take appropriate measures. Also, according to (Tan Lin Nah, 2019) acting chief executive officer of INTI International University & Colleges, despite the increase of IR4.0 initiatives by the government and industry, more than half of the students and graduates responding, respectively, were unable to articulate what IR4.0 entails. Soft skills are the skills needed to reduce the total number of unemployed graduates. According to a graduate tracer study in 2011, 31.50% of unemployment in Malaysia comes from technical graduates and more than half of these are polytechnic graduates. Previous researchers noted that most engineering graduates have good technical skills but not soft skills. This is due to the lack of skills related to moral values and ethics, communication and technology skills, confidence level and also ability to adapt in the workplace ( Beckton, 2009; McIntosh, 2008; Elsen, Jaginowski & Kleinert, 2005; Leroux & Lafleur, 2006). As the number of highly qualified graduates has increased recently, employers prefer their employees to possess additional skills including high professionalism and sociological aspects. According to Raftopoulas, Coetzee & Visser (2009) and Raybould & Sheedy (2005), employers nowadays are not only looking for workers who are good at technical skills but they 10

need workers with additional skills such as communication skills, both verbal and written, selfdiscipline, interpersonal skills, group work skills, problem-solving skills, thinking skills, technology skills, continuous learning and a positive work ethic. Educational institutions are seen to play a role in developing the human capital that the country needed by giving early exposure to students on technical skills as well as soft skills. Soft skills are a set of skills aiming to complete the development of human capital in terms of intellectual, spiritual, emotional and physical basis on firm beliefs and believe in God (Annamalai, Othman & Abdullah, 2012). Nizer (2005) elaborated that soft skills such as critical and creative thinking skills, problem solving skills, communication skills, group work skills should be mastered and practised by all students in higher institutions. It is because student’s must get used to it. Some institutions have a variable races, student’s must communicate with other student’s or teacher’s use a suitable language based on the people background. Also, students must know how to speak in front of full people to build and improve their confidence. Students who learn in higher education institutions should able to do task that has been given to them in the workplace is a long ongoing issue. Employers always raise a concern that they are not able to find graduates with the required skills (Dunne & Rawlins, 2000; Hesketh, 2000; Lee. 2003). In Malaysia, graduates are found to lack the skills needed to function effectively in workplace (Bakar & Hanafi, 2007; Jusoh, Razak, & Chong, 2007; Kamsah, 2006; Shah, 2008; Sidhu, 2011; Woo, 2006). Furthermore, employers and professional bodies worldwide are in consensus that higher education institutions should adapt and change at an even greater pace than in the past in order for them to develop a workforce that is highly skilled and ready to face the challenges of increased global competition (Dunne & Rawlins, 2000; Keep & Mayhew, 1999; Ministry of Higher Education Malaysia, 2006; Ong, Sharma, & Heskin, 2003).

Roughly, it can be concluded that soft skills are among the skills that are necessary in improving the performance of self-employment graduates to meet the needs not only in Malaysia but also globally. The increase in the total number of unemployed graduates is one of the issues that arise due to the lack of dominancy regarding soft skills elements. Thus, it is necessary to tackle this matter seriously. Since 2006, Malaysian Polytechnics have implemented the Soft Skills module T3410 as one of the programmes taught in preparation for the students’ practical training, MOHE (2005). 11

These skills are taught while the students are in the third semester. The objective of the soft skills module is to prepare the students with essential skills needed during their industrial training. The module emphasizes improvement of the students’ skills including positive personality, effective communication, good work ethics, working experience and report writing. The rapid growth of science and technology in Malaysia has changed the demand for graduates with strong soft skills. In 2006, the Malaysian Ministry of Higher Education (MOHE) directed all institutions of higher learning (IHL) to further enhance students’ soft skills through the “Kemahiran Insaniah” Curriculum in order to upgrade the students to meet the current scenario of competitive job market demand. Despite continuing efforts made to improve students’ soft skills, the industry commented that graduates had failed to master the soft skills needed in their employment. On top of this, efforts to improve soft skills among students will not be successful without a strong commitment and participation from the students themselves. This paper proposes a smart synergy model of smart tri-partite partnership among polytechnicsindustry-students in the industrial training program. The main aim is to create a Smart Tripartite partnership among polytechnic-industry-students to improve the students’ soft skills. This paper emphasises strategies to fill up the existing gaps in this matter. First, the trends of partnerships in industrial training programs among polytechnic-industry and students in Malaysia are analysed. Then feedback and issues gathered from the industrial training program by the Department of Civil Engineering, Politeknik Sultan Salahuddin Abdul Aziz Shah are also reported.

1.2 PROBLEM STATEMENT Despite all the encouragement and initiative that being implement by the private and government sector to prepare our students to face the challenges of industrial revolution 4.0, still lots of factors drag all the effort to square one. One of major problem that still cannot being

12

solve since the dawn era is communication problem among students, worker, employee, and community in general. From the data and statistical show that revolutionize on industries will bring great help on daily activities but still do not improve in their communicating and soft skill. According to Bank Negara Malaysia, the lack of idea and clarification from educator and industries to students and parents showed unprepared to join IR 4.0 (BNM, 2019). The interaction between human will getting lower if implemented IR 4.0 without proper preparation. (Tun Dr. Mahathir, 2019), say that why does many of graduate students still unemployed even there are many job vacancies out there. He continues saying that the one major cost that powering this problem is the candidates cannot communicate well. Thinking inside-the-box and incompetent thinking process, petty-mindedness, inability to solve problems and overcome major challenges also contributed to the poor education system. This is why COMBK idea is being brought. The main focus is to prepare students and employee or anyone who eligible to train and improve their communication set before face the real challenges. Compact with proper tool how to generate a good communication will help employee and fresh graduates. The Ministry of Higher Education (MOHE) has identified seven soft skills that should be possessed by all graduates as indicated in the Module for the Development of Soft Skills for Higher Learning Institution Malaysia, 2006 which include the skills for tertiary institutions need to inculcate among the local graduates: critical thinking and problem solving skills, communication skills, lifelong learning and information literacy, team working skills, professional ethics and morality, entrepreneurship skills and leadership skills. It had stated that most employees require workers to possess qualities such as good attitude, strong work ethics, and the ability to communicate well, a willingness to learn and to contribute new ideas. It has been acknowledging by the general consensus of Malaysian employers that Malaysian graduates lack the soft skills although are well trained in their areas of specialization (Nurita, Shaharudin, Ainon, 2004). Mismatches of qualifications with employers’ needs means that what is expected by the employers in the job market does not match (Kalaimagal and Norizan, 2012). The problem itself can be solve if proper channel and communication despite all training that the graduate take. They can handle and guide themselves to put on proper path. Various parties began to question the quality of education in the country as large numbers of polytechnic graduates were still unemployed and worked outside the field of studied. Some people blame their own graduates and some blame the polytechnics who do not think they are providing the curriculum that suits the employer's will and we might see the opportunity to developed a COMBK because we want to improve and generate soft skill among students. We 13

admit that some students have a good result but they still unemployment because employee more concern about soft skills which they want a graduates that more productivity, competitive, and dare to try something new so they can create fresh ideas. There are consequences if we do not develop something new such as COMBK is graduates can’t have a proper job, they will be less productive and passive which that is not what some of employee expected from fresh IPTA/IPTS graduates. ISE chief executive officer Stephen Isherwood said: “The pace of change in the workplace is ever increasing, so graduates need to ensure that they are developing the skills and abilities that will not only empower them to land the job of their choice, but also allow them to thrive as their career develops.”

1.3 OBJECTIVE The main objective of this project is to design website called as COMBk for student from IPTA and IPTS. The specific objectives of this study are: 1. To investigate the influences of perceived usefulness and perceived ease of use on intention on using COMBk. 2. To design and develop COMBk for Ungku Omar Polytechnic student’s sustainability 3. To implement COMBk to Ungku Omar Poltechnic student’s sustainability.

1.4 SCOPE OF THE PROJECT This project will explore the relationship between perceived usefulness and perceived case of use on behavioural intention to use COMBk. Which will apply in the Ungku Omar Polytechnic. According to Zikmund et al. (2013) , unit of analysis comprise of individual, household, organization departments, geographical area, or object that researcher intend to 15

investigate in this project. Therefore, the unit of analysis in this project will be lecturer in Ungku Omar Polytechnic in Ipoh, Perak. The justification of selecting the lecturer in Ungku Omar Polytechnic in Ipoh, Perak is because this website is proposed to be utilize at the first stage specifically in Commerce Department, Ungku Omar Polytechnic. First of all, the web that we developed required a skills, creativity, and I.T knowledge. This web is creating a solution for a students who always have communication problems that leads to unemployment. Beside, our web can be used by any lecturer as a references materials that make them easier and faster in E-learning which relates to Industrial Revolution (I.R 4.0). Our project required a low capital, low men-power, and low interact with people. Honestly, this is not cost a lot of money to developed the web because we only pay for utilities bill such as internet plans per month and electric bills. Beside, we did not hire skill full person who expert in I.T knowledge. We only use our own laptop as a platform to developed the webs. Therefore, three of us have good teamwork connection because each of us play their own role greatly and we can...
