Task 1: Annotated Bibliography Research Question: Should whistleblowers be protected by the law for reporting crimes and illegally activities? Thesis Statement: Whistleblowers should be protected by the law, because they are honest and honorable, they report crimes that the government and companies are committing, and they want to protect everyone from these crimes. Annotated Bibliography Sources: 1. U.S. Securities and Exchange Commission, (2016, February). Information on Whistleblower Protection Act and Whistleblower Protection Enhancement Act. This website/source explains the Whistleblower Act and how it protects whistleblowers and what it covers. It states that a federal agency violates the Whistleblower Protection Act if takes or fails to take or threatens to take a personnel action with respect to any employee or applicant because they disclosed a violation of the law. It also lists out the executive orders and the different sections of the order and what each section covers. This website explains the laws that protect whistleblowers and also has government links to fill out a complaint form and who investigates the allegations. This is a very credible website/source because it is a government website of the U.S. Securities and Exchange Commission and it only explains the law and its protection. This website/source will be used to discuss credible research about whistleblowers and how whistleblowers are honest and honorable and deserve the protection by the law. 2. NWC, National Whistleblower Center, (2021). How to Stop Retaliation. This website/source explains the best practice for whistleblowers to safeguard against potential retaliation because they are often retaliated against somehow. The best way to stop retaliation is to prevent it from happening. It also contains whistleblowers stories, helpful links to confidential intake forms and a find an attorney page. It also explains how whistleblowers can protect themselves and things to avoid and it also contains resources for whistleblowers to use for both corporate and federal employees and how to educate them. This is a credible source because it a national website that accepts complaints. This website/source will be used as a credible source to explain retaliation and how to fight against it. 3. United States Department of Labor, OSHA, (No Date). Whistleblower Laws Enforced by OSHA. This website/source explains how OSHA’s Whistleblower Protection Program enforces the whistleblower provisions of more than 20 whistleblower statues that protect employees. It also explains protection from workplace retaliation. It explains what retaliation is and what an adverse action is. It also explains weather temporary workers are protected as well and even provides examples of retaliation. It also has a section on how to file a whistleblower complaint with OSHA, which includes time limits, ways to file, helpful information and the procedures of a complaint. A section that explains retaliation protection by subjects, like employee safety, transportation services and environmental protection, etc. It also shows how to create an antiretaliation program, five key elements. This is a credible website/source because it’s a

government website, it’s an OSHA website through the Untied Stated Department of Labor. It is not written by an individual and it only follows the laws. I will use this source to help explain how whistleblowers are important and how they are protected under OSHA for these complaints. 4. WoA, Whistleblowers of America, (2021). United in Seeking Justice by WoA. This website/source explains that WoA, Whistleblowers of America is a nonprofit organization assisting whistleblower who have suffered retaliation after having identified harm to individuals or the public. It explains what whistleblowing is, and how they are everywhere and can be anyone who sees wrongdoing and speaks out to stop it. It explains who a whistleblower is and what they do, how you can help and why you should care. WoA is here to help change all of that. Their primary mission is to provide evidence-based peer support that matches mentors and mentees who follow a WoA whistleblower strategic plan designed to reduce the stress. WoA provides services that include, media engagements, peer 2 peer support, and mediation services. This website/source appears to be credible, because it seems like it is only there to help, you are able to donate to the organization however it is a nonprofit organization looking to help people do the right thing. I will use this source in my research paper to explain that there are people everywhere and anyone can be a whistleblower and do the right thing. 5. IRS, (01-Oct-2021). Whistleblower Office. This website/source explains and provides information from the IRS Whistleblower office. It explains how the IRS will pay money awards to eligible people whose information is used by the IRS. It usually pays the person somewhere between 15 and 30% for the money collected based on their information. This site provides links on how to submit a claim, claim eligibility, what the rules are for getting an award, reports to congress, and more information, which includes the whistleblower law. It also includes news from the whistleblower office which provides other information and important provisions to the laws. The credibility of this site is great because it is the IRS website and is a government entity which provides information on whistleblowing specifically for IRS issues. I plan to use this website for my research paper because it is very credible and it provides a point of view from the IRS about whistleblowing and will prove to be very useful. 6. U.S. Department of the Interior, (no date). Employment Law. This website/source provides information and explains whistleblower protections. The attorneys in the employment and labor law unit (ELLU) provide advice and guidance to the Department of Interior manager and supervisors on whistleblower protection laws. It also defends against claims of retaliation. It explains what whistleblower retaliation is and how congress passed the Whistleblower Protection Act of 1989 (WPA) which protects federal employees that report a violation of the law. It also explains how a whistleblower proves retaliation, which means they reported something and now are being treated differently by lack of promotion, being demoted or threatened and harassed. There is also a section about appeal rights of whistleblowers who allege retaliation. It explains that the Merit System Protection Board (MSPB) has jurisdiction to adjudicate whistleblower appeals. This is a very credible source because jit is the U>S> Department of the Interior which is a government website that explains the laws and provides help to whistleblowers. The Department of the Interior has been in existence since March, 3, 1849. I plan to use this website on my research paper because of its credibility and the information provided.

7. HAGENS BERMAN, (2020) Whistleblower. This website/source explains how they are among the largest plaintiff-side law firms in the world, with decades of experience filing and prosecuting cases on behalf of whistleblower in False Claims Act qui tam litigation. They explain how they only represent whistleblowers and does not represent corporate or other business interests; they represent whistleblowers who challenge them. They explain how their law firm is different and their case overcome the odds. They go on to say that more than 90% of the false claim cases are unsuccessful, they work closely and build their cases with their whistleblowers. They give examples of their most impactful whistleblower cases, and provide the information about each example. I believe this is a credible website/source because it is a private law firm that only represents whistleblowers and it has been around for decades and has handled numerous large cases. Their experience seems to be top of the line for a whistleblower. I plan to use this source for my research paper because it provides the law firm point of view and will provide the need information for my paper. 8. BOTHWELL Law Group, (August 14, 2017). Pros and Cons of Whistleblowing in the Workplace by Mike Bothwell. This website/source provides information to potential whistleblowers to carefully consider the pros and cons for whistleblowing in their workplaces. It goes on to explains the pros of doing the right thing. A con is your career could suffer because you will be labeled as a whistleblower and may not be hired by companies in the future. Another pro is they are protected from retaliation. Another con is your relationships may suffer. Pro you may get a financial reward. I believe this website/source is credible because the law firm provides what appears to be factual information to consider before reporting a whistleblower claim. This impressed me because it appears they are not just in it for the money, because they actually want people to consider the negative things that come with whistleblowing. This is why I plan to use this for my research paper. This is great information to have because this is prior to whistleblowing....
