Introduction 1

In the increasing era of the smart and fast world, thanks to Network and the advanced technology many great achievements can be reached by the mankind. From the stone age to the 21st century there have been a lot of ups and down in mankind. The span of new ideas and quicker technologies are the one which keeps mankind alive and ahead of any living being and to surpass other living being in this world. Since talking about tech and network human created network combining with different technology to communicate in less time and effort through any obstacles and distances. Growth of network combines humankind to be together in this great world. To know things in less time and to react to those things in less time is due to the help of advance network which we call Internet today which plays vital role in every individual life today. Today Internet is provided by many service providers known as ISPs. They provide internet to many small ISPs who provide the cable of internet to everyone houses, companies, organizations, schools, hospitals and in many fields and help managing. But in 2014, a question arises that the Internet which is everything in todays date is it neutral to everyone is it not discriminating the small and benefiting the bigger ones? From where the actual concept of Net neutrality starts. Net neutrality is the concept of prioritize every aspect in the Internet equally and provide bandwidth to either small or big companies website, apps, system that runs on the Internet equally. For an example if a startup website which contain less resources in it is launched in the Internet then their content should not be discriminated and give less priority in front of the big companies which are already established. All content and the services should be treated equally is the main concept of net neutrality.

2

Before Net Neutrality

Before the concept of net neutrality there was no neutral way to treat the usage of the internet, Internet was govern by the ISPs and what ISPs think fine and profitable they do so. Before the concept of net neutrality many bigger companies like Google, Facebook, YouTube, Netflix other many more companies pay more so that they have smooth and fast bandwidth usage so that their customer gave them good response and feel good. Those companies which pays more get more priority in from the ISPs. This leads to the end user paying more whether it is directly to the ISPs or to the Apps ,websites to stream their content smoothly and faster than other .Bigger companies which were already established now started to grow their business by not letting startup have their feet on the Internet and to compete with them which makes companies like Google, YouTube, Facebook, Netflix and many more to continue to have peaceful earning without the risk of having any sudden competitor in the market. After observing these the concept of Net neutrality was started in practice in many countries and began to follow strictly.

Advantages of Net neutrality

Benefit of Net neutrality are many more. There was a hope to new companies who are trying to keep mark on the Internet and remain forever and challenge the big existing companies. Startup companies are starting to grow and earn money by promoting potential customer to them. ISPs started to follow the rules and started to treat every content equally and the End user are getting less trouble of the up/down speed rate as before. There are no restrictions on the people for using internet or browsing any content in the internet except what government decides. End users were happy to stream any content in the internet as equally and in the same price to all browsing. As this concept brings many advantages to the startups and to the users but this concept also came up with some disadvantage and unfair facts in the Internet society.

4

Disadvantages of Net neutrality

The companies which was popular and was frequently used now need to pay as equal to the startup companies which reduced the overall income from the Internet uses limits. This concept also favors the bigger companies because they now not require paying extra to stream their content on the Internet to ISPs. The bigger companies now having huge advantage by paying less for the bandwidth. People favorite website containing high bandwidth of data are now sent at the same rate as the unpopular ones by which now new concept of the bandwidth speed system of Internet payment method was introduced which gives the user quality of speed that they require as they pay. Since the high range of data and the low range of data are now send at the same rate now the start of data traffic problem started to begin. ISPs started to invest more in their physical wires and started to get loss in their revenue. Internet speed started to suddenly become slower due to data traffic. As seen in today’s date the concept net neutrality is still not being in use in many Developed countries because this concept is a huge debate able issue till now. Many developed countries like Argentina, Belgium, Brazil, Canada, Chile, China, France, Israel, Italy, Japan, Netherlands, Russia, South Korea, and Slovenia is without net neutrality enforcement. Many countries are planning to stay as the law of their communication is and many countries are planning to change the law to keep neutral.

5

Net neutrality in context of Nepal

In context of Nepal, Net neutrality is condition is not so good. In Nepal internet is controlled by the government and telecom companies. In developing countries like Nepal net neutrality is very important, not having it is the great disadvantage to every user in the internet society. Many aspects of the Internet are controlled and preauthorize according to the ISPs and the government itself. Relating to the facts, once Ncell the one of the big private telecom company violated the rule of net neutrality by providing free Facebook offer from February 15, 2017 for a certain period through their network. Why any company would provide their services for free was a trending question. Is it because they wanted to gain growth in users counts in that certain time or they might possibly have a good business terms with Facebook to do so? After having various pressure of the violation of net neutrality the company closed their services. But users were not happy with that and started to criticize Ncell. But seeing the massive positive results Ncell Not caring about the net neutrality rule again started another similar offer with the two big companies Wikipedia and Twitter. Many users were happy because they were huge apps and website from which users can get any research medium articles and trending topics in the environment at any time they need and at free of cost. The offer lasted for a year and was stopped from March 25, 2017. After some analytics done with these free plans Ncell might have lost some revenue out of their free plans.

6

Government violating net neutrality

In Nepal, government is also violating the net neutrality concept by providing more than 400 website services high priority and free on Nepal telecom network. By blocking some facts from the internet by not being transparent. Because of which Government and Public relations are not too strong regarding the content that have been hidden by the government. Many artist contents are rechecked by the government and can also be blocked if government seems it unnecessary for the public. In developing countries like Nepal there need to have a strict Net neutrality rule so that the startups can make change to get bigger and grow in the international context. If Bigger companies changes the environment of the Internet being neutral than discrimination is done to the smaller companies who are not being able to promote their startup and innovations in the growing and challenging market.

7

Conclusion

Since there are many right and wrong facts regarding this concept, overall world started to adapt the concept and supported the free Internet services. Every country those who have adapt should follow the Law strictly so that there is no discrimination done to any aspect to harm other and to gain profit by illegal way. Every person has right to upload their blogs, vlogs or any content that they want to from without discriminating their religion, race, gender or from any places. The ISPs cannot detain their content, or the government cannot detain their content and ignore their effort to grow using internet. The open internet allows people of any color to tell their own stories and organize for racial justice. When activists can turn out thousands of people in the streets at a moment’s notice, it’s because ISPs aren’t allowed to block their messages or websites.
