WELCOME Welcome to the University of Venda and to the study of Local Government Administration 1141/1541. I trust that you will enjoy the subject, but also that you will find it useful in your daily duties and preparation for career in the public sector as well as in the private sector and non-governmental organisations. The nature of activities in the new public service makes further studies essential for the establishment of efficient and effective management and service in the public sector.
MISSION STATEMENT OF THE SCHOOL OF MANAGEMENT SCIENCES The School of Management Sciences is aimed to be the centre of tertiary education in Economic and Management Sciences for rural and regional development in Southern Africa. In line accordance with the mission and vision of the comprehensive University of Venda, the School of Management Sciences offers a range of academic and career-focused programmes in the Economic and Management Sciences that promote rural and urban development in the South African region using appropriate methodologies and research. It is in line with institutional values of quality and excellence, accountability, transparency, integrity, respect, diversity, and social responsibility and community engagement.
MISSION STATEMENT OF THE DEPARTMENT OF PUBLIC AND DEVELOPMENT ADMINISTRATION
The Department of Public and Development Administration’s aim is to teach, to do research and to be at the service of the community in which we operate. Our mandate is closely aligned with the University of Venda and the School of Management Sciences, namely to be responsive to fulfill the development needs of communities in the region by using appropriate learning technologies and research.

MODULE CONTENTS The contents for Local Government Administration 1541 are as follows:
UNIT 1 Concepts in municipal administration UNIT 2 Municipal administration and management UNIT 3 Place of municipalities within the South African context UNIT 4 Environnemental influences on municipal management UNIT 5 Creation of municipalities UNIT 6 Structures of municipalities UNIT 7 Functions of municipalities UNIT 8 Municipal rule-making(legislation) UNIT 9 Municipal rule application (execution) PURPOSE OF THE MODULE The objectives of the module are to: Provide guidance to learners/candidates on municipal government and administration Provide basic knowledge, understanding and insight into municipal government and management/administration Provide some legal knowledge on the requirements as set out in legislation dealing with municipal government and management/administration thereof in practice Provide basic concepts regarding municipal government and management/administration and the application thereof in practice LEARNING OUTCOMES The outcomes of the module are to ensure that learners/candidates will be able to: Understand and read relevant municipal legislation Apply legal requirements to municipal government and management/administration Function within a municipal environment Apply local government knowledge in the community and elsewhere Advise elected representatives, appointed officials and the local community on municipal matters To analyse the role of the institutions for supporting democracy in South Africa To explain government’s role in service delivery To identify and discuss alternative service delivery mechanisms To discuss privatization as an attempt to improve public service delivery

The semester mark for Local Government Administration 1141/1541 is calculated by using your marks for the tests, assignment and a group assignment. You should obtain a minimum average of 40% for this module in order to gain examination admission.
Your semester mark, together with the examination mark, determines your final mark. A good semester mark will be to your advantage. The final pass mark is 50%.
The examination for the module Local Government Administration 1141/1541 consists of one paper of three hours.
