Lesson 1. The Community

Learning Module on National Service Training Program 2

Lesson Objectives: At the end of this lesson, you will be able to:    

create a vlog that reflects the Vision and Mission statement of the school and the community, recognize the community of Calamba City as a thriving city and its characteristics, apply the knowledge in this module to the society and in its members, and appreciate the relationship of the community towards the youth as nation builders.

Discussion: Definition and Subject Matter: What is a Community? A community is a place where one lives, works and plays. It is also used to refer to some subgroup as in “a community leaders” or “a community scholars”. It is a social organization that is “territorially localized and through which its members satisfy most of their daily needs and deal with most of their common problems” (Olsen 1968:91). It can be also viewed as a process of movement towards unity in the system of social life, an ongoing movement which is never completed or finished (Martindale 1984:11). In the context of our nation’s setup, community is a localized group, whether the term is used to describe a neighborhood, barangay, a town, a city or a nation. There are also communities within a community. They vary in many ways: in size and population density, in occupation and specialization. Some barrios may be small in terms of population due to the geographical location, economic activities and transportation accessibility. In the other way around, some are large due to the same reasons mentioned and they are highly specialized, while others perform multi-services to the inhabitants.

Calamba City: Your Main Community - Your Responsibility Calamba City Mission

Learning Module on National Service Training Program 2

DEMOGRAPHIC DATA Historical Background In the early days, Calamba was just a part of Tabuco, now known as Cabuyao. On August 28, 1742, Calamba became a pueblo, separating it from Cabuyao. Progress set in and since then development started to flood in continuously. Calamba became a component city on April 21, 2001 by virtue of Republic Act 9024. According to a legend, the word “Calamba” was taken from the phrase “kalan-banga”. Kalan-banga was an earthen jar being carried by a young woman whom a Guardia Civil stopped to ask for the name of the place. Mistakenly thinking that she was being asked what she was carrying, she answered “kalan-banga”. Later on, Kalambanga was shortened to Calamba. Geographic Location and Topography Calamba is bounded in the east by Laguna de Bay, in the north by Cabuyao, in the south by Los Baños and in the west by Sto. Tomas and Tanauan in Batangas. Only 54 kilometers away from Metro Manila, the city is a haven for industries, hence the influx of migrants. Considered as the heart of CALABARZON (Cavite, Laguna, Batangas, Rizal, Quezon) due to the numerous number of companies housed in its area, Calamba is the premier industrial hub outside of Metro Manila. Legal basis of creation / date of approval: Governatorial Decree/August 28, 1742By virtue of Republic Act 9024 signed into law by President Gloria Macapagal-Arroyo on March 5, 2001 and strengthened by a plebiscite held on April 21, 2001.

Rural and Urban Community Communities are usually classified into rural and urban. Rural communities can be and often small. Usual economic activities are primary sectors such as fishing, farming, forestry and supplemented by cottage industries. In urban areas and communities, it may be a city or an area that resembles the features of a city, which is relatively large, dense, and permanent settlement of socially heterogeneous individuals. There are always occurring challenges in both communities. These challenges may come due to an effect from its inhabitants from political, economic and social activities.

The Self in the community The individual must necessarily be a part of the community because the human character is fulfilled in the social context. Social life is the source of satisfaction of psychic aspect of being a person, thus, Man is called a social being. The sense of belonging on the part of the individual is in sharing the culture of society with the community.

Ascribed and Achieved status

Learning Module on National Service Training Program 2

Ascribed status is assigned to a person by the community without regards for the person’s unique talents or capacities. Achieved status comes largely through our own efforts and achievement as is.

The Current Scenario in our Community Three (3) current problems affecting us in the community: 1. Environmental problems 2. Economic problems 3. Social problems 1. Environmental Problems Alarming Waste Problem in the Philippines The Philippines is looming with garbage problems despite the passage of the Ecological Solid Waste Management Act or the Republic Act (RA) 9003. 2007 first quarter data from the National Solid Waste Management Commission shows that there are 677 open dump sites, 343 controlled dumps, and 21 landfills in the country. An additional 307 dump sites are subject for closure or rehabilitation plans but without definite schedules for enforcement. About 215 additional landfills are being proposed to be set up nationwide. Mismanagement of waste has serious environmental consequences: ground and surface water contamination, local flooding, air pollution, exposure to toxins, and spread of disease. Many of the disposal sites contain infectious material, thus threatening sanitation workers and waste-pickers. People’s Behavior towards Waste Behavior is a key cultural aspect that is embedded in people’s way of life. Studying a community’s behavior and introducing new ones requires intensive, long-term, and creative social marketing. This can be done by studying the demographic and cultural fiber of the community through immersions and capacity building activities. The Resources, Environment and Economics Center for Studies, Inc.’s (REECS) 2002 study on household waste management systems and the attitudes and behavior showed that: 1. Waste management is still perceived by many as the responsibility of government. 2. Public participation in waste management, especially in segregation at source, remains limited. 3. More extensive awareness- raising activities and training on ecological waste management are needed, together with stricter enforcement of the Law and local ordinances must be observed.

Learning Module on National Service Training Program 2

4. There is lack of community empowerment and political will to resolve the problem. Recognizing the importance of the environment’s immediate recovery and effects of improper waste management to the Philippines, there is a need for understanding and reformation of attitudes and concern towards the protection of environment. The impending garbage crisis can be prevented if we only practice waste segregation at source, recycling, and composting as what the law requires. An intensive social marketing program has to be established on a long-term scale within a barangay – the smallest unit of the local government. 2. Economic Problems • high population growth • unequal distribution of wealth • poor performance of the agriculture sector of the economy. 3. Social Problems • Corruption • Poverty • Overpopulation • Child labor (a form of child abuse) • Lack of adequate health care services • Terrorism • Prostitution • Unemployment There are eight major steps for guiding students through the process of Community Problem Solving: 1. Taking action. 2. Selecting problems. 3. Investigating. 4. Planning actions. 5. Exploring community concerns. 6. Assessing and developing student skills.

Learning Module on National Service Training Program 2

7. Developing visions of a sustainable future. 8. Evaluating actions and changes.

Lesson 2. Social Mobilization

Lesson Objectives: At the end of this lesson, you will be able to:  

create a VIDEO INFOGRPAHIC highlighting the community’s accomplishments, enumerate the steps and benefits of social mobilization, and discuss the advantages of community mobilization.

Discussion: SOCIAL MOBILIZATION is an approach wherein the community participation is very essential. It uses deliberate participating processes to involve local institutions, local leaders, community groups and members of the community to organize through concerted efforts toward a common purpose.

Learning Module on National Service Training Program 2

This is also process of capability-building of a deprived community to enable its people to plan, manage and control their own development program. It emphasizes self-decision of the concerned community, self-initiated development efforts as well as self-capacity-building, empowerment of the powerless, organization of the unorganized, and awareness by the unaware which are the major elements of social mobilization and which are the concerns of the NSTP. (Abhiyan,2004) COMMUNITY MOBILIZATION – is characterized by respect for the community and its needs. COMPONENTS OF SOCIAL MOBILIZATION The Social Mobilization’s concept is mainly based on the development approach to empower the deprived and poor people of rural areas well as urban areas towards improving their position and condition in life in a sustainable way. It is basically guided by the following components which have an impact on the lives of the people in the community directly or indirectly: 1. To achieve GROWTH in the physical, intellectual, volitional and moral capabilities of the deprived people as persons. 2. The complementary component is EMPOWERMENT of deprived people through strengthening of their collective capabil...
