INTRODUCTION Bibliography control defines as the operation or process by which recorded information is organized or arranged and thereby made readily retrievable. The term covers a range of bibliographic activities, including complete records of bibliographic items as published, standardization of bibliographic description and the provision of physical access through association, networks or other cooperative endeavors. A broad term encompassing all the activities involved in creating, organizing, managing and maintaining the file of bibliographic records representing the items held in a library or archival collection, or the sources listed in an index or database, to facilitate access to the information contained in item. Bibliographic control is synonymous with effective access through bibliographies Bibliographic control is the process by which information resources are described, so that they are easily accessible for users. By creating a bibliographic record regarding an information resource, and then indexing it on a database or search engine, users are able to locate the resource and find out whether or not it is relevant to them. It comprises the creation, storage, manipulation and retrieval of bibliographic data. Bibliographical control enables users to become aware of what information is available and where it can be located

PURPOSE OF BIBLIOGRAPHIC CONTROL

1) As a guidance in information searching to facilitate searching. One of the purposes of bibliographic control is to be a guidance in information to facilitate materials. It is important for users to search for their materials. A guidance would be helpful, so that, bibliographic control appeared. Bibliographic control helps to locate materials, in terms of place of publication, location, in the library of point of purchase. The existence and identify of an information resource must be known before it can be found. For example, when you want to do assignment or study, being able to search for useful information that is relevant to your studies is one of the key skills that will improve quality of work. This helps provide students with information to enable completion of work, especially current information. Identifying the existence of all types of information resources as they are made available. The need for uses of any bibliography control is to help in location of material, in terms place of publication, location in the library. Plus, bibliography control assists the user in locating the existence of identifying a book or any reading material which may be interest to the reader. In library, bibliographic control aims to serve as a key or guide and also bibliographical details to the literature of subject, for it is an index compiled systematically. It is useful to a general reader and research scholar as well to keep track the materials. Users are able to locate the resource and find out whether or not it is relevant to them.

2) To promote cooperation in international and institutional information trading and sharing The next purposes of controlling a bibliography is to promote cooperation in international and institutional information trading and sharing. The national bibliography is an essential tool for selection and acquisition of materials and consequently, an important promotional tool for the publishing industry. International Federation of Library Association and Institution (IFLA) is the leading international body representing the interest of library and information services and their users. IFLA is an independent, international, nongovernmental, not-for-profit organization. IFLA has established good working relations with a variety of other bodies with similar interests. IFLA has proposed to UNESCO that one major policy need to be establish to create worldwide system aimed to control and exchange bibliographic information. The purpose is to make a basic bibliographic data on all publication in all countries are available and acceptable to all users in the world. National Bibliographic Control (NBC) is the process that involves collecting and cataloguing materials of the national value. The objective of national bibliographic control is the same applied to all countries in this world and also the requirements to reach the objective. National Bibliographic Control supports Universal Bibliographic Control (UBC) in many ways such as, improving and strengthen NBC, contribute to the nation’s own library and information work and also build up the national library and archival collection It helps to assist in promoting useful applications of existing knowledge and in making the applications which have been developed in one country, widely known to all countries. Bibliography control at a national level is the common goal of a institution. It helps to provide bibliographical control of vast mass of documents produced in conventional and non-conventional forms and by manual and mechanical means. For example, to control knowledge explosion. In addition, bibliography control helps to promote the use of books and other materials by the publications of subject bibliographies and author bibliographies in international level. Plus, it deals with whole range of bibliographies consisting of comprehensive, elective, current and retrospective ones. The objective should be that a set of bibliographies in a given subject taken together are able to achieve bibliographical control on each major branch of knowledge.

3) To provide access to documents or materials The other purposes of bibliographic control is to provide access to documents or materials in a variety of media to meet the needs of individuals and group for education, information and personal development including recreation and leisure. There should be many ways to find an item so there should be multiple access points. These access points should be consistent, which can be achieved through authority control. In well-established libraries, the online public access catalogue (OPAC) can give the user location information. OPAC provides name, title, subject and other useful access to these information resources. For example, a call number. Indirectly, it saves the time of the users by providing the comprehensive list of documents or materials. Plus, it helps to indicate whether the item is available. For example, there is an agency of bibliographic control called National Bibliographic Agency (NBA). It is an organization that is formed in the circumscription of National Library’s system. It prepares the authoritative and comprehensive bibliographic records for each new publication issued in the country. It is also providing quick and easy access to information contained in documents to user or scholar, to keep him update and also publishes those records as soon as possible in national bibliography. Bibliographic control enables user to discover the life-story of books as a physical object, in respect or its printing, paper and others aspects of gross body of book. It is important to ensure information resources are available and accessible to the public. In addition, bibliographic control is an important element for effective reference service because it contains a systematic list or enumeration of written works by specific author or on a given subject.

4) To record and to expand human knowledge To record and to expand human knowledge is one of the purposes bibliography control. Human knowledge is the ability to correctly assess the behavior or character of people based on a first impression. It can find on instinctive belief. It can contribute to the cultural development and enjoyment which are derived from records of learning and culture. Next, it is also help to learn of publications recording the developments in them of interest not only in their own countries but also the world. Quick and easy access to information is vital to development of various fields of knowledge. Bibliography control plays an important role to increase human knowledge and education. Knowledge in itself has no boundaries. Knowledge expands and it will keep expanding on its own but it will always bound in human form. Knowledge is a familiarity or understanding of someone or something, such as facts, information which is acquired through experience or education. Obviously, we can conclude that bibliographic control can increase and expand human knowledge indirectly....
