What do these articles tell me about my policy issue?

The first article informs me about the new bill released to public schools in Texas. The new bill, Senate Bill 460, requires teachers to learn about and educate mental disorders to students and provide positive support. The second article informs me about how mental health was once overlooked, and how the Texas Legislature acted to improve care in mental health. There was also the passing of Healthcare Bill 10, which helped to enforce how health insurance plans also offer mental health besides general health.

3. What information is provided in the articles about the role of government in relation to my policy issue? In the first article, senators passed several bills such as adding requirements for teachers to be informed about mental health. In addition, the staff of the TCDD provided input to the Senate and House committees about Senate Bill 460. In the second article, the role of government involved with mental health included the Texas Legislature passing many other bills to improve mental healthcare.

What questions do I have about my issue after reading these articles?

Why was mental healthcare once overlooked in Texas even though Texas ranks very low? Why didn’t the Texas Council for Developmental Disabilities pass the Senate Bill earlier?...
