“To bits and pieces” Since ancient times planning has been a quest to search for visual order in settlements, followed by more humanistic, scientific and economistic approach. Often this method rationalizing complexity of settlements to simple geometric orders. The naturally formed cities are more workable, equitable and efficient. The difference between a planned and naturally developed cities is the environment, organic cities are like fenceless house where the members of house have momentary freedom to surrounding area. A planned city has comparatively more options but less freedom. Why not combine these factors for more freedom and more option. Most of the Indian cities are organic in nature, planning is done based on existing land use, economic network, and other variables often not including the variables like slums, or the neighborhood, leading to a cage like system for the residents, like an absence of park in neighborhood can decrease the livability of the area. The unhealthy environment for the people can be due to the idiocy of planner. The reason being the scale of the planning project. India may have decentralized power for efficiency, but still hasn’t introduced a micro level mandatory projects at neighborhood scale. The smart cities plan focuses toward smart and economic development. There’s a need to plan for existing development. Planning for the roots of the city, at small scale for better foundation. Reshaping existing organic cities to small combination of polygon for better control of the city at large scale, providing better facilities to people by increasing streets and parks and decreasing roads. This can be done by dividing residential land use to small neighborhood scale areas, considering the transit development. For example take a patch of residential land use it has four major routes passing through it having logistic importance, divide the land with these roads as boundary further divide this piece of land to small neighborhood scale based on major public transport routes, and disintegrate all other road types to streets, or for other developments(recreational). Dividing such single residential patch to 100 can result in better planning, increase the livability of the area, and lead to a controlled development. Such division could lead to better representation of people, government can control the density of such bits more efficiently, making core institutions for its functioning increasing employment opportunities and better serving system for the people.
