First of all, I would like to express my gratefulness because other friends and I could complete the given task within the time allotted. I also want to thank Mrs. Azura for giving us the trust and always giving guidance to us to complete this task. I will not forget my friends who also helped contribute ideas to complete this task and my family members who always support and pray for me. Finally, I would like to say that there are no secrets to success. It is all about preparation, hard work, and learning from failure. I hope this task can meet the criteria that Mrs.Azura asked.

INTRODUCTION

As we all know, the bibliography is a collection of publications that plays a crucial role in the organization of information and access to information in library science and information management. Bibliographic control in organizing or arranging documented material according to existing standards makes it easily recognizable and retrievable. Aside from that, bibliographic control is a method of collecting information that allows an individual to search for and obtain information at any time using a systematic approach. It's also a collection of operations aimed at compiling useful lists of different sources of knowledge. The main goal of bibliographic control is to create a comprehensive list of information sources to see what information is available and where it can be found. We need to control the bibliographic to make records and materials open to the public. It also will be a guide for looking for knowledge to make things easier. This control is a critical component of successful reference services. It also aims to encourage research, keep track of and extend human awareness, stop study replication, and promote international and inter-institutional knowledge trading and sharing cooperation. There were three types of bibliographic control. It includes Universal Bibliographic Control, National Bibliographic Control, and Bibliographic Control. The are several problems faced by bibliographic control that need to be solved, such as political stability, geographical problems, technical problems from the skills staff, economic problems, language problems, and publication availability.

IMPACT

One of the impacts of bibliographic control is the delay in enforcing the ICT. In many nations, information and communication technology (ICT) has yet to establish a foothold in libraries and information centers. In 2007, for example, Africa still had the highest concentration of countries with low ICT opportunities, as measured by indices related to ICT networks, education and skills, and ICT usage and strength. According to Eyitayo in2008, some ICT services, such as voice over IP, may still be blocked in Africa. It is also one of the limited programs. Even though VoIP is inexpensive, many African countries still have limitations on its use because their laws outright forbid it. Secondly, the impact is noncompliance by publishers and printers. Noncompliance by publishers and printers with deposit laws is common in many African countries, with South Africa being one. However, there is a Legal Deposit Committee and the Official Publication Deposit (OPD) establishment to ensure the availability of government publications, according to Fourie and Burger in 2007. There are concerns, however, that not all South African journals are adequately covered. Failure to comply with legal savings laws has been identified as an issue in many African countries, including South Africa. Similarly, the Publications Ordinance of 1950, published in1953, and the National Library Act of 1970, published in1973, made a similar stipulation that complied with Laverty. There is no solid machine for enforcing the statute, and many publishers, printers, and writers continue to be unaware that it exists. It leaves a hole in Nigeria's National Systematic Organization Bibliography. Finally, the effect is the absence of appropriate automation software. One impediment to the smooth operation of Bibliographic Control activities in Africa is the lack of adequate and suitable tools for automation and database organization in libraries. However, the suitability of each software depends on the type of library involved, such as unique, academic, state, public, private, or other types of libraries, and this will influence the software's collection. If this is not resolved, it will pose a significant threat to the library. The selection of appropriate software necessitates meeting specific requirements. The requirements are the organization's willingness to spend a substantial amount of money in ICT, available qualified staff, the number of libraries in a specified geographical region that have acquired the same software, and the suitability of the current building to accommodate automation equipment. These are some of the most significant roadblocks to a smooth bibliography.

RECOMMENDATION / SUGGESTIONS

To handle this impact, we need to digitize the printed materials. The first step for African countries is to digitize all valuable printed or written materials. It is significant because information and Communication Technology (ICT) has revolutionized the Printing Press in the same way that the Printing Press revolutionized Moveable Types in the sixteenth century. Only then can Bibliographic Control practices in African countries be wholly realized. African countries must rapidly adopt emerging technologies to forge ahead of the new global technological order. The printers and publishers, who create catalogs, indexes, and abstracts for all the works written, are another source of bibliographic control. These are usually sold to libraries, bookstores, and literary agents. Although this gesture is intended to promote the book trade, bibliographic control agents should not allow such an opportunity to pass them. They should act quickly to collect records that will help them comply with legal deposit laws They should also have The Union Catalogue's Development. Africa's libraries, such as those in Nigeria, Ghana, and South Africa, formed a partnership to produce the National Union Catalogue. In Nigeria, the National Library of Nigeria spearheaded this project to centralize all catalog entries for any book collected by all country libraries. Due to this lack of financing, many participating libraries refused to comply or collaborate with the project. COSALC (Coalition of South African Library Consortia) was formed on July 2, 1999, according to Fourie and Burger in 2007. Its primary focus was on the access to electronic information through the establishment of the national site licensing initiative (SASLI), as well as the promotion and sponsorship of national cooperative initiatives such as contributing to the South African National Catalogue (SACat) and inter-leading agreements, training, capacity building, coordination, liaison, and lobbying.

OPINION

In my opinion, we must concentrate on bibliographic control in every country in this new age. Some countries are constantly progressing, while others are being left behind. But one thing is clear: the lagging country has no choice but to catch up with the rest of the world. A nation must recognize that the more information it provides, the more data it receives, and the more information it provides on the internet, the more information it receives. As a result, the control of bibliographies of printed materials and publications from the national level to the individual level should be given much more importance. There must be a national collective. Personal knowledge that the information generated must be information preserved. Writers, printers, and publishers should be aware of the importance of compiling lists and having each work printed and published through awareness campaigns such as workshops, conferences, and seminars. And any savings regulations that are enforced would be happily, efficiently, and wholly followed.
