REACTION PAPER RAY CONLEY CASE AND CABINET CRISIS OF 1923

Between 1922 and 1923, Dr. Jose P. Laurel received the highest honor from Yale University and a degree in Doctor of Civil Law from the same university. After receiving these two awards, he return to the Philippines and got appointed by the Governor-General of the Philippines, Leonard Wood as Undersecretary of the Department of Interior. The preceding year, 1923, Dr. Jose P. Laurel was promoted as the Secretary of the Department of Interior. In 1923, the Ray Conley Case and the Cabinet Crisis happened. The facts of the said case are as follows; Ray Conley was an American Detective that came from the US in 1912; he became involved with bribery and drugs and offenses of falsification. With him involved in some offenses or violations, it leads to charging him with criminal and administrative cases by Manila Mayor Ramon Fernandez. At the trial of Ray Conley, Jose Laurel, which is the secretary of the interior at that time, has responsibility for the case. After the trial, Ray Conley was acquitted of his criminal offenses. When the decision has been made, Jose Laurel and Manila Mayor Ramon Fernandez both agreed to have an administrative investigation for the administrative cases against Ray Conley but Governor Wood intervened and formed

his investigation panel. After the investigation, the panel dismissed the administrative cases against Ray Conley. Due to said decision, Governor Wood directed Jose Laurel to reinstate Ray Conley and ordered the payment of his back salaries. However, Jose Laurel did not like what Governor Wood did in favoring Ray Conley. Because of this, Laurel submitted his letter of resignation to Governor Wood. Laurel directed Manila Mayor Ramon Fernandez to reinstate Ray Conley instead. The Manila Mayor refused and likewise tendered his resignation. When Governor Wood received the resignation letter of Jose Laurel, he did not accept it because according to him he needs Laurel’s credentials and skills. Governor Wood then called Laurel to convince him not to resign. Although Laurel is indebted to Governor Wood, Laurel did not give in to the request of Governor Wood because he did not want to tolerate and be a part of the abuses committed by Governor Wood and Ray Conley. After Jose Laurel’s resignation, all Filipinos who are part of the cabinet likewise resigned. After his resignation, he returned to the practice of law. While engaging in the practice of law, he had Japanese nationals as clients. Because of this, he got connections with different Japanese personalities and he also sent some of his family members to study in Japan. Laurel’s decision to resign despite the request of Governor Wood to stay, showed laurel’s love for the country. The said characteristic is no longer possessed by some politicians nowadays. As politicians now are only interested in advancing their vested interest by enriching themselves through graft and corruption. It is the root cause of poverty in our country. To regain our country’s lost glory and to attain changes and progress we need to emulate the likes of Laurel and our heroes of yesteryears. We should start by patronizing our own products and local artists instead of patronizing other foreign products and artists like k-pops, k-dramas, etc. We should also be wise in electing our government officials by electing only those who possess the characteristics of a good leader who could lead us into a better future. We should also stop thinking only of ourselves but we should instead desire to help our countrymen. If we could do all of this, all the sacrifices done by the likes of Jose P. Laurel will not be wasted and we can be sure that our heroes will be turning in their graves not because of shame but because of joy....
