It is not relevant to the topic. 2-3 sentences or more for thesis: Directly answer the prompt, include your evidence, and a statement about how/why regarding your evidence. (Note: The how/why is your level of reasoning that if you look on the rubrics for both the DBQ and LEQ, has to be included in thesis.
