The Chief of Medicine also known as the Chief Medical Officer (CMO) manages the day- to- day operations of the organization as well as making sure the staff and patients are appropriately cared for. The chief of medicine is typically a physician that holds the senior management title at a hospital or healthcare facility which is an executive role more so than a clinical role. The executive position provides clinical leadership as a liaison between medical staff and health management, utilizes a network of integrated approaches in quality and safety management, promotes coordination of the organization in operations, and provides strategic planning and development for population health management (Jahn, 2018). The CMO oversees operations ensuring patients receive the highest affordable quality healthcare, examines clinical operations to improve efficiency, and recruits and fosters the growth of new medical staff (Jahn, 2018). The CMO collaborates with staff members, physicians, and other department directors to ensure the maximum criteria of quality services delivered. A critical role for the chief of medicine entails being accountable for strategizing, developing, and implementing innovative clinic programs (Jurica, 2017). The execution of quality improvement effort is devised to enhance clinical performance and ensure compliance with HIPAA, Joint Commission (JACHO), and other federal regulatory accreditation guidelines. Evaluating the quality of services, proposing new practices or procedures, recommending clinical guidance to physicians,

developing budgets, and innovating policy changes are some of the expected day-to-day challenges for the CMO (topmastersinhealthcare, 2020). The CMO implements the electronic health record (EHR) in a well maintained and secure technology system (Jurica, 2017). They produce a competitive organization by establishing an atmosphere that promotes the development and implementation of innovative technology products and services. Utilizing the innovative technology system, the CMO can monitor “improvements,” and advise medical staff of regulations, acquire patient data, aide in the development of new procedures, treatments, technologies, and preventative medicine. The CMO blends the interests of the hospital and physicians while addressing population health management. CMO’s reduce clinical variability, promote culture of service, and advance organizations toward high reliability. The officer creates value through engaging physicians in outcomes, management, and through increasing their ownership of those outcomes (Alfarah, 2020). According to Alfarah, critical responsibilities include four aspects: improve patient care, better outcomes, lower costs, and improved clinician experience. The CMO ensures that physicians take the required processes to reduce deviations in practice thereby implementing compliance with guidelines and decreasing overall hospital stays (Sonnenberg, 2018). Their task includes obtaining significant IT resources the administration to support performance enhancement, value, and safety efforts for population-based health managing (Sonnenberg, 2018). Chief medical officers solve safety and quality issues with evidence-based order sets and IT solutions (Juria, 2017). The CMO must be able to grasp the medical analytics and metrics. Metrics are the backbone, best form of communication, and functionality of the organization allowing a concept to become a reality (Sonnenberg, 2018). It is the responsibility of the CMO to work closely with a chief medical information officer (CMIO)

to ensure data in the metrics is current, user-friendly, reliable, and pertinent (Sonnenberg, 2018). The electronic medical record (EMR) and the computerized physician order entries (CPOE) must facilitate accurate medical information that works and is user-friendly (Sonnenberg, 2018). The CMO is responsible for developing and managing the organization’s budget while aiding in the reimbursement process for services rendered (Sonnenberg, 2018). The CMO should recognize the compensation, reimbursement, incentives, and fair-market-value for hospitalemployed physicians, self-employed providers, or other groups (Sonnenberg, 2018). The chief of medicine offers clinical perspectives in financial decisions with department resources, purchases of equipment and technology, organization mergers, and other financing prospects (Sonnenberg, 2018). It is the responsibility of the chief medical officer to develop and manage an organization’s budget. CMO’s play an essential role in the success of a hospital or healthcare organization in cost- effectiveness, assisting the organization in avoidance of large fines and penalties while alerting the administration of questionable practices and possible audit alerts (Sonnenberg, 2018). The CMO uses innovative technology by engaging other physicians with the execution of the organization’s goals regarding anti- kickback laws and Stark laws (Sonnenberg, 2018). Costeffective analysis is extensively employed in healthcare and is an appropriate measure or resource allocation. While implementing technology, continuance in monitoring and evaluating modern technologies is critical in the cost- effectiveness process. The greater the cost of medical necessity and technology, the greater the expense for providers, consumers, and insurance premiums. Implementing a system that is a cost-effective and encourages cost-effective technology can be objective. Cost containment in innovative technology allocates an overall better healthcare system.
