Pillars of Emergency Management: Part 1 Introduction There are two schools of thought about how many distinct pillars there are, but commonly it is thought that there are four: -
Preparation (Preparedness), Mitigation, Response Recovery
Preparedness: Actions taken prior to an emergency or disaster to ensure an effective response. These actions include the formulation of emergency response plans, business continuity/ continuity of operations plans, training, exercises, and public awareness and education. Examples of Preparedness Measures -
Would be public information sessions, poster programs, organizational training, testing, evaluation and exercising of developed plans.

Mitigation: Actions taken to reduce the adverse impacts of an emergency or disaster. Such actions may include diversion or containment measures to lessen the impacts of a flood or a spill Examples of Mitigation Measures -
Would be flood evacuation preparedness including boats and rescue equipment; engineering of structures to withstand wind forces and water damage (including storm surge); removing bushfire ‘fuel’ (rubbish, branches, leaf litter) from around structures.
