BARANGAY 06 POBLACION OFFICE OF THE SANGGUNIANG BARANGAY Minutes of the 2nd Semester Barangay Assembly of Barangay 06 Poblacion held at the Barangay Covered Court on October 27, 2020 at 3:00 in the afternoon. Attendance Sheet: See attached Attendance Sheet The Barangay Assembly was called into order by the Punong Barangay Roberto C. Padacao. The opening prayer through a canned video presentation followed, then the singing of the Philippine National Anthem. The Punong Barangay asked the Secretary to Call the Roll of Attendance of the Barangay Council and the General Assembly. The Secretary reported that all members of the Sangguniang Barangay were present and members of the Barangay Assembly coming from various puroks were also present and were acknowledged. The Punong Barangay delivered his opening remarks stressing the importance of having this Barangay Assembly. He also thanked everyone present for spending their time in listening to various issues heard and tackled in the Barangay Assembly. After which, the Secretary read the message of the Secretary of Interior and Local Government Eduardo M. Ano to the barangay assembly. Punong Barangay Roberto C. Padacao delivered his State of the Barangay Address. He stressed out his major accomplishment for the FY 2020. He boasted that the Cultural Stage in the Barangay Plaza is nearly finished and that continuing implementation and construction is going on to finish the project. He also informed the assembly that the construction of CR in the plaza will soon be implemented so that it would not be a burden to the female residents who are using the plaza in looking for comfort rooms. He also asked for an apology to the families of the dengue victims in the barangays but rest assured that the Council did their best to control the spread of the virus carrying mosquitoes. The Council did their best, adheres to the 4:00 o’clock habit of cleaning. The barangay council spearheaded in the clean-up drive activities. He also informed the assembly that the Council is doing its best to finally get the certification for a Drug-Free Barangay. He also informed the council that the barangay has now an updated sex and age disaggregated data through the continuous support of the Barangay Health Workers. The Barangay Tanods also were sent for a training to capacitate them with necessary skills. He also boasted that for the first time and finally the barangay enrolled in the Philippine Government Electronic Procurement System (PhilGEPS)

where the previous administration did not look into consideration the necessity of such enrolment. He also encouraged everyone to participate and actively join in all barangay activities. He also warned residents about his strict adherence to anti-road obstructions policy of PRRD. He bragged about the functional Public Address System of the Barangay and newly purchased DRRM equipment of the barangay. PLt. Ruben Caspe followed the State of the Barangay Address. He talked about the new ordinances that are being implemented in the municipality. He also talked about the road clearing operations done to avoid road obstructions. He also warned minors not to use motorcycles because they reprimand them. Also, they talked about the curfew ordinance and encouraged the barangay to have one. He also stressed that police visibility and presence of roaming police officers will be an ordinary situation in Taft to prevent the deterrence of crimes. Most of the crimes were motorcycle accidents according to him. Ms. Ruby D. Ultra talked about the Solid Waste Management Program of the municipality and encouraged all residents to segregate at source to lessen the problem on solid waste. She informed the assembly that the municipal government is serious on its campaign on eliminating or minimizing solid waste. FO2 Pelicano talked about fire safety tips. He also encouraged the barangay residents to regularly check their electric connections since the root cause of most fires are faulty electrical wirings. They also reminded that since Christmas season is approaching, use of quality Chritmas lights is advised. Everyone is discouraged to light candles at home for the All Souls Day and All Saints Day, to lock their homes to avoid discomforts. Hon. Milagros A. Achay talked about the accomplishment of the barangay council on matters pertaining to solid waste management. That according to her, the barangay has amended its Ordinance on Ecological Solid Waste Management and whoever will be caught throwing garbage on streets and creeks will be punished accordingly. She proposed to the Council not to issue Barangay Clearance and Certifications to violators. Hon. Elmer C. Araya talked about the accomplishment of his Committee. That they spearheaded in the 4:00 o’clock habit in cleaning the community. He also went house-tohouse visits to encouraged everyone to clean their houses to eliminate dengue. He also accompanied the Dengue Task Force during the fumigation in the barangay and assisted patients to the hospital. He also monitored the operations of the Barangay Health Workers of the barangay. Hon Eva Afable reported that there are only 10 (ten) houses who were not able to produce comfort rooms, and thus the barangay is talking to this people on what intervention the barangay could do to them. Target of the Committee to finally get the certification of ZeroOpen Defecation Barangay at the end of the year. Hon. Brian A. Cebreiros reported to the assembly that the Barangay Tanods are mandated to roam around the vicinity of the barangay at night. Also, he also make sure that street lights are functional to provide a safety and secure barangay roads at night. According to him, he made sure that the procurement and delivery of electric bulbs were up-to-date. And that, he personally do some of the maintenance of the street lights. He also warned those teenagers

who are drinking along the streets and in public places to refrain from doing so because the Council has amended its Ordinance on Anti-Drinking of Liquor in Public Places. Hon. Iris C. Cemanes reported that No-VAWC related case has been filed in the barangay to date. That her committee did not receive any reports on violations that had endangered our rsidents. Hon. Thelma A. Docena encouraged the community residents to help her in her committee. She stress out the importance of urban gardening. She even said that she is willing to give vegetable seeds out from her own pocket to those individual who will plant vegetables since the barangay has no vacant lot for planting. She also maintained a database on the Agriculture industry of the barangay and thus to keep it updated, everyone if enjoined to report to her. Hon. Lilia A. Coso, through her Education Committee announces that there is an increasing number of day care students, a sign that early childhood education is becoming a necessity now. She also stressed out that the barangay will give Certificate of Recognitions to those individuals who will successfully hurdle in the board examinations to honor your achievements through resolutions. Refreshments has been served while waiting for queries from the general assembly. There being no question, the moderator finally called Hon. Milagros A. Achay. Hon. Milagros A. Achay finally delivered her closing remarks. The Barangay Assembly has been adjourned upon motion of Hon. Iris C. Cemanes and seconded by Hon. Eva A. Afable.
