Michael Campos English 201 Argumentative Essay Outline The Problem of Homelessness in Los Angeles County A. Paragraph 1 Introduction: a. The problem of homelessness has always remained as a major obstacle for social developments in virtually anywhere in the world. Although it is a problem that can never be fully solved, something has to be done to improve the situation of poverty in the county of Los Angeles. b. Currently, poverty in certain communities within Los Angeles have contributed to safety concerns and many other negative outcomes in regards to city management. c. These series of issues make us wonder what kind of policies should be implemented to improve the overall satisfaction of our residents? Thesis Statement: The County of Los Angeles should properly address the issue of homelessness in various communities. Since a lack of efforts has been demonstrated in the past years, government bureaucrats should further implement regulations on gentrification con ducted by enterprises by eliminating such housing projects. B. Paragraph 2 1. Recently, due to the rapid development in real estate, many people have lost their homes due to inability to pay off their mortgages. a. As many investors and enterprises aimed to gentrify various communities across Los Angeles County, poor people who originally lived in those areas were being forced to move away. b. As recent statistics have demonstrated, Los Angeles’ homeless population has raised to 23% despite continuous efforts in placing poor people into public housing. c. This negative outcome is mostly contributed by the lack of affordable housing options provided for low-income households. d. Additionally, Through rent subsidies, new construction, and rising price, many people suffered economically despite social welfare programs who resulted in the rise of homeless people overall despite intensifying government effort to regulate private sectors.

e. According to Los Angeles County Supervisor Janice Hahn, “It is clear that if we are going to end the homeless crisis, we need to stem the overwhelming tide of people falling into homelessness.” f. Furthermore, Federal government has also cut down financial support for many low-income families make their economic situations harsher than ever before. g. Therefore, solving such major problem is definitely not going to be an easy resolution. h. Transition to Main Point #2 C. Paragraph 3 1. Response from the government officials/bureaucrats of Los Angeles County has not been effective. Also, new regulations and policies implemented did not properly address the issue of homelessness. a. To start off, California lawmakers don't realize the significance of a housing affordability crisis. b. Mere efforts were made such as California legislators trying to authorize a handful of bills aimed at increasing the number of homes. c. However, through increasing the number of homes is simply not enough to reduce homelessness in the city. They have only scratched the surface of the problem. d. This year, legislators have attempted to shun the controversies involving increase in housing supply by overhauling on the topic of taxation and environmental concerns. e. As a result, population of homeless people in the County of Los Angeles showed slow or no improvements overall. f. Transition to Main Point #3 D. Paragraph 4 1. Lastly, the government officials of Los Angeles County must act now to further prevent the ugly face of homelessness a. According to the independent Legislative Analyst's Office, “Over the last three decades, the state would have needed to build millions more new homes — including more than a million in Los Angeles County alone — to keep housing prices in line with the rest of the country.” b. This quote further demonstrates the urgency of the problem. c. Some possible solutions can be imposed such as providing a broad option of social welfare programs aim to fit the needs of families facing various obstacles both economically and socially.

d. Public housing projects to reintegrate them back to the society and further avoid gentrification and construction projects. E.
